This is why in January last year, the Home Secretary commissioned a multi-agency Working Group on Section 38(6) of the Police and Criminal Evidence Act 1984, which concerns the transfer of children from police custody to local authority care when charged and denied bail. The purpose of the group is to better understand the problems with the operation of the law and to develop solutions to enable forces and local authorities to meet their respective statutory responsibilities. Over the next three years, we are investing over £40 million to develop the evidence base on what works in supporting those with mental health conditions get back to work/return to work through a series of trials</p><p> </p><p>Further support is available through the Access to Work Mental Health Support Service. Last year, Access to Work supported 1630 people who declared a Mental Health condition as their Primary Medical Condition – a 15% increase on 2013/14 and a record number for the programme</p><p> </p><p>Our wider employment programmes provide those with mental health conditions with the appropriate support to find work. Work Choice is an employment programme is specifically for those with a disability or health condition. Litter and fly-tipping blight communities and pose a risk to human health, which is why tackling them is a priority for the Government. I gave my backing to the campaign when it was launched and we will continue to promote it, to help reach as many people as possible.</p><p> </p><p>Together with the Minister for Local Government, Marcus Jones MP, I shall be writing to every Member of Parliament with an English constituency and every English unitary and district Local Authority, to encourage their participation and leadership in this worthwhile campaign.</p><p> </p><p>Our experience from the first Community Clear-Up Day in March last year demonstrated the enthusiasm and willingness of people across England to give some of their time to improve their local environment. The total value of grants awarded to organisations in the South East under the Horizon 2020 (2014-2020) programme is €246.5 million (figure correct at 29/10/2015). We are assessing the case for an application and will make a decision by the end of February. The European Union Solidarity Fund does not provide additional funding to local areas, but simply reimburses emergency costs that the Government would have incurred anyway. RAF Tornado, Typhoon and Reaper aircraft are carrying out strike and reconnaissance missions against Daesh over Syria and Iraq, together with C130, Voyager and Sentinel aircraft. answer	answer is ministerial correction date of answer 09/02/2016 answer text <p>Energy suppliers participating in the Warm Home Discount this year (2015/16) have been given the voluntary option to provide a rebate to mobile home residents who meet the qualifying benefit as part of the Industry Initiatives section of the scheme. This scheme called the Park Homes Warm Home Discount pilot scheme is funded by obligated energy suppliers in the scheme and is open to permanent park home residents in England, Scotland or Wales. Residents on a Park Home site who pay for their electricity through their park site owner and meet one of the qualifying eligibility criteria can apply. If successful, residents will receive a one-off rebate of £140 towards their electricity bill.</p><p>The pilot scheme opened in November and is only open for a limited period and once a certain number of applications have been received and are successful, the pilot scheme will close. The pilot is currently expected to deliver just over 1000 rebates. Licence conditions require energy suppliers to install smart meters (or in some circumstances, advanced meters) to all electricity sites in Profile Classes 1-4, and to gas sites where average annual consumption is below 732 MWh per year. We would expect most park home sites to fall into Profile Class 3 (Non-Domestic Unrestricted Customers) or 4 (Non-Domestic Economy 7 Customers).</p><p> </p><p>I refer my hon.
