answer text <p>This Government has developed a six-year programme of work, involving over 1,400 projects, to improve defences throughout the country between 2015 and 2021. This has been made possible by our record level of commitment by investing £2.3 billion in improving defences over the coming six years. Efficiency gains will ensure this funding goes even further. This work is projected to reduce the risk of flooding or erosion to at least 300,000 households by 2021, and avoid around £30 billion in economic damages.</p><p> </p> more like this

answer text <p>The Somerset Rivers Authority will be a new joint body in the form of a partnership between existing local organisations. The County Council and five district councils in Somerset will be member organisations and each have a representative on the Authority’s board. The other member organisations will be the Environment Agency, the local Internal Drainage Boards and Natural England. The Wessex Regional Flood and Coastal Committee will also be represented by a member on the Authority’s Board. A review will be carried out to identify a long-term, local funding solution from 2016/17. On 8 December the SoS announced that the SRA would receive funding of £2.7m for 2015/16; £1.9m from Defra and £800,000 from local partners.</p><p> </p><p> </p> more like this

answer text <p>The Medical Research Council Human Nutrition Research are in the process of setting up the new method for serum folate in their laboratories in Cambridge, working closely with scientists at the Centre for Disease Control in the United States, who are the leading international experts on this analysis. Work is well advanced and it is hoped that the method will be ready to use to analyse blood samples collected in the National Diet and Nutrition Survey later this year.</p><p> </p> more like this

answer text <p>The Government recognises that the status quo in Cyprus causes serious difficulties for Turkish Cypriots, and we support measures aimed at reducing their isolation. We remain committed to supporting the economic development of the Turkish Cypriot community including through financial aid and trade liberalisation from the EU. At Cyprus' Universal Periodic Review at the UN Human Rights Council, the UK suggested that measures should be taken to enable Turkish Cypriots to participate effectively in cultural, social and economic life and public affairs. We also support the European Commission’s proposal for a direct trade regulation to enhance the Turkish Cypriot community’s access to EU markets. Disagreements over the legal basis mean that this has unfortunately not yet been agreed.</p><p> </p><p> </p><p> </p><p>While resolutions of the Council of Europe Parliamentary Assembly are not legally binding, the hope expressed in Resolution 573 for a lasting settlement of the Cyprus problem remains pertinent today. Indeed, the best way of resolving the challenges faced by both communities is through a comprehensive settlement to end the division of the island. We therefore continue to support strongly UN-led efforts to reunify Cyprus through a lasting and just settlement. The UK supports all communities on the island in their efforts towards this goal.</p><p> </p>

answer text <p>Health and Wellbeing Boards have developed plans for implementing the Better Care Fund which will provide a joint approach to the planning and delivery of health and social care services to the most at risk members of their population, including those with mental health needs.</p><p> </p><p> </p><p> </p><p>The plans submitted in September were subject to a robust assurance process, and make provision for the pooling of £5.3 billion to achieve this aim. Included within this is planned investment of £317 million in mental health services.</p><p> </p><p> </p><p> </p><p>A particular focus of the Better Care Fund is to reduce the number of unplanned, emergency admissions to hospital which will address pressures on the health and social care systems and result in better experience and outcomes for people.</p><p> </p><p> </p><p> </p><p>Better Care Fund plans will not start to be implemented until 1 April 2015. However we already know that the local plans set out approaches to provide more care in the community and in people’s homes, with more responsive, proactive services, and reducing the need to go to hospital, including for those with mental health needs.</p><p> </p><p><strong> </strong></p><p> </p><p>The Better Care Fund will be subject to a rigorous evaluation that will include the impact on particular patient groups (e.g. mental health) and the role of the Better Care Fund in reducing pressures within the health care system, such as accident and emergency.</p><p> </p>
