However, complete records of the number of employees who may have applied for flexible working are not maintained. The information that is available is detailed below.</p><p> </p><p> </p><p> </p><p>The Treasury Solicitor’s Department (TSol) only keeps records of flexible working patterns that impact directly on pay and annual leave, and no separate record is held of applications made under a statutory right. Councils now apply local council tax support in the form of a council tax discount and receive a DCLG grant through Revenue Support Grant. 	answer	answer is ministerial correction date of answer 12/03/2015 answer text <p>The Coalition Agreement outlined this Government's clear intention to protect the independent free press by tackling unfair competition from local authority newspapers, reflecting the manifesto commitments of both Coalition parties.</p><p> </p><p>Localism needs robust and independent scrutiny by the press and public.</p><p> </p><p>The Local Audit and Accountability Act 2014 gives the Secretary of State the power to direct compliance with the provisions in the Code of Recommended Practice on Local Authority Publicity ('the Publicity Code'). Ministers have clearly stated that they are prepared to use those powers, if necessary, where local authorities are failing to comply with the provisions in the Code.</p><p> </p><p>In March 2014, Ministers wrote to Greenwich, Hackney, Newham, Nottingham, Tower Hamlets and Waltham Forest councils requesting that they take steps to ensure their councils comply with the Publicity Code.</p><p> </p><p>In April 2014, formal notice that the Secretary of State was minded to direct compliance with the provisions in Code were served on Greenwich, Hackney, Newham, Tower Hamlets and Waltham Forest councils. In August 2014, Ministers wrote to Enfield, Hillingdon, Lambeth, Luton, Medway, Mid Devon and North Somerset Councils, requesting they comply with the Publicity Code.</p><p> </p><p>In September 2014, further formal notice that the Secretary of State was minded to direct compliance with the provisions in the Publicity Code was served on Enfield, Greenwich, Hackney, Hillingdon, Lambeth, Luton, Newham, North Somerset, Medway, Tower Hamlets and Waltham Forest councils.</p><p> </p><p>In October 2014, North Somerset Council wrote to confirm that they would be complying with the Code, terminating contracts for printing and distribution.</p><p> </p><p>This illustrates that we have taken extensive steps to encourage councils to review their practices, given that central intervention is the last resort. Subsequently, I can tell the House:</p><p> </p><p>As stated in the Written Ministerial Statement of 17 December 2014 (<em>Official Report</em>, Column 91WS), in December 2014, the Secretary of State has issued a direction against the London Borough of Tower Hamlets and appointed Commissioners. This has significant benefits, which is reflected in the lottery funding which has been given to the Association. As well as the positive impact on the general well-being and health of the participating individuals, the work of the Association also actively supports community engagement and recycling and re-use of materials, both of which are Government priorities.</p><p> </p><p>This Government believes strongly in the importance of allotments within local communities and wants local authorities to do all they can to ensure that allotments are maintained and used effectively. 	answer	answer is ministerial correction date of answer 28/11/2014 answer text <p>University technical colleges (UTCs) offer pupils and their parents a wider choice of education by providing a rigorous mix of technical and academic education, backed by the support of local and national employers and universities. To date, 30 UTCs are open across the country and a further 26 plan to open by 2016. UTCs contribute towards our aim of raising standards across schools and further education colleges by introducing increased competition, innovation and choice.</p><p> </p><p>There has been no assessment at a national level of the effect on the funding available to other local educational institutions, or the courses which can be offered, with the establishment of these UTCs. <br><br></p><p>Before the Secretary of State takes a decision on whether to enter into a funding agreement with any UTC Trust, an impact assessment is carried out in order to inform that decision. The impact assessment does not specifically consider the funding available and courses on offer in local schools and colleges. However, it does consider in detail the expected impact on pupil numbers at local institutions: the funding that is available for schools and further education colleges, which in turn affects the courses that they choose to offer, is directly linked to the number of pupils that each institution can recruit.</p><p> </p><p>The Secretary of State is required under Section 9 of the Academies Act 2010 to complete an assessment of the impact on pupil numbers that the opening of any individual UTC will have local maintained schools, academies, institutions within the further education sector and alternative provision in the area in which the UTC is proposed to be situated. These impact assessments are conducted on a case by case basis and they take into account the type of educational establishment, age range and size, the proximity to the proposed UTC and the school or college’s published exam results and Ofsted rating (which might affect their popularity). Consequently, by considering the potential impact on pupil numbers, the assessments indicate whether a school or college’s funding might be affected and thus the impact on the number of courses it might be able to offer.</p><p> </p><p>In addition, when approving applications for new UTCs, the Department considers whether they are offering similar courses to those already available locally and whether there is sufficient demand for the new provision.</p><p> </p> answering member constituency Crewe and Nantwich answering member printed Mr Edward Timpson question first answered 28/11/2014 11:56:54 answering member 1605 label Biography information for Edward Timpson
