unstar this property answer text <p>The Government have already committed an additional £8 billion by 2020/21 to the National Health Service and now committed to backing the NHS in England further so that by 2019/20, it will have received an additional £2.8 billion for frontline services than previously planned over the period. This includes £335 million this winter to help trusts to increase capacity and £3.5 billion of new capital investment by 2022/23 to transform its estate and drive further efficiency savings.</p><p> </p><p>In October 2016, NHS England announced a £130 million fund to modernise radiotherapy across England. Over the next two years, older Linear Accelerators radiotherapy equipment being used by hospitals will be upgraded or replaced; ensuring cancer patients have access to the latest, leading-edge technology.</p> more like this

unstar this property answer text <p>At its meeting in February 2014, the Pharmacovigilance Risk Assessment Committee (PRAC) of the European Medicines Agency recommended that the product information for mefloquine be amended to state that neuropsychiatric adverse reactions may persist for months, or longer, even after discontinuation of the drug. The PRAC did not recommend that such reactions should be listed as permanent. The United Kingdom product information for mefloquine reflects the final PRAC recommendation.</p><p> </p> more like this

unstar this property answer text <p>Public Health England (PHE) has commissioned a study to extend the evidence base further as to whether emissions from modern municipal waste incinerators affect human health.</p><p> </p><p>From the outset of this study, PHE highlighted that its current position, that well run and regulated modern waste incinerators are not a significant risk to public health, remains valid.</p><p>PHE will review its advice in light of new substantial research on the health effects of incinerators published in peer reviewed journals. To date, PHE is not aware of any evidence that requires a change in their position statement.</p> more like this

unstar this property answer text <p>National surveys of child and adult oral health identify a number of contributing factors to account for differences in oral health including deprivation, geography, ethnicity and social class.</p><p> </p><p>NHS England has a legal duty to commission primary care dental services to meet local needs and to work with local partners to address oral health needs identified in local health needs assessments. NHS England also undertake regular surveys of patient access to National Health Service dentistry, the latest was published in July 2017 and the results from the survey responses are presented at national (England), regional and Area Team level. A copy of <em>Summary of the Dental Results from the GP Patient Survey – January to March 2017</em> is attached.</p><p> </p><p>Access to primary care dental services continues to increase nationally. 22.2 million adults were seen by a dentist in the 24 month period ending 30 June 2017 and 6.8 million children were seen by a dentist in the 12 month period ending 30 June 2017, but we know NHS England has further to go in ensuring access needs are met in all areas.</p><p> </p><p>The NHS England Starting Well programme will also operate in 13 high needs areas to reach out to children most at risk of dental decay who are not currently under the care of a dentist.</p><p> </p>

unstar this property answer text <p>The Department published <em>Your Data: Better Security, Better Choice, Better Care </em>in July 2017 in which the Government accepted the 10 Data Security Standards recommended by the National Data Guardian, Dame Fiona Caldicott. The document sets out the steps National Health Service trusts are expected to take to improve their cyber security resilience. Data Security Standard 8 specifically states that no unsupported operating systems, software or internet browsers are used within the IT estate.</p><p> </p><p>NHS Digital published in May 2017 <em>Unsupported Platforms – Good Practice Guide </em>giving trusts technical guidance on how to upgrade software and improve cyber security.</p><p> </p><p>In October 2017, the Department followed up by publishing the <em>2017/18 Data Security and Protection Requirements</em>. This document sets out the steps all health and care organisations will be expected to take in 2017/18 to demonstrate that they are implementing the 10 Data Security Standards, prior to a new assurance framework coming into place from April 2018.</p><p> </p><p>In 2015, NHS Digital established CareCERT to provide national cyber support to health and care organisations. This support includes cyber alerts with advice on software updates, direct support when cyber incidents occur, and also on-site support to assess local vulnerabilities to improve local resilience and mitigate the impact of future cyber incidents.</p><p> </p><p>The above mentioned reports are attached.</p>

unstar this property answer text <p>Local authorities (LAs) are responsible for assessing the oral health needs of their local population, developing oral health strategies and commissioning oral health improvement programmes. Public Health England (PHE) helps to support LAs in these roles both nationally and locally with ongoing initiatives to improve dental health, particularly in areas of deprivation.</p><p> </p><p>PHE has established a Children’s Oral Health Improvement Programme Board with a substantial programme of work with organisational partners.</p><p> </p><p>NHS England has recently launched the Starting Well programme, which will work in 13 areas in England with the worst oral health to reach out to families with children under five who are most at risk of dental disease, who may not currently be visiting a dentist. Dental practices are currently in the process of applying to join the programme.</p> more like this

