star this property answer text <p>As part of our ongoing Defence engagement with Saudi Arabia the UK has provided training to the Royal Saudi Air Force (RSAF) both in the UK and in Saudi Arabia, including International Targeting courses for RSAF personnel, to improve their targeting processes and to support International Humanitarian Law (IHL) compliance.</p><p> </p><p>The UK has supported the development of the coalition Joint Incident Assessment Team (JIAT) and delivered two training sessions in Saudi Arabia on the process for investigating alleged IHL violations. The UK has not been directly involved in investigations undertaken by the JIAT, has not provided any specific operational advice to the Kingdom of Saudi Arabia for operations in Yemen and has not provided training on political authorisation of military operations.</p><p> </p> more like this

We will provide student finance for those studying part-time for a second degree in any Science, Technology, Engineering and Mathematics (STEM) subject. We also announced in the Autumn Statement of 2015 that we are introducing new part-time maintenance loans from the academic year 2018/19, in order to support the cost of living while studying on part-time courses.</p><p>To promote retraining and prepare people for the future labour market, we are also reviewing any further gaps in support for lifetime learning, including for flexible and part-time study. We are also supporting growth in degree apprenticeships and have made a £10m Development Fund available to help universities and partners, including further education colleges, to help higher education providers to meet employer demand.</p> more like this

star this property answer text <p>This Government takes extremely seriously the threat from those that post online terrorist and extremist material.</p><p>In the UK, our dedicated police Counter Terrorism Internet Referral Unit (CTIRU) proactively identifies and refers online terrorist and extremist content to communication service providers for removal. Since its inception in February 2010, CTIRU has secured the removal of more than 220,000 pieces of terrorist-related content. Its work has a global impact as content is removed by industry from their social media platforms world-wide.</p><p>Internationally, the UK assisted in the establishment of the European Internet Referrals Unit (EUIRU) which replicates the UK model at European level and services all Member States. The Unit went live on 1 July 2015 and has focused on a broad range of non-English language content, including Arabic, French and German. Since its creation, the EUIRU has secured the removal of over 12,000 pieces of terrorist-related content.</p> more like this

star this property answer text <p>The UK is deeply concerned about the rising humanitarian needs of the Syrians trapped between the Syrian and Jordanian borders. UK government officials have been working hard to find a solution that allows the resumption of humanitarian aid while meeting the security concerns of the Government of Jordan. UK officials have been working closely with international partners, including the United States, the European Union and other international donors. Our international partners’ response and assessment of the situation on the berm is consistent with the UK government’s stance.</p><p>An agreement in principle has been reached with the Government of Jordan for the resumption of aid supplies to the border area within the coming weeks. This remains at the detailed planning stage but should ultimately provide more substantial aid, primarily food, water and daily essential items, and restore a basic medical provision for those present in the border area.</p><p> </p> more like this

star this property answer text <p>The security situation in Syria remains extremely volatile and dangerous. There is widespread fighting throughout Syria. Full scale military operations involving the use of small arms, tanks, artillery and aircraft are ongoing. We advise against all travel to Syria, without geographic exception.</p><p>The UK Government does not recognise the self-declared Rojava region in Syria. We continue to have concerns about the human rights situation in areas under the control of the PYD and its allies. Human Rights Watch and others have reported the abduction and arbitrary arrest of political opponents. Amnesty International has also highlighted reports of arbitrary detentions and unfair trials of those deemed to support Daesh without credible evidence, and the demolition of civilian homes and forced displacement of civilians. We continue to press the PYD to address these concerns; and for the PYD and all other actors to adopt a pluralistic approach, inclusive of all ethnic groups, and to abide by international human rights standards.</p>

star this property answer text <p>We are concerned by the reported use of the Rapid Support Forces (RSF) to tackle migration in Sudan and have raised these concerns with the government of Sudan, most recently during the visit of the UK Special Representative to Sudan and South Sudan in September. We have also made clear that our cooperation on migration will necessarily be guided by our human rights principles. The EU has also raised the role of the RSF with the government of Sudan and has made absolutely clear that no funding aligned with the Khartoum Process will be provided to them.</p><p>The government of Sudan has undertaken some of its disarmament commitments under the Doha Document for Peace in Darfur (DDPD), but together with our international partners we continue to urge them to do more. The UK is a member of the DDPD's Implementation Follow-Up Commission (IFC), which we use to press for progress on disarmament and other areas of the DDPD's implementation. The most recent meeting of the IFC was in May 2016.</p>

