NHS England makes allocations to CCGs, informed by advice from the independent external Advisory Committee on Resource Allocation. NHS England is mandated by Government to allocate resources on the basis of need and without destabilising local health economies. 	answer	answer is ministerial correction date of answer 28/06/2017 answer text <p>NHS England’s business rules require all clinical commissioning groups (CCGs) to have a balanced financial plan for 2017-18.</p><p> </p><p>Any CCGs planning to go into deficit have to satisfy NHS England that they can return to a breakeven or surplus position in the short to medium term and that the deficit is unavoidable. 	answer	answer is ministerial correction date of answer 28/06/2017 answer text <p>All clinical commissioning groups in deficit receive additional support from the NHS England regional teams and local offices in helping them to manage their resources as effectively as possible, whilst supporting their day to day decision making. 	answer	answer is ministerial correction date of answer 03/07/2017 answer text <p>The Department on behalf of the United Kingdom Government reimburses other European Economic Area (EEA) countries and Switzerland for the cost of providing treatment to people we are responsible for under European Union law, irrespective of nationality. In the same way, other EEA countries and Switzerland reimburse the UK for the cost of the National Health Service providing treatment to people they are responsible for under European Union law, including UK nationals insured in another EEA country or Switzerland.</p><p> </p><p>Due to the complexities associated with collecting and aggregating information on costs and treatment, claims for EEA medical costs are typically submitted by EEA member states (including the UK) up to three, and sometimes more, years in arrears. Therefore, claims for any 12 month period do not necessarily reflect treatment provided in that period.</p><p> </p><p>The attached table provides information about how much was paid to the UK, nearest to the pound, for NHS provided treatments for 2015-16 broken down by country of destination.</p><p> </p><p>For non-EEA countries without a reciprocal agreement in place with the UK, it would be for the individual to pay for any healthcare needed and for that reason appropriate travel and medical insurance is highly advisable. Similarly, for those non-EEA countries with whom the UK does have a reciprocal healthcare agreement, no money changes hands between the parties to the agreement. 	answer	answer is ministerial correction date of answer 28/06/2017 answer text <p>NHS Improvement regulates all independent providers of National Health Service-funded care, including ambulance services, unless they are exempt for the following reasons:</p><p>- the providers are not required to register with the Care Quality Commission (CQC);</p><p>- the providers are small providers of NHS-funded healthcare services whose annual turnover from providing NHS services is less than £10 million;</p><p>- they are providers of primary medical and dental services;</p><p>- they are providers of NHS continuing healthcare and NHS-funded nursing care; or</p><p>- the provider is an NHS trust which will only be licensed when they are authorised as an NHS foundation trust.</p><p>All independent providers of ambulance services must be registered with the Care Quality Commission (CQC) and satisfy their registration requirements. As part of this work the CQC are inspecting all independent ambulance services by the end of March 2018, and are already sharing findings from these inspections with the sector in order to drive improvement. The Government committed to providing an additional £10 billion in real terms by 2020-21 to back the NHS’s plan, enabling it to deliver key priorities like seven day care, improved access to cancer treatments and better mental health services.</p><p> </p><p>All public services, local NHS areas need to live within the budget agreed – otherwise they effectively take up resources that could be spent on general practitioners, mental health care, and cancer treatment.
