star this property answer text <p>The Government values the work of the select committees of this House, and understands the importance of proper engagement with that work. Therefore the Government aims to respond to reports within two months of their publication. However, sometimes circumstances dictate that it will not be possible to provide a response within this timeframe. In such instances the relevant government department will maintain contact with the relevant select committee chairman and secretariat.</p><p>I have written to Lords ministers to reiterate the importance of providing timely responses to select committee reports. There are currently 15 government responses that have not been received by the relevant select committees within the two-month period. I am assured that ministers are working hard to ensure outstanding responses are issued as soon as possible.</p><p>Data on response times is made available by the Committee Office but has not been routinely collected for the years requested. However, as a member of the Liaison Committee, I welcome the fact that, since the 2014-15 session, government response dates have been published in the Liaison Committee’s annual reports. star this property answer text <p>Following Royal Assent of the Housing and Planning Act 2016, a Working Group of relevant experts, including the Local Government Association, was established to provide recommendations to Ministers on what, if any, legislative requirements for electrical safety in the private rented sector should be introduced. The Working Group met four times, in August, October, November and December 2016. The working group has now concluded and Ministers are considering its report and recommendations.</p><p>A recent consultation by the Health and Safety Executive on The Gas Safety (Installations and Use) Regulations 1998 involved an assessment of the adequacy of landlords’ gas safety checks. This assessment and other evidence confirmed that the regulatory requirements for these checks are sufficient to ensure safety.</p> more like this

star this property answer text <p>In 2010 the Department funded the Local Government Association to develop guidance on fire safety in purpose built blocks flats, which includes specific advice on ensuring the safety of disabled people and means of escape in the event of a fire. This was published in 2011 and is available at: <a href="https://www.local.gov.uk/fire-safety-purpose-built-flats" target="_blank">https://www.local.gov.uk/fire-safety-purpose-built-flats</a>.</p><p>Approved Document B (Fire Safety) provides guidance on securing reasonable standards of health and safety of persons in and about buildings. This is intended to include all people including people with disabilities. However, as set out paragraph 0.19 this also recognises that the needs of some disabled people will need to be considered on a case-by-case basis.</p><p>The Government is committed to helping older and disabled people to live independently and safely at home. The Disabled Facilities Grant (DFG) is a means-tested grant which can contribute towards meeting the cost of adapting an older or disabled person’s property, including to improve access (for example, through widening doorframes). Since 2012-13 the Government has invested over £1.6 billion into the DFG, providing around 250,000 adaptations. The grant is £431 million this year, rising to £468m next year, and will be over £500 million by 2020.</p>

star this property answer text <p>The Government is committed to creating a world class technical education system and we are making progress on delivering the recommendations made by the Independent Panel on Technical Education, chaired by Lord Sainsbury.</p><p> </p><p>In October, we published the attached ‘Post-16 technical education reforms: T level action plan – October 2017’, in which we outlined in more detail our plans for implementation. We announced the introduction of T levels in three routes in 2020 – Digital, Construction and Education &amp; Childcare – with the remaining eight routes launched in two waves in September 2021 and 2022. We expect the first T levels to be delivered by a small number of providers initially and we will begin engaging with providers later this year.</p><p> </p><p>We want every student studying a T level to undertake a substantial work placement. In September 2017 we launched a work placement pilot scheme to test different models and approaches to delivering T level placements. 21 providers are piloting these in academic year 2017/18, working with a range of employers and approximately 2500 students. This includes a pilot scheme in the North East at Sunderland College, information of which can be found on their website: <a href="http://sunderlandcollege.ac.uk/2017/10/college-pilots-government-project/" target="_blank">http://sunderlandcollege.ac.uk/2017/10/college-pilots-government-project/</a>.</p><p> </p><p>We will launch a public consultation on T levels later this year.</p><p> </p>

star this property answer text <p>The requirements on parents who educate children at home are contained in Section 7 of the Education Act 1996: these are that a child of compulsory school age receives an efficient full-time education suitable to his or her age, ability and aptitudes, and any special educational needs. There is no legal requirement that children educated at home are taught about the Fundamental British Values. A curriculum for a home-educated child which directly contradicted the Fundamental British Values might be deemed not suitable; that would be for the relevant local council to decide.</p><p> </p><p>The Department has established a joint team with Ofsted and given them additional resources to step up investigations in to unregistered schools and to work with us to take whatever action is required, including closing the school or working with the police and Crown Prosecution Service as necessary‎.</p><p> </p> more like this

star this property answer text <p>The Government takes the safety of pupils and teachers very seriously. All schools have to follow strict fire safety regulations, including having a Fire Risk Assessment, designed to ensure they are as safe as possible and well prepared in the event of a fire.</p><p>All new school building projects must comply with Building Regulations, including on fire safety, and this is independently certified by Building Control or an Approved Inspector before buildings are occupied. Where sprinklers are deemed necessary to keep pupils and staff safe, following an assessment of risk at the design stage, or to meet local planning requirements, they should be fitted.</p><p>Following the tragic Grenfell fire, the government has launched a Public Inquiry and an independent review of Building Regulations and Fire Safety. Alongside the rest of Government, we will take forward any relevant recommendations.</p> more like this

