<p>The current CAP is bureaucratic and ineffective. The unnecessary reporting and
mapping requirements imposed by the European Commission hampers the effective delivery
of the Basic Payment Scheme. The government therefore believes that the best way to
improve agricultural policy is to leave the European Union and establish a coherent,
domestic policy instead. However, in the short term, we are working to make the best
of the failed CAP and performance was far better in 2016 than in 2015. EU law means
that the scope for simplifying the existing BPS scheme is limited.</p><p> </p><p>