All trusts that provide surgical care automatically provide a peri-operative care pathway.</p><p> </p><p>The Royal College of Anaesthetists and the Royal College of Surgeons have supported the introduction of Enhanced Recovery to improve peri-operative care and this is being actively promoted through RightCare guidance to commissioners and through the Getting It Right First Time Programme for hospitals. This applies to all trusts in England who provide peri-operative care.</p> more like this

During the September round of UK-EU negotiations, the UK made clear that it wishes to continue with reciprocal healthcare with the EU after the UK’s Exit. This includes healthcare rights for pensioners, the European Health Insurance Card and planned treatment.</p><p> </p><p>During negotiations with the EU on the Withdrawal Agreement, the UK has therefore been seeking to protect the healthcare arrangements currently set out in EU Regulations 883/2004 and 987/2009.</p> more like this

unstar this property answer text <p>On 31 July Health Education England (HEE) published the National Health Service workforce plan for England; setting out concrete steps for delivering 21,000 new posts (professional and allied) across the mental health system, with the expectation that 19,000 of these places would be filled by staff employed directly by the NHS. The plan focuses on both new staff and on improved retention of existing staff, as well as new roles and new models of mental health care. The plan can be found at:</p><p><a href="https://www.hee.nhs.uk/sites/default/files/documents/CCS0717505185-1_FYFV%20Mental%20health%20workforce%20plan%20for%20England_v5%283%29.pdf" target="_blank">https://www.hee.nhs.uk/sites/default/files/documents/CCS0717505185-1_FYFV%20Mental%20health%20workforce%20plan%20for%20England_v5%283%29.pdf</a></p><p>Implementation of the plan is being led by HEE and NHS England working through HEE Regional Leads and the NHS England Sustainability and Transformation Partnerships (STPs) who will need to demonstrate how the workforce plan is being taken into account by STPs as part of their future planning. This will include plans for expanding the mental health workforce in both primary and secondary care settings.</p><p> </p><p>Staffing and service provision in the NHS in Northern Ireland, Scotland and Wales is a matter for each of the devolved administrations.</p>

unstar this property answer text <p>Health Education England (HEE) is responsible for the planning and funding of post-registration medical education. HEE works directly with a number of partners, including National Health Service trusts, to assess demand and supply for clinical staff, and commissions programmes of education accordingly. The training curricula for postgraduate trainee doctors is set by the relevant medical Royal College, and continuing professional and personal development for registered professionals employed in the NHS is a matter for employers and those individuals.</p><p> </p><p>The Department has put in place a revised accountability and governance model for implementing the Autism Strategy in line with the Autism Act (2009). It has established a Workforce Development Task and Finish Group as part of this work, co-chaired by Health Education England and Skills for Care, which may consider the provision of training in autism diagnosis for clinicians in the NHS. The 2010 and 2015 statutory guidance for local authorities and the NHS to support implementation of the Autism Strategy makes it clear that autism training should be available to all staff working in health and social care.</p>

unstar this property answer text <p>Health Education England (HEE) is responsible for the planning and funding of post-registration medical education. HEE works directly with a number of partners, including National Health Service trusts, to assess demand and supply for clinical staff, and commissions programmes of education accordingly. The training curricula for postgraduate trainee doctors is set by the relevant medical Royal College, and continuing professional and personal development for registered professionals employed in the NHS is a matter for employers and those individuals.</p><p> </p><p>The Department has put in place a revised accountability and governance model for implementing the Autism Strategy in line with the Autism Act (2009). It has established a Workforce Development Task and Finish Group as part of this work, co-chaired by Health Education England and Skills for Care, which may consider the provision of training in autism diagnosis for clinicians in the NHS. The 2010 and 2015 statutory guidance for local authorities and the NHS to support implementation of the Autism Strategy makes it clear that autism training should be available to all staff working in health and social care.</p>

unstar this property answer text <p>Training provision in the National Health Service is the responsibility of individual organisations who are expected to ensure that training supports maintaining high professional standards, professional development and high quality care. Suicide prevention is a priority for this Government and when we updated the Cross-Government Suicide Prevention Strategy earlier this year we highlighted the need to support better mental health and suicide prevention awareness across the NHS.</p><p> </p><p>Health Education England and Public Health England have been supporting this aim by reviewing materials such as e-learning tools for NHS professionals and are considering how best to support this nationally.</p> more like this

