These include:Ability to marry and forced marriage prevention policies that directly support healthy couple formation, facilitating civil ceremonies beyond register offices, marriages in accordance with religious beliefs, same sex marriage, data sharing on marriage services, and protection against coercion.</p><p>Birth and marriage registration policies that directly support co-parenting, facilitating both parents being able to acknowledge parental responsibility in a range of scenarios, and which allow children to know both their parents.</p><p>Birth legislation and policy that supports the inclusion of fathers’ details in all birth registrations, as far as practicable. Immigration family policy that helps avoid family breakdown by allowing non-EEA partners, children, parents and adult dependents to join or remain in the UK with a British citizen or person settled in the UK.</p><p>Domestic abuse policy that indirectly helps reduce family breakdown, supporting victims and their families who have suffered abuse, and ensuring perpetrators are dealt with effectively. 	answer	answer is ministerial correction date of answer 16/01/2018 answer text <p>The safety and security of our prisons must always take priority and action to address retention rates are being taken forward as part of the government’s plan to increase the number of prison officers by 2,500, to improve safety and security. We have already recruited 1,255 extra prison officers over the past year. Exit interviews and qualitative analysis has helped to build an understanding of why prison officers leave the Service.</p><p> </p><p>We are actively working with our prisons to drive positive change in the prisons with the highest attrition rates. This includes the appointment of 75 additional prison officer mentors to support our new staff alongside working proactively with Governors to take local action based on the common themes identified.</p><p> </p><p>We have invested in in 5,600 body-worn cameras to help protect our prison staff, alongside training to improve interactions with prisoners. These will provide high-quality evidence to support prosecutions brought against prisoners. 	answer	answer is ministerial correction date of answer 05/02/2018 answer text <p>Government is committed to building a shared society that works for everyone and it is important to build and strengthen the bonds of the family unit. DCMS is running a number of programmes that contribute to strengthening families. These include the Early Years Social Action Fund and Community Organisers Programme.</p><p> </p><p>The £1 million Early Years Social Action Fund is a joint partnership between Nesta and the Office for Civil Society and will focus on supporting families in need.. The fund aims to help more children aged four and under, achieve their developmental milestones through social action. The fund is backing projects where social action will build the confidence and knowledge of parents and primary carers, to support their children to achieve their developmental milestones ahead of their fifth birthday.</p><p> </p><p>Community Organisers act as local leaders, bringing people together to take action on the things they all care about. The original programme (2011-15) trained 6,500 individuals who built relationships and inspired local communities to deliver positive social change. Communities were supported to kick start over 2,000 community projects and our evaluation has shown us that 84% of the projects focused on connecting people together, including neighbours, residents, families and vulnerable people. In 2017 we launched the Community Organisers Expansion Programme which aims to further increase the number of Community Organisers trained to 10,000 by 2020.</p><p> </p><p>DCMS also has responsibility for Libraries, which change lives for the better. They not only provide access to books and other literature but also help people to help themselves and improve their opportunities, bring people together, and provide practical support and guidance. As a locally accountable service, they are well-placed to respond to local needs and issues.</p><p> </p><p>Libraries can have a critical role in helping people to realise their potential, and especially those from disadvantaged backgrounds. Libraries provide vital support to families in developing children’s language and reading skills and confidence from early years onwards They also run numerous activities like book groups, code clubs, discussion groups and events for children and families. Libraries are places where communities and individuals can develop, share ideas and learn together, and libraries are actively looking at how they could offer more and different family learning opportunities. 	answer	answer is ministerial correction date of answer 07/03/2018 answer text <p>Where civil servants are working for a non civil service organisation, this is done under a secondment agreement and not as contracting out.</p><p> </p><p>In such situations, a secondment agreement is normally put in place between the two organisations setting out the responsibilities of both towards the secondee during the period of the secondment. Through this, the employing department is able to satisfy itself that the host organisation is aware of and able to discharge the relevant employment responsibilities.</p><p> </p><p>As set out in section 10.3 of the Civil Service Management Code, civil servants who are on secondment remain subject to their normal terms and conditions, including in relation to conduct, discipline and disclosure of information.
