answer text <p>Fly-tipping is blight on both rural and urban areas, and can cause pollution and harm to public health and wildlife. It undermines legitimate waste businesses where unscrupulous operators undercut those that operate within the law and is a drain on Local Authorities that clear it up.</p><p> </p><p> </p><p> </p><p>Tackling fly-tipping is a priority for the Government. We announced in our manifesto that we will be giving councils the power to issue fixed penalty notices for small-scale fly-tipping as well as reviewing the existing fixed penalty notices for littering. These steps will build on other Government action, which include:</p><p> </p><p> </p><p> </p><p>a) cracking down on offenders by working with the Sentencing Council on its guideline for sentencing for environmental offences, which came into force on 1 July last year;</p><p> </p><p> </p><p> </p><p>b) making it easier for vehicles suspected of being involved in waste crime to be stopped, searched and seized; and</p><p> </p><p> </p><p> </p><p>c) working in partnership with others through the Defra chaired National Fly-Tipping Prevention Group (NFTPG) to prevent and tackle illegal dumping. The NFTPG includes representatives from central and local Government, enforcement authorities, the waste industry, private landowners and the National Rural Crime Network. The NFTPG has published a Fly-tipping Partnership Framework outlining best practice for the prevention, reporting, investigation and clearance of fly-tipping to be adapted to suit local circumstances.</p><p> </p>

answer text <p>Songbird data extracted from published Defra wild bird indicators provide an index of change for farmland, woodland and wetland songbirds. These groups have shown a decline in relative abundance over time however, these declines need to be interpreted carefully because data before 1995 is less reliable.</p><p> </p><p> </p><p> </p><p>For farmland and wetland songbirds the index shows a substantial decline between the 1970s and the early 1990s. However, since then there has been little or no overall change (although some individual species have continued to decline). For woodland songbirds the index shows a longer period of decline although there has been little overall change in recent years.</p><p> </p><p> </p><p> </p><p>A study published in 2012[1] described the first evidence of landscape scale benefits of Environmental Stewardship for farmland birds. The results showed strong correlative evidence for positive effects of management for a number of seed-eating species such as the linnet, reed bunting and yellowhammer.</p><p> </p><p> </p><p>[1] Baker, D. answer text <p>The UK closely monitors the implementation of Romania’s National Anticorruption Strategy which covers tackling corruption in the business sector. The UK has provided financial assistance to the Centre for Legal Resources to research ethics and compliance in the Romanian business sector, some of the results of which were subsequently included in Romania’s National Anticorruption Strategy.</p><p>In April 2015 the British and American Chambers of Commerce in Romania and the Romanian Ministry of Justice organised a conference on business integrity, bringing together Government, businesses, non-governmental organisations and Organisation for Economic Co-operation and Development representatives to discuss the most effective ways to improve integrity of businesses in Romania.</p><p>During his visit to Romania in January 2015, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), met President Klaus Iohannis and set out the important work Romania needed to take on tackling corruption, improving predictability of legislation and the positive impact this would have on Romania’s business environment.</p>

answer text <p>In England, Public Health England is working with NHS England to develop a system of performance improvement through the use of performance floors, and strengthened governance for screening. The aims of the performance floors are:</p><p> </p><p> </p><p> </p><p>- Improving performance and equity of service over time by reducing the range of variation at a local level.</p><p> </p><p>- Enabling easy identification of poor performance and the setting of objectives and plans for local action, to reduce variation and improve performance.</p><p> </p><p> </p><p> </p><p>The breast screening age extension randomisation trial began in 2008 and is investigating the clinical and cost-effectiveness of extending the programme to women aged 47-49 and 71-73.