unstar this property answer text <p>Children and young people’s (CYP) mental health is a top priority for this Government and we are clear that early intervention is vital.</p><p> </p><p>We are making an additional £1.4 billion available for transformation of CYP mental health services from 2015/16 – 2019/20, and have committed to ensuring an additional 70,000 CYP a year will access National Health Service mental health treatment by 2020. We have introduced the first ever waiting times standard for mental health and will shortly be publishing a joint Green Paper on CYP mental health with the Department for Education, focussing on early intervention.</p> more like this

unstar this property answer text <p>Services are expected to work together to plan transition effectively and to meet the needs of young people, as well as their families and carers.</p><p> </p><p>NHS England published its Model Specification for Transitions from Child and Adolescent Mental Health Services, in January 2015, to support better transition planning and delivery by local providers.</p><p> </p><p>Transition from children and young people’s mental health services has also been included as one of 13 mandatory national indicators in the Commissioning for Quality and Innovation scheme (2017/19). This offers financial incentives to local areas to make improvements in support of the Five Year Forward View for Mental Health and National Health Service mandate, and will encourage improved transition planning and better experiences for children and young people.</p> more like this

unstar this property answer text <p>We welcome the All-Party Parliamentary Group on a fit and healthy childhood’s report on “Physical activity in early childhood” which provides a valuable contribution to the debate as we continue to deliver our world-leading Childhood Obesity Plan.</p><p> </p><p>Physical activity is a key part of our plan and has an important role in maintaining and improving the health and wellbeing of children and young people. We continue to invest in school sport through programmes such as the primary PE and sport premium, School Games, and Change4Life Sports Clubs, to encourage children to be active.</p><p> </p><p>Local authorities are being given over £16 billion to spend on public health over the five years of the 2015 Spending Review. We know that many are prioritising action to tackle obesity and increase physical activity according to their local need.</p><p> </p><p>Public Health England has developed “Everybody Active Every Day”, a national implementation framework for physical activity. This will support increased physical activity in local communities by: focussing across the whole life-course; consolidating evidence and providing a structured approach; and enabling local and national organisations to work together.</p>

unstar this property answer text <p>The shared National Health Service planning guidance sets out what clinical commissioning groups (CCGs) and providers have to do in 2017/18 and 2018/19. For children and young people’s mental health services, this includes a requirement to increase access, so that 70,000 more people receive specialist treatment nationally by 2020, and to expand eating disorder services so that the new waiting time standard is met.</p><p> </p><p>A joint letter to CCGs and trusts sent by NHS England Directors on 27 February 2017 specifically asked for confirmation that funds for children and young people were being used for the purpose intended.</p><p> </p><p>NHS England published, for the first time in October 2016, a new integrated Five Year Forward View for Mental Health Dashboard. This shows what each CCG is spending on children’s mental health services.</p><p> </p><p>This Mental Health Dashboard is designed to improve the transparency and accountability of CCGs, both to NHS England and to the populations they serve.</p><p> </p><p>NHS England’s Mental Health Investment Standard requires CCGs to increase their mental health spend in line with their overall increase in allocation each year. This is planned to be met across England as a whole in 2017/18 and 2018/19.</p>

unstar this property answer text <p>The Department for Communities and Local Government is working closely with the Department of Health on how we improve access to mental health services for rough sleepers, or those at risk of homelessness in England. The Government has committed over £1 billion until 2020 to local authorities to reduce homelessness and rough sleeping and has supported the Homelessness Reduction Act – due to commence in April 2018. The Act will ensure that people who are in need of assistance get the support they need before becoming homeless.</p><p> </p><p>The Government is also supporting 84 projects, some specifically funding mental health interventions, across 205 district and unitary local authorities in England through its £50 million Homelessness Prevention Programme offering tailored support services for people who need it and rapid support for people to make a sustainable recovery from homelessness.</p><p> </p><p>The Government has also set an aim to halve rough sleeping by 2022 and eliminate it entirely by 2027. We are setting up a rough sleeping and homelessness taskforce and piloting a Housing First approach to tackle rough sleeping.</p><p> </p><p>We expect local authorities, NHS England and clinical commissioning groups to all play a crucial role in achieving these. NHS England has published guidance for general practices and patients to ensure that homeless patients are still able to access primary care services. Public Health England’s guidance ‘Improving health through the home’ provides a single point of access to wide-ranging authoritative information on data, evaluation, evidence and research related to homelessness to support providers and commissioners, such as good practice prompts for commissioning for homeless people with drug or alcohol problems.</p>

