	answer	answer is ministerial correction date of answer 06/03/2017 answer text <p>The Youth Justice Board (YJB) is planning to stipulate the future collection of ethnicity data based on the ‘18+1’ ethnicity categories used in the 2011 Census (which includes ‘Gypsy or Irish Traveller’ as a separate category) as part of its Annual Data Recording Guidance. This guidance will be issued to Local Authority Youth Offending Teams (YOTs) by the start of the new reporting year in April 2017. Once this guidance is issued, YOTs, the YJB and the secure estate will need to make changes to their various IT systems. This requires updating over 150 systems and the technical standards between them.</p><p> </p><p>The YJB estimate that the changes will be implemented by spring 2018. 	answer	answer is ministerial correction date of answer 06/03/2017 answer text <p>Good practice guidance is available to staff on the NOMS intranet and comprises several sections which include ‘GTR Myths and Facts’ and ‘A Brief History of Gypsies and Travellers in the UK’.</p><p> </p><p>A youth council is in place at each Secure Training Centre (STC), underpinned by a clear terms of reference that young people have been consulted on. 	answer	answer is ministerial correction date of answer 14/03/2017 answer text <p>The Government is committed to making prisons work, so that offenders come out of prison better able to find work and support their families, and less likely to reoffend.</p><p> </p><p>Governors are responsible for deciding whether social enterprise opportunities are the best option for offenders in their prisons. We have taken steps to empower governors so they have freedom over internal levers and polices to increase employment opportunities, and we will hold them to account for the outcomes achieved. We will also give governors control of education budgets so they are able to choose their education provider. 	answer	answer is ministerial correction date of answer 06/03/2017 answer text <p>Families can play a significant role in supporting an offender; research has found that prisoners who reported improved family relationships over the course of their sentence were less likely to reoffend after release. Positive family relationships have been identified as a protective factor in the desistance from crime.</p><p>Lord Farmer was commissioned to undertake a review of family engagement, concentrating upon male prisoners, who make up the majority of the overall prison population and to also consider lessons that might be learnt from other aspects of the estate, such as the female and youth estates.</p><p>As such the Government is confident that although his report will not explicitly focus upon the female estate, any recommendations or observations that do arise will be taken into account by the female estate.</p><p><strong>We are developing a strategy to improve outcomes for female offenders in custody and in the community, including consideration of family ties, which we will be setting out in due course.</strong></p> answering member printed Lord Keen of Elie question first answered 06/03/2017 13:29:08 answering member 4538 label Biography information for Lord Keen of Elie

It is to promote the interests of victims and witnesses, encourage good practice in their treatment, and regularly review the operation of the Code of Practice for Victims. We have made positive steps to improve the experience of victims, by reducing unnecessary stress and emotional turmoil of attending court. We have also reconvened the Victims’ Panel, so we can learn from the experiences of victims of crime.</p><p> </p><p>Under the Victims’ Code those victims who feel that their rights have not been met can complain directly to the criminal justice agency concerned, and if they remain dissatisfied can take their complaint to the Parliamentary and Health Service Ombudsman. We are currently considering how compliance with the Victims’ Code might be improved and monitored, and exploring how those delivering services can be better held to account. Plans to engage with and obtain the views of victims and victims’ groups and criminal justice agencies are being developed.
