star this property answer text <p>As part of our long term economic plan, the Government is committed to supporting the continued growth of the Financial Technology (FinTech) sector. The Government has taken a number of steps to achieve this, including:</p><p> </p><p> </p><p> </p><ul><li><p>Creating a new Payments Systems Regulator (PSR), which will ensure that smaller banks and alternative providers of finance – including FinTechs – can access payment systems in a fair and transparent way, and thereby contributing to a fairer and more competitive payments industry. The PSR will open its doors on 1 April this year.</p><p> </p></li><li><p>Committing to additional funding of £100m to the British Business Bank’s Investment Programme – including funding for FinTech.</p><p> </p></li><li><p>Launching the GO-Science’s Blackett Review on FinTech Futures, which looks ahead 10 years to the future and identify what the technologies, enablers and barriers are that will shape the future of the UK FinTech sector.</p><p> </p></li></ul><p> </p><ul><li><p>Naming the big banks that will have to share credit data, and refer on SMEs they reject for finance – helping alternative finance providers, including FinTech firms, to lend more effectively;</p></li></ul><p> </p><p> </p><p> </p><ul><li><p>Supporting the development of the peer-to-peer lending and crowdfunding market: consulting on ISA eligibility for crowdfunded debt securities; announcing we will review EU regulations standing in the way of P2P institutional lending; and creating a bespoke regulatory framework for P2P.</p><p> </p></li></ul><p> </p><p>Most recently at budget 2015, we announced a further package of measures to build on the government’s wide-reaching programme of reform to drive competition in banking and FinTech, including announcing that:</p><p> </p><ul><li><p>The Government intends to apply anti-money laundering regulation to digital currency exchanges in the UK, launch a new research initiative into digital currency technology, with £10 million additional funding, and work with the British Standards Institution and the digital currency industry to develop voluntary standards for consumer protection.</p><p> </p></li><li><p>Gocompare will launch the first personal current account comparison tool making use of customers’ bank midata releases on 26 March 2015.</p><p> </p></li><li><p>The Government will work with the banks and FinTech firms to develop an open API (Application Programming Interface) standard for banks, by the end of the year.</p></li></ul><p> </p><p> </p><p> </p><ul><li><p>the Financial Conduct Authority’s (FCA) ‘Project Innovate’ will work with HMT and the Prudential Regulation Authority (PRA) to investigate the feasibility of developing a regulatory ‘sandbox’ for financial services innovators</p><p> </p></li><li><p>Innovate Finance has agreed to deliver its FinTech regional strategy through a series of local partnerships; the first partnership has already been established in Leeds, and further partnerships will be established in Manchester and Edinburgh by April, and in Newcastle, Bristol and other centres before the end of the year.</p></li></ul><p> </p>

star this property answer text <p>We published a new Victims’ Code in December 2013 which sets out in plain language what support and information people should expect from the moment they report a crime to the end of a trial and beyond and who to demand help from if they are not receiving it. Significantly, for the first time it entitles victims and bereaved relatives to ask to read out their Victim Personal Statement (VPS) to the court before an offender is sentenced. This gives them the opportunity to explain in their own words how the crime has affected them and their family.</p><p> </p><p>HM Courts and Tribunals Service does not record information in relation to the number and proportion of cases in which victim personal statements are submitted in criminal proceedings. The Government has made a commitment to monitor criminal justice agencies’ compliance with the Victims’ Code and in Our Commitment to Victims, published on 15 September 2014, we announced that criminal justice agencies will publish information on how they have improved services for victims by April 2015.</p>

star this property answer text <p>It is a matter of public record that the British Government strongly supports the right to freedom of religion or belief, which is severely restricted in Saudi Arabia. We believe, as Article 18 of the Universal Declaration of Human Rights states, that everyone has the right to freedom of thought, conscience and religion and that this right includes freedom to change one’s religion or belief. Any action to punish an individual for their faith or belief is not compatible with Article 18.</p><p>The UK has repeatedly made clear that it opposes the death penalty in all countries and in all circumstances because we believe it undermines human dignity and there is no evidence that it works as a deterrent. Ministers, our Ambassador, and our Embassy team in Riyadh frequently raise the issue of the death penalty with the Saudi authorities, bilaterally and through the EU.</p> more like this

star this property answer text <p>We are concerned about last month’s arrest of former Maldives President Mohamed Nasheed on charges of terrorism and increasing political tensions. The Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), issued a press statement on 26 February expressing concern at the continued detention of Mr Nasheed and urging all political parties to act with moderation and restraint. It is important for international confidence in Maldives that Mr Nasheed, like all other citizens, is seen to be enjoying due legal process and respect for his fundamental rights. Mr Swire discussed these concerns again with the Maldives Foreign Minister on 6 March. He has also discussed this case with the Secretary General of the Commonwealth and with High Commissioners in London. The Commonwealth made clear in a press statement on 23 February the importance of ensuring that the rule of law is respected, with adherence to due process, and in accordance with the Commonwealth Charter. We continue to monitor the situation closely.</p>

