answer	answer is ministerial correction date of answer 02/03/2016 answer text <p>The two national events that marked the centenary of the battle of Gallipoli on 24th and 25th Apri 2015, were key commemorative events in the centenary programme.</p><p> </p><p>The first, a UK-led Commonwealth and Ireland Ceremony was held at the Commonwealth War Graves Commission’s Helles Memorial in Turkey on 24 April 2015, the eve of the centenary of the Gallipoli landings. This event was attended by The Prince of Wales, accompanied by Prince Harry, senior representatives of the nations involved in the Gallipoi Campaign and descendants. The Prince of Wales met with descendants on board the Royal Navy’s ship HMS Bulwark.</p><p> </p><p>The second, on Anzac Day, was held at the Cenotaph in Whitehall. answer	answer is ministerial correction date of answer 29/02/2016 answer text <p>I can confirm that there have been no unauthorised incursions by Russian military aircraft into UK sovereign airspace in the last twelve months.</p><p>There have been three authorised Treaty inspection flights by Russian military An-30b aircraft in UK airspace under the auspices of the multi-national Open Skies Treaty. On each occasion the UK received advance notice of the aircraft's arrival and it was hosted for the duration of its mission at RAF Brize Norton.</p><p>For information on Russian naval assets entering UK territorial waters I refer the hon. We are aware of media reporting that terrorist groups have an ambition to infiltrate migration and refugee routes. We work closely with our partners abroad to counter terrorism, including to strengthen border security against identified terrorists and terrorist suspects. answer	answer is ministerial correction date of answer 01/03/2016 answer text <p>The Impact Assessment published on 4 February 2016, alongside the draft Immigration (Health Charge) (Amendment) Order 2016, estimates that a net additional £41 million could be raised for the NHS in present value, over 5 years, in 2016-17 prices, by applying the health charge to Australian and New Zealand nationals and reducing the annual health charge for Youth Mobility Scheme visa applicants from £200 to £150.</p><p>The Impact Assessment can be viewed at the link below and is also available in the Vote Office (Commons): http://www.legislation.gov.uk/ukdsi/2016/9780111143278/impacts</p><p>These changes are subject to affirmative resolution and will be debated in the House of Commons and House of Lords. If they are approved by Parliament, the Government plans to implement the changes from 6 April.</p><p>The Government think it only fair that Australian and New Zealand nationals contribute to the UK’s health service in the same way as other non-EEA nationals. The changes will only apply to Australian and New Zealand nationals who plan to enter the UK for a temporary period of more than six months; visitors will not need to pay the charge and Australians and New Zealanders will continue to benefit from our reciprocal healthcare agreements.</p><p>Further, the Government has in recognition of the close and important links between our countries, agreed during discussions with the Australian and New Zealand Governments, to reduce the health charge that applies to the Youth Mobility Scheme from £200 to £150 in line with students. answer	answer is ministerial correction date of answer 02/03/2016 answer text <p>On 6 April 2015 the United Kingdom introduced an immigration health surcharge for non-European Economic Area nationals who come to the UK to temporarily reside for a period of over six months. At the time Australian and New Zealand nationals were granted a temporary exemption and we entered into a series of discussions with both the Australian and New Zealand Government on the introduction of the surcharge for its nationals. My Rt. hon. Friend the Secretary of State for Health wrote to both the Australian Minister for Health and New Zealand High Commissioner confirming introduction of the surcharge on 17 December 2015. Fee levels are agreed by local authorities and social care providers, reflecting local conditions. In setting fee levels, local authorities are obliged to consider the sustainability of their local social care market.</p><p> </p><p>At the Spending Review, the Government made up to £3.5 billion extra available by 2019/20 to local authorities for adult social care through the social care precept and Better Care Fund. answer	answer is ministerial correction date of answer 26/02/2016 answer text <p>NHS England provides a comprehensive programme of training and support for clinical commissioning groups (CCGs) to help them to develop and publish a local offer of personal health budgets by April 2016. CCGs are now also required to include their personal health budget offer in their Health and Wellbeing Strategies, which are published in the public domain. To increase public awareness further, NHS England funds a national network of people with lived experiences of personal health budgets who champion their use both nationally and locally.</p><p> </p><p>NHS England has made it clear that CCGs have a duty to inform people who are eligible for NHS Continuing Healthcare that they have the right to have a personal health budget, for example including information in the letter that informs individuals they are eligible. NHS England is currently consulting on the new CCG Improvement and Assessment framework, which will ask CCGs to submit the number of personal health budgets in their local area.
