We know that many schools and employers have taken up the challenge and that there are many examples of positive engagement between employers and schools.</p><p> </p><p> </p><p> </p><p>However, the evidence is that all young people do not yet have equal access to excellent careers advice, guidance and inspiration. That is why the Government has made available £20 million to support improvements in this area in the Autumn Statement, and, further announced on 10 December, the creation of a new employer-led careers and enterprise company. It will inform our vision for the future of the youth custodial estate across England and Wales.</p><p><strong> </strong></p><p>Education provision will be tailored to the particular needs of young people in custody. We anticipate Secure Colleges providing a strong focus on the core skills, such as literacy and numeracy, which all young people need, but with sufficient flexibility for vocational training and workplace skills to develop those offenders seeking employment on release. UTCs contribute towards our aim of raising standards for young people by introducing increased competition, innovation and choice. They provide high quality technical education for those 14-19-year olds that choose to follow a more practically orientated education. The involvement of universities and employers in UTCs provides more opportunities for young people than ever before. What happened in Rotherham was a complete dereliction of duty.</p><p>This is why the Home Secretary has been chairing a series of Secretaries of State meetings alongside colleagues from the Ministry of Justice, Department for Education, Communities and Local Government and Department of Health, and the Attorney General and Solicitor General to analyse the failures identified in the Jay report and consider how all parties, including the police and local government, can work together more effectively on the issue of child sexual exploitation to protect vulnerable children and bring offenders to justice.</p><p>This will build on the existing work of the Home Office-led National Group to tackle sexual violence against children and vulnerable people, which is ensuring agencies are working together to better identify those at risk.</p><p>The Jay report made a ‘conservative estimate’ that there were over 1400 victims of CSE during the 15-year period. The 1400 figure was based on a reading of 66 case files, out of a total of 988, and includes some who were forced to watch others being assaulted and abused as well as those who were physically harmed.</p><p>The Government is determined that appalling cases of child abuse should be exposed so that perpetrators face justice and the vulnerable are protected. Our aid is reaching thousands of vulnerable displaced people across Iraq.
