At the centre of this process is an assessment by the Health and Safety Executive of scientific information on the risks that can arise from the use of these products. If the risks to people or to the environment are unacceptable, the pesticide is not authorised. Possible risks to bees are considered in this process.</p><p> </p><p>Conditions are placed on the use of authorised pesticides to ensure the protection of people and the environment. These conditions may include maximum dose rates or restrictions on timing and place of application. There are no plans to re-instate bursaries for Nursing, Midwives and Allied Health Professions.</p><p> </p><p>The reforms mean we can move away from centrally imposed number controls and financial limitations. The Department has for some time, helped and advised local trust contract managers where requested in relation to PFI issues, and also supports trusts in making operational savings in the services provided as part of their PFI schemes. As part of their financial planning, NHS England and NHS Improvement have been running a process to look at how a small number of areas could do more to balance their financial plans, as many already have.</p><p> </p><p>It is important that these plans are consistent with constitutional standards on waiting times and patient choice. Regional School Commissioners (RSCs) and their teams work with trusts on a case by case basic to determine the best course of action, ensuring education for pupils in the first priority.</p><p>RSCs can commission a range of support to help MATs to improve – including from local system leaders such as Teaching Schools and National Leaders of Education.</p><p>If a trust is not making rapid enough improvements at a school the RSC may take formal action including issuing formal notices.
