In England there were 87,102 Basic Payment Scheme (BPS) Applications submitted by the 15 June 2015 deadline. The Secretary of State and I have had regular discussions and exchanges with Commissioner Hogan on how this could be applied practically. The Secretary of State raised this with the Commission most recently on 7 September 2015 at the Extraordinary Agriculture and Fisheries Council. The disallowed figures relate to a number of different Common Agricultural Policy (CAP) Schemes over a number of historical scheme years.