star this property answer text <p>The breadth of a higher education institution’s course offering is a decision for the institution itself, rather than Government, though it will inevitably be constrained by the need to cover the cost of that provision. The cap on student tuition fees has been frozen since 2012, which has meant that the maximum fee providers can charge has fallen in real terms, from £9,000 to £8,500.</p><p>The Teaching Excellence Framework will mean that those providers who can demonstrate a suitably high standard of teaching quality will be able to maintain their fees in line with inflation.</p><p>This is expected to be worth over £1 billion per year to the sector, ensuring the sector can continue to provide a world leading and diverse higher education system that promotes social mobility and the country’s economic success.</p> more like this

star this property answer text <p>​The Sri Lankan government has taken a number of positive steps to improve the human rights situation in that country, but we recognise that there remains much to be done. In our statement to the UN Human Rights Council (UNHRC) in June we set out the areas we felt were important for Sri Lanka to focus on. These included further land returns in the north of the island, the repealing of the Prevention of Terrorism Act, the devolution of political authority through constitutional reform and the creation of credible justice mechanisms. I most recently raised Tamil issues with Sri Lanka's Foreign Minister in September. We will continue to work with the UN, Sri Lanka and our other international partners to ensure full implementation of UNHRC resolution 30/1, co-sponsored by the UK in October 2015, while recognising the scale of the challenge this represents and allowing time for credible, well thought out transitional justice mechanisms to be developed and implemented.</p> more like this

As now, relevant expertise will always be available where needed, regardless of how a case is resolved. The figures do not cover instances where perpetrators of modern slavery have been prosecuted and convicted using non-slavery offences, or where their illegal activities were disrupted by other means.</p><p>The criminal justice provisions in the Modern Slavery Act were commenced on 31 July 2015, so prosecutions under the Act only apply to criminal conduct alleged to have taken place since that date. Offences occurring before the commencement of the Modern Slavery Act will still be prosecuted under the previous legislation. star this property answer text <p>DFID is supporting the President’s Recovery Plan (PRP) that focuses on delivering its two health priorities to strengthen Sierra Leone’s health system post Ebola. They are:</p><p>(i) Prevent, detect and respond to epidemics to ensure zero cases of Ebola. DFID is providing £38.5million to support epidemic preparedness in the country by strengthening disease surveillance, laboratory services, maintaining a rapid deployable treatment centre and monitoring Ebola survivors. This programme has been operational since December 2015 and will finish in December 2017.</p><p>(ii) Saving the Lives of 600 women and 5,000 children. DFID is providing £150million over five years (2016 – 2021) to support the Government’s saving lives target by June 2017 and then increase the availability and quality of Reproductive Maternal Neonatal Child and Adolescent Health (RMNCAH) services by 2021. This is being done by equipping emergency obstetric centres, providing adolescent reproductive health services, increasing the availability of skilled health workers and by providing bed nets and free medicines to mothers and children. This programme commenced implementation this month.</p><p>Each health priority has a clearly defined work plan with milestones and is coordinated by the Ministry of Health. Progress against the milestones is monitored and reported weekly with the President reviewing progress each fortnight. District surveillance reports are submitted weekly to track the incidence of notifiable diseases (such as Ebola, Cholera and Lassa fever), detect clusters of unexplained deaths and trigger immediate investigation. In additional DFID is engaging in the longer term planning to strengthen Sierra Leone’s health system, including the development of a five year RMNCAH strategy.</p><p> </p>

star this property answer text <p>The School Census is the DfE’s primary source of administrative data about pupils attending schools in England and has been running since 2006. It is collected termly from all state schools in England and contains information for each pupil such as their name, address, date of birth, gender, ethnicity, whether they have special education needs. The data collected is vital in supporting a number of the department’s strategic objectives and is widely used by DfE for the purpose of improving, and promoting, the education and well-being of children in England.</p><p> </p><p>The Department publishes a School Census user guide. This guide supports schools in understanding Departmental data requirements and assists schools to meet their statutory duty to complete the school census.</p><p> </p><p>The Census collects the same information for most children; for example, name, age, address. However some data is restricted to children of a certain age or attending certain types of school; for example, “learning aims” are only collected for post-16 pupils. The Census guidance is clear that for the new data items of nationality and country of birth to be collected this year, schools do not need to see any documentation when collecting this information, i.e. they do not need to see passports or other forms of identification. The guidance is also clear that parents and families are also able to refuse to provide this information if they wish. However, the Department is aware that a number of schools have not implemented the collection in accordance with the guidance.
