	answer	answer is ministerial correction date of answer 09/03/2018 answer text <p>The Government is fully committed to tackling serial perpetrators of domestic abuse.</p><p>We will be seeking views on what more can be done to manage serial perpetrators through our forthcoming consultation on domestic abuse.</p><p>The current framework ensures that those convicted of domestic abuse related offences are already captured on the Police National Computer. Where appropriate, they will also be captured on other systems such as on the dangerous persons’ database (ViSOR) and managed by police and probation under Multi-agency Public Protection Arrangements (MAPPA). 	answer	answer is ministerial correction date of answer 12/03/2018 answer text <p>The Government is fully committed to the prevention of abuse and the Department for Work and Pensions has a range of measures designed to support people who flee violent households. Easements in benefit conditionality give claimants the space and time needed to stabilise their lives. Job-seeking and work-preparation requirements can be suspended for up to 13 weeks. There is special provision in Housing Benefit for when someone is temporarily absent from their home through fear of domestic violence and abuse. If the person intends to return to their former home, they can receive Housing Benefit for both a former permanent home and temporary accommodation. There is similar provision in respect of the housing cost element of Universal Credit.</p><p> </p><p>Universal Credit provides an exemption for 18 to 21 year old claimants to be entitled to help with housing if they are a victim of domestic violence and abuse. There is provision for Universal Credit claimants to request separate benefit payments from their partner. There is also an exemption made in Universal Credit to support a third or subsequent child who is born on or after 6 April 2017 as a result of a non-consensual sexual act.</p><p> </p><p>Housing support for exempt accommodation such as a refuge is excluded from the calculation of the benefit cap for victims of domestic violence and abuse. The removal of the spare room subsidy will not apply to those victims of domestic violence who are staying in exempt accommodation.</p><p> </p><p>The department provides funding for Discretionary Housing Payments which are available from local authorities. These are aimed at a number of groups likely to be affected by welfare reform, including individuals or families fleeing domestic violence.</p><p> </p><p>Customers who have reported domestic violence are exempt from paying the £20 application fee to use the child maintenance service.</p><p> </p><p>A person that came to the UK on a family visa as a spouse, civil partner or unmarried partner, who needs to leave home through fear of domestic violence and abuse, can apply for a Home Office Destitute Domestic Violence concession. 	answer	answer is ministerial correction date of answer 13/03/2018 answer text <p>For the quarter October to December 2017, youth unemployment in the North East was 29,000 – down by over 15,000 since the 2010 General Election (quarter: February-April 2010).</p><p> </p><p>In April 2017, a new programme of intensive support was introduced for 18-21 year olds making a new claim to Universal Credit full service. We are introducing this programme in line with the roll-out schedule for Universal Credit, which is being introduced in a planned, gradual and safe way.</p><p> </p><p>A number of sites in the North-East are already full service sites, and are able to provide claimants with intensive support through this new programme. Remaining sites in the North-East will continue to be rolled out in line with the revised schedule for Universal Credit Full Service, including Jarrow, which is expected to deliver our new programme from May 2018.</p><p> </p><p>Considerable additional support is also available to young people who are claiming Jobseeker’s Allowance. This includes (but is not limited to): basic skills training, work-related training, and 2-8 weeks work experience opportunities.</p><p> </p><p>For pupils aged 12 to 18 in England, the Jobcentre Plus Support for Schools programme assists schools in delivering their statutory duty to provide high quality, independent and impartial careers advice. This provides access to digital channels in every Jobcentre for claimants to use when they do not have access at home.</p><p> </p><p>There will always be people for whom engaging with us digitally is not a feasible proposition. As a result, a freephone telephone helpline and face to face support are also available for claimants to make and manage a Universal Credit claim. Where needed, the Work Coach will provide the claimant with a written note to remind them of the date of their next appointment, especially if the claimant has difficulty accessing or using online services.
