star this property answer text <p>Diabetes UK’s <em>State of the Nation</em> report called for good care for everyone with diabetes, and a greater focus on prevention. Over recent years, the quality of NHS services for people with diabetes has improved and, as a result, so have health and care outcomes.</p><p> </p><p> </p><p> </p><p>NHS England has prioritised the prevention of Type 2 diabetes. It has recently launched a programme which will make England the first country to implement at scale a national Type 2 diabetes prevention programme, modelled on our own and international proven experience. It will link into the NHS Health Check programme, which helps identify people between 40 and 75 at risk of diabetes early on so that action can be taken to prevent the disease from occurring. In the last year, almost 3 million NHS Health Check offers were made and almost 1.5 million appointments were taken up.</p><p> </p><p> </p><p> </p><p>Outcomes for people with diabetes are measured through the NHS Outcomes Framework and the Clinical Commissioning Group Outcomes Indicator Set, which are both updated and published annually. This provides clear, comparative information for clinical commissioning groups (CCGs), health and wellbeing boards, local authorities, patients and the public about the quality of health services commissioned by CCGs and the associated health outcomes. Reviewing progress against these indicators forms part of NHS England's on-going assurance of CCGs.</p><p> </p><p> </p><p> </p><p>In addition, Public Health England has produced <em>Healthier Lives: Diabetes</em>, an online tool with interactive heat maps demonstrating prevalence, complications, levels of care provided and the quality of care achieved for people with diabetes by local authority, clinical commissioning group and general practice. This allows local comparisons to be made against the England average as well different localities.</p><p> </p><p> </p><p> </p><p><em>Action for Diabetes</em> set out a broad vision and direction for how NHS England will support improvements in outcomes for people with and at risk of diabetes in the coming years, as a direct commissioner of services and supporting CCGs in their commissioning role. There were no recommendations specifically for CCGs to deliver.</p><p> </p>

star this property answer text <p>New tighter rules governing ‘off-payroll’ appointments in central government were established in May 2012 when the Chief Secretary to the Treasury published the Review of the Tax Arrangements of Public Sector Appointees.</p><p>The recommendations of the Review mean that the most senior staff must go on the payroll, and departments are now able to seek assurance in relation to the tax arrangements of their long-term, high paid contractors.</p><p>The Treasury has carried out two evaluations of compliance with the rules which were published on 11 March 2014 and 5 March 2015. The most recent review revealed that the large majority of central government departments are operating the rules effectively. This information includes the number and cost of both payroll and non payroll staff. star this property answer text <p>The number of off-payroll appointments made by the Ministry of Defence (MOD) and its Arms Length Bodies in each of the past five Financial Years (FY) has been as follows:</p><p> </p><p>FY 2009-10 - 1,815</p><p>FY 2010-11 - 1,175</p><p>FY 2011-12 - 3,171</p><p>FY 2012-13 - 4,021</p><p>FY 2013-14 - 5,632</p><p> </p><p>These figures represent off-payroll appointments (headcount) made centrally under the Contingent Labour arrangements. The number of off-payroll appointees engaged through other arrangements (ie, as fee earners, consultancy or locally by exception) could be provided only at disproportionate cost. Contingent Labour is generally engaged on a temporary basis to fill vacant, funded posts until recruitment action is taken to appoint a salaried permanent member of staff. Included in this category are temporary admin and clerical workers, interim managers, and specialist contractors (in finance, HR, IT and other functions).</p><p> </p><p> </p><p>Information about the MOD’s senior payroll appointees (ie, those engaged for over £220 a day for more than six months) and those of its Arm’s Length Bodies has been published in the MOD's Annual Reports and Accounts since the 2012-13 Financial Year.</p><p> </p><p>Access to certain forms of private-sector expertise is of enduring value to us as it does not make economic sense to maintain all the specialist skills we need permanently in-house. However we are seeking to ensure that we benefit from external expertise through skills transfer to our own staff wherever possible to help make us more self-reliant and resilient in the longer term. The current number of off-payroll appointments reflects the need to bring in, for the short term, specialist skills which cannot be found among the permanent workforce to help us implement the Levene reforms across Defence.</p>
