Since 2010, six free schools have closed and two closures are planned for summer 2017. The primary objective of the Department when making a decision to close a school is to ensure the best possible educational outcomes for pupils and to secure value for money for the taxpayer. The Department would expect the responsible body to meet any outstanding costs or debts. 	answer	answer is ministerial correction date of answer 21/07/2017 answer text <p>The most recent national analysis of the free schools programme and specifically the costs of free schools was published by National Audit Office (NAO) in its report on Capital Funding for Schools in February this year, which can be accessed via <a href="https://www.nao.org.uk/wp-content/uploads/2017/02/Capital-funding-for-schools.pdf" target="_blank">https://www.nao.org.uk/wp-content/uploads/2017/02/Capital-funding-for-schools.pdf</a>.</p><p>The NAO reported that the average capital costs of a place in a primary free school opening in 2013-14 or 2014-15 was £14,400, while a place in a secondary free school was £19,100.</p><p>The Department does not calculate nor use the cost per place filled. Many Free Schools open one year group at a time. A key feature of the scheme is that outstanding debt – including any interest accrued that has not been repaid by the end of the loan term – is written off after 30 years. This means that borrowers are protected if their repayments are less than the interest accruing on their accounts.</p><p> </p><p>Monthly student loan repayments are linked to income, not to interest rates or the amount borrowed. Borrowers earning less than the repayment threshold (£21,000) repay nothing at all.</p><p> </p><p>Once borrowers leave study, those earning less than £21,000 are charged an interest rate of RPI only. Post-study interest rates are variable based on income, tapering up from RPI for those earning less than £21,000 to RPI+3% for borrowers earning £41,000 and above. The system of variable interest rates based on income makes the system more progressive, as higher earners contribute more to the sustainability of the higher education system.</p><p> </p><p>We have a world class student finance system that is working well, and that has led to record numbers of disadvantaged students benefiting from higher education. Only providers who successfully achieve a high quality rating under the TEF will be permitted to maintain their fees in line with inflation.</p><p> </p><p>The results of the TEF assessment gives students clear information about where teaching quality is best and where students have achieved the best outcomes. 	answer	answer is ministerial correction date of answer 17/07/2017 answer text <p>Officials are working closely with the college ahead of its planned merger with Mid Cheshire College on 1 August 2017 to ensure that its application for change of name meets the published criteria and stands the best possible chance of being approved.</p><p>The name Warrington and Vale Royal College requires approval from both the Cabinet Office and Companies House for use of the word Royal. An earlier application made by the college in June was rejected by Cabinet Office. These statistics are available by year of entry into repayment, rather than by type of loan.</p><p> </p><p>Student loan borrowers typically enter repayment in the April after they leave their course, however borrowers with loans under the post-2012 student loan arrangements only started to enter repayment in 2016.
