answer text <p>The Department for Business, Innovation and Skills (BIS) has taken a number of steps to embed systematic monitoring of our policies and programmes, including economic effects. The Department’s vision for monitoring and evaluation is outlined in our Evaluation Strategy, found on the GOV.UK website.</p><p> </p><p>In particular:</p><p> </p><ol><li>For all new spending the Department ensures fit for purpose monitoring and evaluation plans are embedded before policy implementation.</li><li>The Department publishes an updated summary of the monitoring and evaluation coverage for each policy area on an annual basis. answer text <p>Apprenticeships are paid jobs and employers make the final recruitment decisions about apprentices. We want to ensure that people from a diverse range of backgrounds are in the best possible place to apply for and secure an apprenticeship.</p><p> </p><p>We encourage the use of reasonable adjustments to support apprentices with disabilities, who are also able to apply for Access to Work funding. These are in place within GCSE and Functional Skills qualifications and can include extra time, use of speech recognition technology, a reader, a sign language interpreter and modified papers (such as braille or enlarged text).</p><p> </p><p>Advice is also available to help employers and training providers to understand how best to support disabled apprentices. A toolkit is available at <a href="http://www.employer-toolkit.org.uk/" target="_blank">http://www.employer-toolkit.org.uk/</a>.</p><p> </p><p>The Government fully funds apprenticeship training for all 16-18 year olds and for apprentices who have an Education, Health and Care Plan (EHC Plan) aged 19-24.</p><p> </p><p>Apprentices aged 19 to 24 without an EHC Plan, who have a learning difficulty and/or disability can benefit from additional funding through Learning Support. This can cover a range of needs including funding to pay for specialist equipment or helpers; and arranging signers or note takers.</p><p> </p><p>The Department provides Learning Support funding to colleges and providers to help them meet the additional needs of learners with learning difficulties and/or disabilities, including learners who have a hearing impairment, and meet the costs of reasonable adjustments as set out in the Equality Act 2010.</p>

answer text <p>Our approach is to ensure help is available to all who want to start and grow a business, including individuals with disabilities. The Business Support Helpline provides bespoke advice to anyone who needs it. Currently around 1% of callers to the Helpline state they have a disability. It can send information in large fonts or braille and also provides a text phone service. Material is also available on <a href="http://www.gov.uk" target="_blank">www.gov.uk</a>.</p><p>The Start-Up Loans programme provides loans and mentoring support. It operates through a network of delivery partners who adhere to FCA Regulations on Treating Customers Fairly, which include reference to the treatment of customers with a disability.</p><p>The Department for Work and Pensions’ (DWP) New Enterprise Allowance provides funding and advice to people on certain benefits to help them start their own business. It supported 15,500 people with disabilities between April 2011 and September 2015. DWP’s Access to Work scheme supports people with a disability, health or mental health condition to help them start working, stay in work or start a business.</p>