We ask that all incidents are investigated promptly, transparently and impartially. At Bangladesh’s 2nd Universal Periodic Review at the Human Rights Council on 29 April 2013 the UK called on the Government of Bangladesh to do more to protect vulnerable groups. Our High Commissioner in Dhaka expressed the UK’s horror at the murder of US resident Abvijit Roy and the serious injury to his wife Rafida Ahmed Bonya as well as at all the violence that has taken place in Bangladesh in recent months.</p> more like this

The vehicles are unarmed with no offensive capability. star this property answer text <p>The Government is supporting geothermal energy development through a combination of financial support, innovation support and legislative measures. Deep geothermal heat projects receive a dedicative tariff through the Renewable Heat Incentive and by supporting the development of heat networks, including through the work and funding of the Heat Networks Delivery Unit. Geothermal power projects are eligible for support under the Renewable Obligation and in the future through Contracts for Difference. The Department has set a final strike price for deep geothermal power of £145 per megawatt hour, up until 2016/17, and £140 per megawatt hour thereafter.</p><p>The Government is providing support for innovation in geothermal technologies through DECC’s Energy Entrepreneurs Fund and the Heat Networks Demonstration Competition.</p><p>The underground access clauses introduced through the Infrastructure Act remove a significant barrier to deep geothermal development. The Government will continue to work with the industry to explore how other barriers to geothermal development can be overcome to further support the industry’s development.</p>

star this property answer text <p>During the Commission exercise on stress tests last summer when all Member States were asked to consider the impact of one and six month winter disruptions of Russian gas to the EU under two scenarios (total cessation of Russian gas supplies by all routes and cessation of all transit gas to the EU via Ukraine), the UK had detailed discussions with immediate neighbours, including with Belgium and the Netherlands, on security of supply assumptions and preparedness. Those discussions confirmed general alignment as regards our respective security of supply positions and relative demand, supply and import profile assumptions, including any impact on possible flows through the interconnectors. Indeed the Commission stress test analysis last Autumn on the pan-European situation acknowledged the relative robustness of western states to a disruption given its diversity of supply sources and routes and the efficient functioning of the liberalised western and north western markets, which are more liquid and price responsive than other regions of the EU.</p><p>Notwithstanding this there is a need for strengthened co-operation amongst all Member States to increase resilience throughout the EU and to urgently reduce dependence of some Member States on a single or major third country supplier, particularly in the South East and Baltic regions. We strongly support the Commission taking an active role in those regions to help achieve that. Security of supply is a key priority of the Energy Union, which the UK endorses.</p><p>The UK has also been very actively engaged in supporting the process for selecting Projects of Common Interest (PCIs) whereby key cross-border infrastructure projects are accorded PCI status and can benefit from streamlined ‘one stop shop’ planning regimes, regulatory certainty for higher risk projects, a mechanism for agreeing cross-border cost allocations for projects and possible funding from the Connecting Europe Facility (CEF).</p><p>Increased interconnection and the supply diversity that it will facilitate, together with a sustained push to ensure full implementation of the internal market legislation and co-operation on a regional basis in emergencies will enhance security of supply for all Member States. Strong energy efficiency and demand reduction measures and increased use of indigenous low carbon energy resources are also essential and will play a key part in the drive for a secure Energy Union.</p>

To provide additional compensation above Passenger Charter arrangements to passengers would place a large additional financial burden on this and future major projects which would in turn increase the cost to taxpayers.</p><p> </p><p> </p><p> </p><p>We are spending over £1bn rebuilding London Bridge station and upgrading the tracks in the London Bridge area as part of the £6.5bn Thameslink Programme upgrade. When complete in 2018, the Thameslink Programme will bring huge benefits, transforming north-south travel through London and providing direct access to Crossrail at Farringdon. It is important that we all recognise the scale of the task at hand. It is simply not possible to expand and enhance our Victorian era infrastructure - as seen at London Bridge - without some changes in services and some disruption. However, I have been clear that we must keep disruption to a minimum and keep passengers informed.</p><p> </p><p> </p><p> </p>

