answer text <p>There is evidence that having a directly-elected mayor improves economic performance. Fragmented decision-making is linked to poor productivity, and most of the world's greatest cities have strong elected mayors who champion their cities internationally, are directly accountable to the whole city and who can take personal responsibility for dealing with issues like transport, economic development or fighting crime.</p><p> </p><p> </p><p> </p><p>Since forming a Combined Authority in 2011, the local councils in Manchester have demonstrated that they work well together and carry out their responsibilities to the people of Manchester effectively. As such, when the combined authority made a compelling bid for further devolution of powers to a Mayor of Manchester, the Government was happy to support their proposals. If other combined authorities come forward with similarly strong proposals the Government would be happy to consider these similarly.</p><p> </p> more like this

answer text <p>The Government is concerned about the reducing space for civil society and freedom of expression in Azerbaijan, including the detention of a number of high profile members of civil society. The Foreign and Commonwealth Office has issued a number of statements expressing concern, most recently on 17 and 23 April 2015, following the sentencing of human rights defender, Rasul Jafarov, and human rights lawyer, Intigam Aliyev respectively. We consistently raise our concerns both bilaterally and in international organisations such as the Council of Europe, the Organisation for Security and Co-operation in Europe and the UN. We have encouraged Azerbaijan to use the opportunity of hosting the European Games to address legitimate concerns about restrictions on human rights. <br><br>The Parliamentary Under Secretary of State for Foreign and Commonwealth Affairs, my hon. friend the Member for Bournemouth East (Tobias Ellwood) will represent the UK at the Opening Ceremony of the European Games on 12 June.</p>

answer text <p>No decisions have been taken by the Government on a review of our engagement in Afghanistan. We remain focused on supporting the National Unity Government of Afghanistan as part of NATO's Resolute Support mission.</p><p>We have been learning tactical lessons of our operations in Afghanistan throughout the campaign. However, combat operations have only recently ceased, and our focus has been on a successful drawdown from the ISAF combat mission and transition to the NATO Resolute Support mission. We still have around 470 military personnel in Afghanistan, and we need to maintain our focus on supporting them. We will, of course, want to look at the broader lessons that can be learned from the campaign in due course, but the Government will want to do this in a way that would enable us to implement lessons identified quickly and practically, so that they have a real impact.</p> more like this

answer text <p>The Government is committed to introducing a truly seven day National Health Service so that the quality of care received by patients is the same every day of the week.</p><p> </p><p> </p><p> </p><p>We are working closely with NHS England and other NHS bodies to implement this. How these changes are implemented will depend on local priorities and needs.</p><p> </p><p> </p><p> </p><p>We are not expecting NHS staff to work longer hours although there may need to be changes in when those hours are worked. Staff working hours must remain safe and legal.</p><p> </p><p> </p><p> </p><p>The independent pay review bodies were asked by the last Government to advise on the implications for staff contracts of implementing seven day services.