We want all children to have the opportunity to fulfil their full potential and to develop into adults who are confident and productive members of society.</p><p>Schools have an important role to play in supporting the resilience and mental health of children and young people. The Department has funded the PSHE Association to publish guidance and a set of age appropriate lesson plans for teaching about mental health issues.</p><p> </p><p>We have published a blueprint for school counselling services which provides schools with practical, evidence-based advice on how to deliver high quality school-based counselling.</p><p> </p><p>Advice has been issued on behaviour and mental health which helps teachers identify those in need, provide effective early support and understand when a referral to a specialist mental health service may be necessary.</p><p> </p><p>The Department has funded the development of MindEd, a free online resource which allows all those working with children and young people to access information on a range of mental health issues.</p><p> </p><p> </p><p> </p>

star this property answer text <p>As of 31 August, over 216,000 30 hours eligibility codes have been issued for the Autumn term. Whilst the majority of parents applied with no issue, some parents experienced difficulties. HM Revenue and Customs (HMRC) are working with National Savings &amp; Investments (and their supplier Atos) to make a range of improvements to the childcare service. The department maintains continuous contact with HMRC and are involved in key discussions.</p><p> </p><p>HMRC put in place arrangements to ensure parents were able to access a place in the Autumn term. For example, they provided 30 hours free childcare codes manually to all parents who reported experiencing difficulties applying through the digital route. The department then encouraged all local authorities to fund 30 hours places for the autumn term where the parent applied on 31 August or before, but received their code after the deadline.</p><p>We are committed to working with colleagues to ensure we continue to improve the customer experience as we deliver this important programme nationally.</p>

Friend, the Secretary of State, announced that the Department will provide an additional £1.3 billion for schools and high needs across 2018-19 and 2019-20, on top of the spending plans considered in the NAO report. Core funding for schools will rise from almost £41 billion in 2017-18 to £42.4 billion in 2018-19, and £43.5 billion in 2019‑20. This represents an increase of over 6%. As the Institute for Fiscal Studies has confirmed, this means that overall funding for schools and high needs will be maintained in real terms per pupil over the next two years.</p><p> </p><p>We will be publishing an updated assessment of cost pressures for schools, taking account of this additional funding, which will include consideration of the withdrawal of the Education Services Grant and the introduction of the apprenticeship levy, and any planned changes to national insurance. Schools are funded to meet the costs of business rates on the basis of actual charges.<strong><br> </strong></p>

star this property answer text <p>The Government has frozen tuition fees for academic year 2018-19 and raised both the repayment threshold and the thresholds at which variable interest rates apply to borrowers in repayment.</p><p> </p><p>The repayment threshold will rise from £21,000 to £25,000 for the 2018-19 financial year. Following the threshold change, interest will be charged at RPI for those earning below £25,000 (compared to £21,000 before) and at RPI+3% for those earning above £45,000 (compared to £41,000 before), with interest applied on sliding scale for those earning between those two thresholds.</p><p> </p><p>The impact of these policies on the department’s revenue budgets are to reduce the amount of interest charged to students and increase the amount of debt written off at the end of the loan term. We estimate the aggregate impact of these are a £50m reduction in financial year 2018-19 and a £125m reduction in financial year 2019-20. Budget cover will be through the department’s Annually Managed Expenditure budgets: this will be subject to Parliamentary approval in the normal way as part of the estimates process.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The recently published Evaluation of the FE Reform Programme report provides a number of key findings. In particular, 83% of providers either reported an increase in the numbers of disadvantaged learners, or had not noticed any fall in the numbers, as a consequence of those reforms to Further Education.</p><p> </p><p>The department will continue to ensure that there are clear communications about the benefits of study supported by Advanced Learner Loans, so that those from all backgrounds can access such loans to enhance their career prospects.</p><p> </p><p>The Advanced Learner Loans Bursary Fund provides additional support to loan-funded learners that require assistance in meeting costs associated with their study, such as childcare, travel, books and equipment, plus any learning support needs.</p><p> </p><p>The latest evaluation of Advanced Learner Loans, commencing in November, will look at the impact of the extension to those aged 19-23 and to Level 5 and Level 6. It will provide the Department with further evidence on how the offer supports adults from different backgrounds.</p>

star this property answer text <p>The Government has committed to invest more than £23bn in the school estate between 2016-17 and 2020-21. This includes a combination of formula and bid-based allocations to schools, local authorities and academy trusts and centrally delivered programmes.</p><p>Allocations include School Condition Allocations, Devolved Formula Capital, Basic Need payments and the bid-based Condition Improvement Fund. Other funding is available through centrally-delivered programmes, including the Free Schools programme and the £4.4bn Priority Schools Building Programme. Revenue funding can also be used for capital purposes.</p><p>Data is not available by constituency, but links to data publications for our main capital funding programmes can be found below, which include data by local authority for funding allocations. The Department also publishes final capital costs for all free schools on the gov.uk website once projects are at practical completion and are no longer commercially sensitive. star this property answer text <p>A target to increase the value of education exports to £30bn by 2020 was set by the previous government. The target is rightly ambitious and the Department for Education remains committed to working with the rest of government and the sector to driving progress towards achieving it.</p><p> </p><p>This Government continues to support growth in UK education exports, including through the work of the team dedicated to education exports in the Department for International Trade (DIT). They have recently announced the establishment of a DIT Education Sector Advisory Board, chaired by my hon. Friend for Wyre Forest (Bill Esterson), which will support the aspirations of the sector internationally.</p><p> </p><p>The Government actively promotes study in the UK through the GREAT Campaign and through the British Council, which promotes the UK in over 100 countries. The UK attracts high numbers of overseas students, second only to the USA in terms of our market share, and there continues to be no limit to the number who can come here to study.</p>