No treatment was denied to patients who did not provide two forms of identification. The Department commissioned Ipsos Mori to undertake a full independent evaluation of the pilots, the results of which will be delivered to the Department shortly and published in due course. The total cost of funding allocated to trusts to support the implementation of the pilots was £412,723.</p> more like this

unstar this property answer text <p>By 2021 the National Health Service in England could have around 14,500 new Nursing Associates available for employment, across a range of health and care settings, including mental health. Responsibility for staffing levels rests with individual NHS trusts and their boards who are best placed to decide how many staff and what skill mix they need.</p><p> </p><p>There are currently 2,000 Nursing Associates in training within 35 Health Education England Pilots, due to complete and become qualified Nursing Associates in 2019. Test sites bring together a wide range of organisations including acute, community and mental health settings and have been designed to ensure they are representative of the different settings where Nursing Associates, once qualified will care for patients.</p><p> </p><p>Nursing associates are an England only role. NHS staffing in Northern Ireland, Scotland and Wales is a matter for each of the devolved administrations.</p> more like this

unstar this property answer text <p>Under the Children and Families Act (2014), local partners of a local authority include clinical commissioning groups, National Health Service trusts, NHS foundation trusts and local education providers. They must co-operate with the local authority in supporting children with a special educational need, such as autism, which would include the sharing of relevant information. The specific information to be shared is for partners to agree. The statutory guidance Special educational needs and disability code of practice: 0 to 25 years provides advice on how the partners can work together and share information in their statutory roles.</p><p> </p><p>Clinical commissioning groups and local authorities must make joint commissioning arrangements for the education, health and care provision reasonably required by children with special educational needs. They must agree what education, health and care provision is to be secured, and by whom, and agree details of what advice and information is to be provided about education, health and care provision.</p>

This live service evaluation, which commenced in November 2017, is giving people at risk of developing type 2 diabetes access to a range of apps, gadgets, wristbands and other innovative digital interventions. As part of this work, NHS England is running training sessions with primary care staff to familiarise them with these digital services and to provide them with the skills to advise and support the individuals who will be using these digital interventions.</p> more like this

unstar this property answer text <p>The Commission on Human Medicines Expert Working Group on Hormone Pregnancy Tests included experts in a wide range of relevant scientific disciplines and took evidence from visiting experts. After consideration of a broad range of data, the consensus conclusion of Group members was that the available scientific evidence, taking all aspects into consideration, did not support a causal association between the use of hormone pregnancy tests during early pregnancy. This conclusion was endorsed by the Commission on Human Medicines which comprises independent scientific experts of international standing. unstar this property answer text <p>Like all employers, the Food Standards Agency (FSA) has an obligation to ensure (so far as is reasonably practicable) the health, safety and welfare at work of all our employees and contractors under the Health and Safety at Work Act 1974. The promotion of a good and harmonious work environment, the maintenance of bullying and harassment incident data (as reported by FSA employees and contractors), the Agency’s zero tolerance approach and the proportionate action we take in response to reported bullying and harassment incidents are all essential elements that the Agency will continue to uphold. This is to ensure that the Agency delivers our duty of care to our employees and contractors under health and safety legislation.</p><p> </p><p>Following consultation with industry through the Help Shape our Policy Pages of food.gov in England and Wales available at:</p><p><a href="http://www.food.gov.uk/news-updates/help-shape-our-policies/proposed-policy-unacceptable-fbo-behaviour" target="_blank">http://www.food.gov.uk/news-updates/help-shape-our-policies/proposed-policy-unacceptable-fbo-behaviour</a></p><p>Following several presentations within Partnership Working Group arrangement (an Industry and Food Standards Agency joint working party) a new Policy (Dealing with Unacceptable Behaviour by Food Business Operators - Withdrawal of Veterinary and Inspection Services) was formally launched in July 2017. This new policy contains a clear process to enable the Agency to manage reported incidents of bullying and harassment consistently and proportionately.</p><p> </p><p>Where the FSA considers that unacceptable behaviour by a Food Business Operator, their management, employees or representatives may present a serious risk to the health and safety of FSA staff or contractors action will be taken to remove our staff or contractors from the workplace, which may amount to a withdrawal of service (WOS) by the Agency. Due to the significant effect that such a step will have upon the commercial operation of an approved premise, the WOS would be a measure of last resort and where other options would be insufficient to protect the health and safety of FSA staff. WOS will only be applied where a single incident is considered to be of a sufficiently serious nature, or where evidence of continued or persistent bullying and harassment has been established to an extent which may pose a risk to the health and safety of FSA employees and contractors.</p>