The stopping pattern will seek to balance the needs of all users of the route. We are currently in negotiation with the operator with regard to the short Direct Award for operating the East Midlands franchise, and full details of the award will be announced when successful negotiations have been completed.<br></p><p> </p><p>As you may be aware, we will run a full franchise competition for the long-term running of this franchise, to begin service provision in October 2017. Local stakeholder engagement is a key element of the competition, as is a public consultation which will help specify the long-term franchise.</p><p> </p><p> </p><p> </p><p>Local authorities are also able to specify and fund service enhancements; recent examples of this include Cornwall, Lancashire and Burnley councils; it may be worth contacting Kettering Borough Council or Northamptonshire County Council to determine if such an enhancement is the best way to meet local transport needs. In doing so the Council(s) would discuss the feasibility of the scheme with Network Rail and the train operator. If the scheme is feasible and represents value for money, the Council would need to be prepared to fund the cost of the link from funding sources which are available for transport investment.</p><p> </p>

star this property answer text <p>Measuring cholesterol is one of the mandated elements of the NHS Health Check, which is offered to individuals between the age of 40 and 74 years once every five years. Under the National Health Service Act 2006 and the Local Government and Public Involvement in Health Act 2007, local authorities have a legal duty to ensure that the specific tests and measures in the check are completed during the risk assessment and that the results are recorded. Where the risk assessment is conducted outside the person’s general practitioner (GP) practice, there is also a legal duty for the information to be forwarded to the person’s GP. The regulations also stipulate that key information relating to the check, including cholesterol levels, is communicated to the person as soon as reasonably practicable after the test has taken place.</p><p> </p><p> </p><p> </p><p>Data on the cholesterol of patients with diabetes is collected by GPs through the Quality and Outcomes Framework (QOF) indicators. Practices receive payments for achievements against QOF indicators.</p><p> </p><p> </p><p> </p><p>Following GP contract negotiations, QOF was reduced from April 2014 by more than a third, to release time for GPs to provide more personalised care. Data on the cholesterol of patients with other long term conditions collected from retired QOF indicators continues to be collected and monitored. The removal of these indicators does not mean that GPs should stop monitoring patients’ cholesterol. It is good clinical practice for GPs to discuss this important issue with their patients and offer advice and support.</p><p> </p>

star this property answer text <p>The Human Fertilisation and Embryology Authority (HFEA) has advised that it has not reported any adverse incidents due to ovarian hyperstimulation syndrome (OHSS) to the Medicines and Healthcare products Regulatory Agency in any year since 1991, as stimulation of the ovaries is the purpose of the medicines used in fertility treatment. OHSS primarily occurs because of an individual patient’s reaction to such medicines.</p><p> </p><p> </p><p> </p><p>The HFEA’s strategy for 2014–17 does not expressly set out the actions it proposes to take as regards OHSS because this level of detail is usually set out in the annual business plan that supports the strategy. The HFEA business plan for the current business year (2014-15) was updated in August 2014 to reflect the agreed new strategy. star this property answer text <p>Avastin is not licensed for treating wet age related macular degeneration. Whilst only the manufacturer is able to apply for a new licence, doctors are free to prescribe unlicensed medicines and licensed products off label if they feel they are clinically appropriate for their patients. There are two products – Lucentis and Eylea – which are licensed and have both been recommended by the National Institute for Health and Care Excellence for this purpose. It is ultimately the responsibility of the prescriber to recommend the drug that best suits the individual clinical needs of his or her patient following Medicines and Healthcare products Regulatory Agency and General Medical Council guidance.</p><p> </p> more like this

star this property answer text <p>The Government does not intend to ban the sale of energy drinks which may be high in sugar or caffeine to children under 16 years of age.</p><p> </p><p> </p><p> </p><p>Under the Public Health Responsibility Deal many businesses have reduced sugar in soft drinks. We are awaiting the Scientific Advisory Committee on Nutrition’s final report on <em>Carbohydrates and Health</em> due to be published in late spring 2015 which will, together with advice from Public Health England on sugar reduction, inform the Government’s future thinking on sugar reduction.</p><p> </p><p> </p><p> </p><p>Regarding caffeine, the Food Standards Agency’s advice is that children, or other people sensitive to caffeine, should only consume it in moderation. There are specific legislative requirements for these drinks to be labelled so that consumers are informed of their high caffeine content.</p><p> </p><p> </p><p> </p><p>The European Food Safety Authority is evaluating the safety of caffeine and will consider whether recommended intake levels for the general population, or sub groups such as children should be established.</p><p> </p>

star this property answer text <p>The latest monthly workforce statistics published by the Health and Social Care Information Centre show that as at November 2014 there were over 500,000 (full-time equivalent) clinical staff working in the National Health Service, an increase of nearly 23,200 since May 2010.</p><p> </p><p> </p><p> </p><p>It is not for the Government but for local NHS organisations to decide whether they have sufficient numbers of staff, and they are best placed to do this based on the needs of their patients, demand for services and the best skill mix to serve their local community.</p><p> </p><p> </p><p> </p><p>It is the responsibility of Health Education England (HEE) to ensure sufficient staff are available to meet demand, through its investment in education and training. The views of providers on the nature and number of the workforce they intend to employ, based on local provider plans is central to HEE’s planning for how it invests its training resources.</p><p> </p> more like this
