star this property answer text <p>Innovate UK, the Government’s innovation agency, funds and connects business-led innovation. Innovate UK currently provides funding for research, development and demonstration projects through four broad sector-based programmes and an open programme. Over 11,000 projects have been funded to date, with over 8,000 unique organisations involved and further support will be provided through the new Industrial Strategy Challenge Fund</p><p>In some cases, industries are too new and too small to have well-developed sectoral institutions, but companies could still benefit from starting to build a stronger partnership with the Government, particularly to overcome the regulatory issues that often affect new industries. The Challenger Business Programme works with businesses in these areas applying new technologies, innovative products and services, and transformational business models. The programme is founded on collaboration between businesses, regulators, and the Government. It aims to gain a full understanding of the issues facing businesses operating within emerging sectors and agree a set of actions for different partners to take forward, driving growth and boosting the UK’s comparative advantage.</p><p>Innovate UK’s connecting activity also provides direct guidance and assistance to businesses by helping them navigate the full range of support opportunities that exist, primarily through the Knowledge Transfer Network and the Enterprise Europe Network.</p><p>Start-Up Loans are available for those starting a business but lacking access to the necessary finance or support to realise their ambitions.</p><p>In terms of wider support, Start-Up Loans are available for those starting a business and the British Business Bank’s Finance Guide provides information on the different types of financial support available to businesses. There is also a network of 38 Growth Hubs which provide businesses with other sources of support.</p>

Testing is being undertaken by the Building Research Establishment where Aluminium Composite Material (ACM) cladding is identified. We have alerted owners, landlords and managers of private sector residential blocks to the issue and have made the testing facility available to them.</p><p>Where testing of ACM cladding reveals concerns, the priority in the first instance is to work with the relevant local authority and the fire and rescue service to determine the most appropriate course of action. Where we have results for specific areas, and tenants have been informed of the action to be taken, then further details will be released publicly. star this property answer text <p>Safety officers working with the emergency services currently on site have tested the air within Grenfell Tower for asbestos and have not detected any levels of concern. When work commences to clear the site there will be a system of engineering work that will prevent any asbestos being released from the site and a programme of regular environmental air monitoring conducted to minimise the risk to local residents and contractors. Public Health England is monitoring air quality around the site and to date has not detected any asbestos in the environment. The Active Lives Survey replaced the Active People Survey – using a different methodology to measure participation, but still focusing on England only - and was first published in January 2017. The attached table provided a detailed breakdown.</p><p> </p><p>Both the Active People Survey and Active Lives Survey collect and provide data on people aged 16+. Data on the number below the age of 16 has not been collected to date, though Sport England is currently developing an Active Lives Children Survey, which will include data for children aged 5-15. star this property answer text <p>There are no circumstances in which it is acceptable to take weapons into school. Doing so is likely to be a criminal offence and may have serious consequences.</p><p>The Department for Education issues statutory guidance to schools, Keeping children safe in education (KCSIE, September 2016), to which all schools must have regard when carrying out their duties to safeguard and promote the welfare of children. KCSIE is clear that all school staff have a responsibility to provide a safe environment in which children can learn. Schools have a statutory power to search for, and confiscate, prohibited items such as knives and weapons.</p><p> </p><p>The Department for Education has produced advice for schools, Searching, screening and confiscation: advice for schools (updated September 2016,) which makes it clear that school staff can search pupils and their possessions without consent where there are reasonable grounds to do so. If a pupil refuses to be searched, the school may bar them from the premises.</p><p> </p><p>The Government has taken steps to tackle behaviour and discipline in schools. Teachers’ powers to search pupils have been strengthened by adding to the list of prohibited items and allowing schools to search for any items banned by the school’s rules. star this property answer text <p>The Department for Education welcomes the Commission’s report which considers efforts to improve social mobility over the last twenty years. The Commission rightly concludes that too often life chances can be determined not by effort and ability but by where you come from, who your parents are and which school you attend.</p><p> </p><p>Educational achievement is at the heart of government’s commitment to make this is a truly meritocratic country and we have spent over £11bn since 2011 - almost £2.5bn this year alone - through the pupil premium to tackle educational inequality. The pupil premium provides schools with additional money to raise the attainment of disadvantaged pupils, most of whom are current or past free school meal claimants, of all abilities. This complements our work since 2010 to raise standards for curriculum, assessment and accountability, and our £72 million investment in Opportunity Areas where we are working to break down the barriers to social mobility that too many still face.</p><p> </p><p> </p><p>The government has provided the Education Endowment Foundation with £137 million to expand the evidence base and communicate to schools what works best to raise the attainment of disadvantaged pupils; schools are held to account for their use of the pupil premium through Ofsted inspection and information in performance tables. Further information about the pupil premium is available at <a href="https://www.gov.uk/pupil-premium-information-for-schools-and-alternative-provision-settings" target="_blank">https://www.gov.uk/pupil-premium-information-for-schools-and-alternative-provision-settings</a>.</p><p> </p><p>The gap between disadvantaged pupils and their peers, measured by the department's gap index, has narrowed by 9.3 per cent at age 11 and 7.0 per cent at age 16 (GCSE) since 2011, the year the pupil premium was introduced. The 2016 GCSE figures show ongoing narrowing of the gap from 3.80 points to 3.78 points. This means better prospects for a more prosperous life as an adult. But we know there is more to do; the Department will set out further details on policy to tackle social injustice in due course.</p><p> </p><p> </p>

