	answer	answer is ministerial correction date of answer 24/05/2016 answer text <p>As set out in the Government’s White Paper on the process for withdrawing from the European Union, published on 29 February 2016, the rules for exiting the EU are set out in Article 50 of the Treaty on the European Union. The process that would be followed is unprecedented – no country has ever used Article 50. It would be a complex negotiation involving all 27 remaining EU Member States and the Commission.</p><p>Should the UK leave the EU, future collaboration in relation to the relevant EU Prüm measures would depend on the outcome of the negotiation. Two non-EU countries (Norway and Iceland) have concluded an agreement to access Prüm, although both are part of the border-free Schengen area. The UK will consider requests to take responsibility of an asylum application made in France, where an asylum claim is lodged by a minor with close family connections in the UK and both governments are committed to ensuring such cases are prioritised. To assist the handling of these cases the UK and France have established a senior level standing committee, agreed single points of contact within respective Dublin Units and the UK seconded an asylum expert to the French administration to facilitate the improvement of all stages of the process of identifying, protecting and transferring relevant cases to the UK. We will not tolerate a practice that can cause extreme and lifelong physical and psychological suffering to women and girls.</p><p>The Government is clear that tackling FGM needs a coordinated response from a range of professionals, including teachers, health professionals, social workers and police which is why on 1 April we published updated multi-agency guidance on FGM which we have put on a statutory footing to support compliance. To support professionals to take the steps outlined in the guidance, including receiving adequate training, we have made available free FGM e-learning for all professionals. To date, the course has been completed by over 30,000 people. We are in ongoing discussions with France, Italy and Greece, as well as the UNHCR, to ensure that we continue to have the right processes in place and the resources to make them work effectively.</p><p>We have recently deployed two UK experts to the Greek Dublin Unit. We are currently providing bilateral support to the Italian Dublin Unit through a long term secondment. We are also due to deploy an additional UK expert to the Italian Dublin Unit shortly.</p><p>Our work with France including the permanent official contact group and a recently sec-onded senior UK official to the French Dublin Unit to assist with the identification and transfer of cases has shown results of our collaborative efforts.</p><p>The Home Office has a unit processing Dublin III asylum transfer requests from and to the United Kingdom. This unit comprises 78.34 full time equivalent managers, caseworkers and support staff. Staffing levels will remain in line with anticipated volumes.</p><p>As announced on 4 May we are now looking to transfer children who were already present in Europe before the EU-Turkey deal came into force on 20 March, where it is in their best interests. It is important that we ensure we fulfil our obligations to children who are already in UK, as well ensuring we have the right support for those who may be brought to the UK from Europe. 	answer	answer is ministerial correction date of answer 25/05/2016 answer text <p>As notified in my statement of 21 April, HCWS687, 75 UK expert personnel will be deployed to Greece to support implementation of the EU-Turkey Migration Agreement and will conduct a number of duties. A proportion of the UK expert personnel will work closely with European Asylum Support Officer (EASO) coordinators and the Greek Asylum Service to process cases through the admissibility process and provide expert support to the Greek authorities and other EU partners on overall co-ordination of the response. Supporting the operation of the Greek asylum service is a fundamental part of this Government’s approach to identifying individuals in need of protection at the earliest possible opportunity and ensuring they are identified as eligible for family reunification consideration under the terms of Dublin Regulation.</p><p>This is in addition to the support that we are already providing to European partner Dublin Units. Two UK experts have already been deployed to the Greek Dublin Unit and have provided valuable assistance. A third was due to be deployed, however, EASO has informed us that support to the Greek Dublin Unit is currently at full complement. We stand ready to deploy our experts as soon as they are required. We are confident that through our cooperation and concerted joint efforts we can identify and facilitate the swift transfers of cases through our national systems and make effective use of the Dublin Regulation.</p><p>As announced on 4 May we are now looking to transfer children who were already present in Europe before the EU-Turkey deal came into force on 20 March, where it is in their best interests. It is important that we ensure we fulfil our obligations to children who are already in UK, as well ensuring we have the right support for those who may be brought to the UK from Europe. 	answer	answer is ministerial correction date of answer 26/05/2016 answer text <p>The Home Office collect statistics from the National Fraud Intelligence Bureau (NFIB) on the number of fraud offences recorded and these are published by the Office for National Statistics (ONS) in Tables A4 and A5 of the quarterly crime statistics at:</p><p><a href="https://www.ons.gov.uk/peoplepopulationandcommunity/crimeandjustice/datasets/crimeinenglandandwalesappendixtables" target="_blank">https://www.ons.gov.uk/peoplepopulationandcommunity/crimeandjustice/datasets/crimeinenglandandwalesappendixtables</a></p><p>Although Action Fraud requests information on enablers (e.g. online, telephone, post) when frauds are reported, it is voluntary for victims to provide it and not verified. As a result there is likely to be a significant number of offences that should have been flagged as, for example, online but are not, as well as incorrectly classified offences. NFIB intend to revisit this issue once their new management information system has been launched.</p><p>The ONS recently added new fraud and cyber crime questions to the Crime Survey for England and Wales (CSEW). As part of this development, they also added a question to ask victims whether the internet or any type of online activity related to any aspect of the offence experienced. 	answer	answer is ministerial correction date of answer 24/05/2016 answer text <p>Statistics on domestic violence are published combining domestic violence and abuse through the Office for National Statistics who are responsible for the publication of crime statistics, including those of domestic violence and abuse. Detailed information on domestic violence and abuse from the Crime Survey for England and Wales (CSEW) is published annually in their Focus on: Violence and Sexual Offences series. The most recent publication, for the year ending March 2015, is available here: http://www.ons.gov.uk/peoplepopulationandcommunity/crimeandjustice/compendium/focusonviolentcrimeandsexualoffences/yearendingmarch2015</p><p>Additionally, since April 2015 the police have notified the Home Office where recorded offences are domestic abuse related. Figures from the police for April to September 2015 were also published in the statistical bulletin linked above (see Table 6.01). The publication also includes information on the number of domestic abuse incidents the police deal with, in Appendix Table 4.08. Some incidents are not subsequently recorded as crimes as no crime as defined in law has taken place, so numbers will be higher than the number of domestic abuse crimes.</p><p>The increases seen in domestic abuse incidents recorded by the police over this time period is thought to reflect improvements in the identification and recording of these incidents by the police alongside increased willingness of victims to report such incidents to the police.