unstar this property answer text <p>The Food Standards Agency (FSA) is responsible for auditing slaughterhouses. When conducting audits at slaughterhouses the FSA will assess that establishments are operating in accordance with its Food Safety Management System, Food Safety Standards and has met the requirements of the Regulations.</p><p> </p><p>During the audits, we will consider the day to day enforcement conducted by the on-site FSA Veterinarian since the last audit. Where it is identified that the food business is not fully meeting these requirements, the Food Business Operator and FSA officials will be informed of the deficiencies identified during the closing meeting immediately after the audit and a formal Non-Compliance Report will be issued with the audit report.</p><p> </p><p>Any slaughterhouse receiving an unsatisfactory audit will be subject to additional follow-up audits and unannounced inspections.</p><p> </p><p>If the performance of the slaughterhouse does not improve and the FSA remains concerned that there is an imminent risk to the public the meat can be detained and the business closed until remedial action is taken to resolve the issue. Similarly, if the business is posing a risk to animal welfare similar measures can be imposed to require the business to remove the risk to welfare before it is permitted to recommence operations.</p><p> </p><p>Ultimately, if the FSA no longer has confidence in the ability of the food business to meet the required standards it may withdraw its approval. The FSA last withdrew the approval of a slaughterhouse in July 2017.</p>

unstar this property answer text <p>Audit reports are issued to the Food Business Operator, the Official Veterinarian, and Food Standard Agency (FSA) officials responsible for each establishment within 10 days of the audit taking place.</p><p> </p><p>The overall outcomes are provided as ‘Good’, ‘Generally Satisfactory’, ‘Improvement Necessary’ or ‘Urgent Improvement Necessary’.</p><p> </p><p>The outcomes of the audits conducted by the FSA are then published on its website:</p><p><a href="https://www.food.gov.uk/business-industry/meat/audit" target="_blank">https://www.food.gov.uk/business-industry/meat/audit</a></p><p>Audit results are published each month as part of the FSA transparency commitment.</p><p> </p><p>The role of the auditor is to assess that establishments are operating in accordance with its Food Safety Management System, Food Safety Standards and has met the requirements of the Regulations.</p><p> </p><p>Where it is identified that the food business is not fully meeting these requirements, the Food Business Operator and FSA officials for this establishment will be informed of the deficiencies identified during the closing meeting immediately after the audit and a formal Non-Compliance Report will be issued with the audit report.</p><p> </p><p>The outcome of these audits will determine the audit frequency so any establishment which has the outcome ‘Improvement Necessary’ or ‘Urgent Improvement Necessary’ will receive increased audits and may also be subject to further unannounced inspections.</p><p> </p><p>It is the role of the FSA to keep the approval granted to establishments under review. If the audit outcome does not improve, and the FSA is concerned that the manner in which a food business is operating is such that it poses an imminent risk to the public the meat can be detained and the business closed until remedial action is taken to resolve the issue.</p><p> </p><p>Ultimately, if the FSA no longer has confidence in the ability of the food business to meet the required standards it may withdraw its approval. Four establishments have had their approval withdrawn by the FSA in the last 12 months.</p>

unstar this property answer text <p>As indicated in the National Audit Office report, the Department for Exiting the European Union had identified 313 Exit work streams across Government departments, including 31 from this Department. The development of work streams is part of ongoing cross-Government work to develop and assess potential policy options, and to understand the implications of EU Exit.</p><p> </p><p>The report represents a snapshot of the number and type of work stream at the time of publication. Many of these will vary as time goes by, including the Department ones but these will be kept under regular review by all departments. We will not be listing any detail about the Department’s work streams.</p><p> </p><p>We can confirm that we are equipping ourselves with the right people and the right skills across government to make a success of Brexit. This Department has identified the workforce it requires for operational and policy requirements and constantly reviews its capabilities in order to deliver the Government’s commitment to leave the EU and get the very best deal for the United Kingdom.</p>

Friend the Chancellor confirmed that, in order to protect patient services he is committing to providing additional funding above the 1% per annum if ongoing discussions between National Health Service trades unions, NHS Employers and the Department on reforming the Agenda for Change contract bear fruit.</p><p> </p><p>The detail of how contract reform could help improve productivity is part of those negotiations.</p> more like this

The data collected has not been amended centrally and its accuracy always remains the responsibility of the contributing NHS organisations.
