star this property answer text <p>The government is transforming technical education to create a high quality system that meets the skills needs of businesses and is held in the same high esteem as our academic option. 15 prestigious technical routes will set a clear path to skilled employment through reformed apprenticeships and the new flagship T Level programmes. T Levels are a central part of the greatest shake-up of technical education for 70 years and builds on the recommendations made by the Independent Panel on Technical Education, chaired by Lord Sainsbury. They will provide a distinctive and rigorous technical alternative to A levels.</p><p>They are, however, just one strand of our ambitious new technical education offer. We also intend to undertake a review of qualifications at Level 3 and below so that those we fund serve a genuine and useful purpose, are of high quality and enable students to progress to meaningful outcomes.</p><p> </p> more like this

star this property answer text <p>The University Technical Colleges (UTC) programme has an important role to play in our reforms to technical education, with strong UTCs succeeding in equipping young people with the skills businesses need, getting them into employment and supporting social mobility.</p><p>There are regulations in place that require local authorities to write to parents of pupils in Year 9 to notify them of schools with atypical ages of admission within reasonable travelling distance, which includes UTCs, to make sure they are aware of the choices available to them. Early indications suggest that these letters have had a positive impact on awareness of UTCs and supported their recruitment.</p><p> </p><p>Recent changes to the Careers Guidance legislation also requires maintained schools and academies to provide opportunities for providers of technical education, such as UTCs, to visit schools to talk to students in Years 8-13, to inform them of their offer.</p><p> </p><p>UTCs are sponsored by employers and they are essential to marketing efforts by UTCs to promote their offer. Employers can demonstrate to pupils how attending the UTC can lead to a successful career. Employers taking a sustained and embedded role in supporting the UTC programme is crucial to their success.</p>

star this property answer text <p>The adult education budget (AEB) aims to engage adults and provide the skills and learning they need to equip them for work, an apprenticeship or other learning. It enables more tailored programmes of learning to be made available, which may or may not require a qualification, to help eligible learners engage in learning, build confidence, and/or enhance their wellbeing. It supports three legal entitlements to full funding for some learners and enables a more flexible provision for others.</p><p>In 2017/18 (academic year) the total AEB allocated to providers by the Education and Skills Funding Agency (ESFA) was £1.39 billion. Of this, £171.6 million was allocated to providers based in the West Midlands, of which £10.4 million was allocated to providers based in Coventry.</p><p>From 2019/20 the government will devolve the AEB to several Mayoral Combined Authorities, including West Midlands.</p><p>The ESFA does not allocate funding on a geographic basis and providers can fund delivery anywhere in England.</p>

star this property answer text <p>There are duties in place to make sure that suitable, full time alternative provision (AP) is available for children of compulsory school age who have been excluded for a fixed period or permanently. Local authorities are responsible for making sure that provision meets the needs of young people in their area. This includes identifying 16 to 19 year olds who are not in education, employment or training, such as those excluded from school, and providing the help they need to participate and progress.</p><p>The department is raising the proportion of young people leaving AP to engage in education, employment and training. A high proportion of these students will have special educational needs and/or a disability and through the Children and Families Act 2014 we have put in place support to help these students to succeed alongside their peers. Young people also have access to a range of support and guidance, including the 16-19 Bursary Fund to assist with the costs associated with staying in post-16 further education and Access to Work funding to support apprentices who are disabled or have a physical or mental health condition.</p><p>In March 2018, the government published its vision for AP, including a plan for improving the support it offers to young people. We will continue to engage with AP and post-16 providers to identify and share new ways of helping young people make the transition into post-16 settings and adult life. We have commissioned primary research into the recent experiences of children, schools, AP and post-16 providers regarding this transition. We are also in the process of assessing bids from organisations who have applied to the AP Innovation Fund to design and test new approaches to improve outcomes for young people leaving AP at age 16.</p><p> </p>

star this property answer text <p>There have been 64,830 apprenticeship starts in Health, Public Services and Care, reported to date, in the first three quarters of the 2017 to 2018 academic year (August 2017 to April 2018) in England:</p><p><a href="https://www.gov.uk/government/statistical-data-sets/fe-data-library-apprenticeships" target="_blank">https://www.gov.uk/government/statistical-data-sets/fe-data-library-apprenticeships</a>.</p><p>We want to increase the number of nursing apprenticeships and now have a complete apprentice pathway from entry level to postgraduate advanced clinical practice in nursing. This will support people from all backgrounds to enter a nursing career in the NHS.</p><p>The registered nurse (degree) apprenticeship standard was approved for delivery on 9 May 2017. To date, there have been 260 starts on the registered nurse (degree) apprenticeship in the 2017 to 2018 academic year (August 2017 to April 2018) in England.</p><p>We have also created a new programme for nursing associate (Level 5 standard approved for delivery on 20 November 2017) apprentices to broaden the routes into the profession. 5,000 starts are planned in 2018, with a further 7,500 in 2019. To date, there have been 640 starts on the nursing associate apprenticeship in the 2017 to 2018 academic year (August 2017 to April 2018) in England.</p><p>We are working closely with employers, Health Education England and ministers in the Department of Health and Social Care to make sure the NHS is fully supported to recruit apprentices, both in nursing and in a range of other occupations.</p>

star this property answer text <p>The numbers and identities of children educated at home are not collected centrally.</p><p>For that reason it is not possible to make any overall assessment of the education they receive compared with children attending school. The parents of children of compulsory school age are responsible for ensuring that they receive an efficient full-time education suitable to the child’s age, ability, aptitudes and any special educational needs. The government has made it clear that it believes that the majority of parents undertake this task successfully and with enthusiasm. When the home education being provided is not suitable, the local authority has power to intervene. The existing framework for intervention by local authorities is currently under review. The department is now considering the responses made to the recent consultation on revised guidance for local authorities on the most effective use of their powers in relation to home education, and an associated call for evidence, which closed on 2 July 2018.</p>
