answer text <p>Local authorities and the Environment Agency currently have powers to seize vehicles and property under the Control of Pollution (Amendment) Act 1989.</p><p> </p><p> </p><p> </p><p> </p><p>We are currently consulting on proposals to commence similar powers under the Clean Neighbourhoods and Environment Act 2005 and introduce new regulations, setting out revised procedures in respect of the stop, search and seizure of vehicles suspected of being involved in waste crime, including fly-tipping and illegal dumping of waste. The revised procedures will make it easier for local authorities and the Environment Agency to exercise the powers in order to identify who is responsible for committing waste offences. Subject to the outcome of the consultation we plan to make the Commencement Order and lay the revised regulations in March this year.</p><p> </p><p> </p> more like this

answer text <p><em>Irritable bowel syndrome in adults: Diagnosis and management of irritable bowel syndrome (IBS) in primary care</em>, published by the National Institute for Health and Care Excellence (NICE) in 2008, sets out best practice on the diagnosis treatment and support of patients with IBS. IBS can cause similar symptoms to bowel cancer, and the guidance makes clear the importance of assessing the patient for certain ‘red flag’ symptoms which could indicate bowel cancer, such as unexplained weight loss, rectal bleeding or a change in bowel habit to looser and/or more frequent stools. Patients with any of these symptoms should be referred to secondary care for investigation.</p><p> </p><p> </p><p> </p><p>Similarly, the NICE guidance, <em>Referral Guidelines for suspected cancer</em>, published in 2005, also highlights the ‘red flag’ symptoms for bowel cancer and recommends appropriate referral for patients presenting with such symptoms.</p><p> </p><p> </p><p> </p><p>Together, the NICE guidelines support clinicians to manage patients with either IBS or suspected cancer appropriately. Both the IBS and referral guidance are in the process of being updated, with revised publications expected for issue in March and May 2015 respectively.</p><p> </p>

answer text <p>The Flu Plan: Winter 2014/15, and the Annual Flu letter highlights the importance of vaccinating health and social care workers with direct patient contact. Frontline health and social care workers have a duty of care to protect their patients from infection. This includes getting vaccinated against flu. A copy of both documents are attached.</p><p> </p><p> </p><p> </p><p>In September 2014, a letter was sent to the National Health Service and local authorities from the Department of Health, Public Health England and NHS England to seek their support in increasing flu vaccination uptake among front line health and social care workers. On 15 January 2015, the Chief Medical Officer wrote to NHS Medical Directors urging them to continue to vaccinate health care workers and requesting that they consider requiring unvaccinated staff to wear face masks when undertaking direct clinical work with patients to prevent the risk of influenza infection.</p><p> </p><p> </p><p> </p><p>The flu fighter campaign, run by NHS Employers provides support to NHS trusts to encourage staff to protect themselves, their patients and their families by having the seasonal flu vaccination. NHS Employers provides advice and guidance on running local healthcare worker vaccination campaigns, as well as posters and other campaign resources.</p><p> </p>

Conversely, apparent increases in activity may be due to improved recording of diagnosis or procedure information. answer text <p>Information about the numbers of offenders who participate in Restorative Justice activities, and the outcomes from those activities, is not collated centrally.<br> <br> We are committed to ensuring that good quality, victim-focused Restorative Justice is made available for victims and offenders at all stages of the criminal justice system across England and Wales. Research by the Ministry of Justice of a number of Restorative Justice pilots suggests that Restorative Justice has the potential for positive impacts both on victim satisfaction and on re-offending, with evaluation of the pilots finding that overall there was an estimated 14% reduction in the frequency of re-offending.</p> more like this

That is why the Government is toughened the law by closing loopholes relating to breath tests conducted by the police.</p><p> </p><p>The number of breath tests carried out by police in England and Wales between 2008 and 2012, the latest year available, and the number of tests that were positive or refused is set out in the table below. answer text <p>The EU air safety system is established under Regulation 216/2008. Gibraltar is within the scope of this Regulation and there are no proposals to change this. .