The Commission rightly concludes that too often life chances can be determined not by effort and ability, but by where you come from, who your parents are and which school you attend.</p><p>Educational achievement is at the heart of this Government’s commitment to make ours a meritocratic country. This is why we invested around £552m on disadvantaged learners aged 16-19 in 2016-17, on top of standard funding rates.</p><p>The attainment gap between those eligible and those not eligible for Free School Meals at age 15 achieving level 3 by age 19 has decreased from 26.4% in 2005 to 24.5% in 2016, but we know there is more to do. The department is pursuing a range of policies aimed at benefiting disadvantaged learners. Improvements in the delivery of high-quality basic skills and careers advice benefit disadvantaged learners by ensuring they have the qualifications, support and experience needed to get on in life, and have access to clear advice on their options. Funding uplifts support apprentices from disadvantaged areas, care leavers and those with learning difficulties and disabilities.</p><p>Traineeships, programmes combining pre-employment training, work experience and English and maths are available for young people aged 16-24 (and for young people with an Education, Health and Care (EHC) Plan up to academic age 25) who are within six months of being ready to enter the labour market.</p><p>Latest data shows that there were 24,100 traineeship starts in the 15/16 academic year (14,700 aged 16-18 and 9,400 aged 19-24). Supported internships can be life-changing opportunities for young people with a SEN statement or EHC plan aged 16-24 who need more help to move from education into employment.</p>

star this property answer text <p>The Minister of State for Asia and the Pacific held a meeting with the Chinese Ambassador on 5 July in which he made clear that the UK Government did not accept the position of the Chinese Ministry of Foreign Affairs spokesperson that the Joint Declaration was an historical document of no practical significance. He stressed, as a guarantor of the Joint Declaration, the UK Government regarded it as legitimate to continue to issue a six-monthly report to the House on Hong Kong affairs.</p><p>The Deputy Head of Mission at the British Embassy in Beijing also raised Her Majesty's Government's concerns with the Chinese Ministry of Foreign Affairs on 5 July stressing that the Joint Declaration is a legally binding treaty, registered with the UN. We did not question the right of the Standing Committee to issue this interpretation, but were concerned about the timing of its release before the conclusion of related judicial proceedings in the Hong Kong courts. He stressed that, as a guarantor of the Joint Declaration, the UK Government regarded it as legitimate to continue to issue a six-monthly report to the House on Hong Kong affairs.</p><p>The Deputy Head of Mission at the British Embassy in Beijing also raised HMG concerns with the Chinese Ministry of Foreign Affairs on 5 July stressing that the Joint Declaration is a legally binding treaty, registered with the UN. As a co-signatory, the UK Government is committed to monitoring its implementation closely.</p><p>To mark the 20th anniversary of the establishment of the Hong Kong Special Administrative Region, I issued a Written Ministerial Statement to the House on 29 June, HLWS17.</p><p>The UK Government will continue to raise our concerns with the Chinese Government when appropriate to do so, including through our six-monthly reports to the House.</p><p>Hong Kong's success and stability depend on its high degree of autonomy, independent judiciary and respect for the fundamental rights and freedoms enshrined in the Joint Declaration and the Basic Law.</p>

star this property answer text <p>This Government recognises and appreciates the valuable support that carers provide to those with care needs.</p><p> </p><p>Since 2010 the rate of Carer’s Allowance has increased from £53.90 to £62.70 a week, meaning an additional £450 a year for carers. Carer’s Allowance is excluded from the benefit freeze and is uprated annually in line with the Consumer Prices Index.</p><p> </p><p>Carers on low incomes can access other financial support through income-related benefits. Income Support, Housing Benefit and Pension Credit include an additional carer’s premium of £34.95 a week. Universal Credit includes a carer’s element of £151.89 per monthly assessment period. People entitled to Carer’s Allowance or the carer’s element in Universal Credit are not subject to the benefit cap.</p><p> </p><p>As society ages and care needs increase, it is important that carers are able to combine caring with paid employment, or return to paid work when their caring duties allow. The Government’s Fuller Working Lives Strategy, published in February 2017, sets out proposals to help carers combine work and care or prepare for returning to the labour market. In addition, earned income up to £116 net a week is ignored for the purposes of Carer’s Allowance. Means-tested benefits and Universal Credit also provide for care to be combined with earnings.</p>
