The SFO can, however, provide an average number of temporary staff employed since April 2010. star this property answer text <p>New tighter rules governing ‘off-payroll’ appointments in central government were established in May 2012 when the Chief Secretary to the Treasury published the Review of the Tax Arrangements of Public Sector Appointees.</p><p> </p><p>The recommendations of the Review mean that the most senior staff must go on the payroll, and departments are now able to seek assurance in relation to the tax arrangements of their long-term, high paid contractors.</p><p> </p><p>The Treasury has carried out two evaluations of compliance with the rules which were published on 11 March 2014 and 5 March 2015. star this property answer text <p>The number of off-payroll appointments made by the Ministry of Defence (MOD) and its Arms Length Bodies in each of the past five Financial Years (FY) has been as follows:</p><p> </p><p>FY 2009-10 - 1,815</p><p>FY 2010-11 - 1,175</p><p>FY 2011-12 - 3,171</p><p>FY 2012-13 - 4,021</p><p>FY 2013-14 - 5,632</p><p> </p><p>These figures represent off-payroll appointments (headcount) made centrally under the Contingent Labour arrangements. The number of off-payroll appointees engaged through other arrangements (ie, as fee earners, consultancy or locally by exception) could be provided only at disproportionate cost. Contingent Labour is generally engaged on a temporary basis to fill vacant, funded posts until recruitment action is taken to appoint a salaried permanent member of staff. Included in this category are temporary admin and clerical workers, interim managers, and specialist contractors (in finance, HR, IT and other functions).</p><p> </p><p> </p><p>Information about the MOD’s senior payroll appointees (ie, those engaged for over £220 a day for more than six months) and those of its Arm’s Length Bodies has been published in the MOD's Annual Reports and Accounts since the 2012-13 Financial Year.</p><p> </p><p>Access to certain forms of private-sector expertise is of enduring value to us as it does not make economic sense to maintain all the specialist skills we need permanently in-house. However we are seeking to ensure that we benefit from external expertise through skills transfer to our own staff wherever possible to help make us more self-reliant and resilient in the longer term. The current number of off-payroll appointments reflects the need to bring in, for the short term, specialist skills which cannot be found among the permanent workforce to help us implement the Levene reforms across Defence.</p>

star this property answer text <p>The Department for Education recognises the need to continue to improve funding and support for children’s social care, supporting local authorities to improve the provision of their services and get better value for money. Although local authorities are responsible for the vast majority of the expenditure in children’s social services, the Department’s investment and support has been focused across four key areas: innovation; direct support to underperforming authorities; improvements to the social work force; and leadership. There are also a number of areas of specific support, such as the Department’s response to adoption, child sexual exploitation, and children in care.</p><p> </p><p> </p><p> </p><p>The Children’s Social Care Innovation Programme has allocated an additional £100 million funding for 2014-15 and 2015-16, targeted at supporting vulnerable children and those on the edge of care. The programme was launched in order to enable local authorities, charities, social enterprises and private organisations to test new methods of delivery in order to achieve higher quality and better value for money. The programme covers 50 projects and involves 72 local authorities. The Department will be working closely with all projects to support implementation and build a strong evidence base. We have recently strengthened underperforming authorities by appointing six experts in children’s social care to support them.</p><p> </p><p> </p><p> </p><p>With regard to strengthening the social work workforce, by the end of the current Parliament, the Department will have invested more than £680 million in social work training and improvement, mostly in bursaries to social work students. We are also committed to improving the quality of social worker recruitment through the Frontline and Step Up to Social Work entry training programmes for high calibre recruits.</p><p> </p><p> </p><p> </p><p>With regard to leadership, the Department is committed to strengthening the quality of those in positions of leadership. The Department has funded the Virtual Staff College with over £8.4 million since 2012-13 in order to provide leadership development for Directors of Children’s Services and Assistant Directors.</p><p> </p><p> </p><p>We are taking action to build capacity and expertise in local areas in order to respond to recent reports exposing the level of child sexual abuse and exploitation. The Government responded to the Rotherham reports by announcing a range of action to improve accountability and target prevention. star this property answer text <p>There are 6 Member States of the European Union who are not members of the North Atlantic Treaty Organisation (NATO): Austria, Cyprus, Finland, Ireland, Malta and Sweden. Of these, all except Cyprus are official NATO Partners, cooperating both through NATO’s Euro-Atlantic Partnership Council and the Partnership for Peace programme.</p><p>The UK is committed to NATO’s Open Door policy, as enshrined in Article 10 of the Washington Treaty, which provides that any European state in a position to further the principles of the treaty and to contribute to the security of the North Atlantic area may apply to join NATO. It is for individual States to consider whether they wish to apply for NATO membership, taking into account their own defence and security considerations.</p> more like this
