star this property answer text <p>Since 2010, the Coalition Government has made a series of reforms which have decentralised power down to local government and down to local communities below it.</p><p> </p><p>This has included strengthening the governance structures in London at a variety of levels: by devolving power and funding over housing, economic development and the Olympic legacy to the Mayor and Assembly through the Localism Act 2011; by abolishing unelected bodies such as the Government Office for London and London Development Agency; supporting the creation of a London-wide economic partnership; and delivering a broader set of reforms to local government transparency, accountability, housing finance and local government finance which the London Boroughs in particular have benefited from.</p><p> </p><p>The London Enterprise Panel was established by the Mayor in 2012 in response to the Government’s invitation to areas to form Local Enterprise Partnerships. It provides a forum which enables the Mayor, London Boroughs and the private sector to work together to take a strategic view of regeneration, employment and skills in the capital. The Panel has successfully negotiated a growth deal which includes delivering £120 million of investment in London’s Further Education colleges and work to develop new ways to help those furthest from the labour market into work.</p><p> </p><p>As set out in the Government response to the Communities and Local Government Select Committee Report: <em>Post-Legislative Scrutiny of the Greater London Authority Act 2007 and the London Assembly</em> (Cm 8761), the Government believes there is scope for governance reform in the relation to the London Fire and Emergency Planning Authority.</p><p> </p><p>Ministers have serious concerns about the governance in the London Borough of Tower Hamlets following an independent inspection report, and are consulting the council on the report and a proposed package of interventions as outlined in the Oral Statement of 4 November 2014, <em>Official Report</em>, House of Commons, Column 663.</p><p> </p><p>The Coalition Government considers that power should be devolved to the lowest appropriate level including to communities and individuals. For instance, we have introduced powers for local communities in London to establish neighbourhood forums to take forward neighbourhood planning and introduced a range of ‘community rights’ such as the Community Right to Challenge and the Community Right to Bid for Assets of Community Value.</p><p> </p><p>Parish councils can also provide communities with a democratically accountable voice and a structure for taking community action. London saw its first parish council in decades have its first elections in May 2014, in Queens Park, Westminster. A number of other local communities in London are now campaigning for parish councils to be set up. The Government is also making it easier to set up new town and parish councils where they do not currently exist and is seeking to amend legislation to do so.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The UK supports protection and conservation of global forests through our £3.87 billion International Climate Fund (ICF). To date, over £500 million has been committed to support a range of initiatives, including supporting forest governance; sustainable forestry, agriculture and land management, community forest management, and developing knowledge and evidence that can contribute to effective and coordinated policies and strategies. The UK also supports REDD+ (Reducing Emissions from Deforestation and Forest Degradation, and Conservation, Sustainable Management of Forests, and Enhancement of Forest Carbon Stocks), through investments in pilot REDD+ projects through the ICF, and through decisions supportive of the development of REDD+ through the international climate change negotiations.</p><p>The UK played a key role in developing the New York Declaration on Forests, endorsed by over 150 governments, private sector stakeholders, civil society, non-governmental and indigenous community organisations at the United Nations Secretary-General’s Climate Summit on 23<sup>rd</sup> September 2014. The Declaration highlights the importance of reducing deforestation and increasing forest restoration to limit global warming to 2 degrees Celsius and calls for action. It sets out an ambitious restoration goal of restoring 150 million hectares of degraded landscapes and forestlands by 2020 and significantly increasing the rate of global restoration thereafter, which would restore at least an additional 200 million hectares by 2030.</p><p>There are a number of important international processes in 2015 that can also encourage more ambitious outcomes for global re-afforestation and restoration. The UK will press the case for ambitious, quantitative forest conservation targets for 2030 in the post-2015 new sustainable development goals, and supports the inclusion of ambitious outcomes for forests as part of the post-2020 new international climate agreement. The Bonn Challenge 2.0 will also be an opportunity for countries to bring forward ambitious forest restoration targets.</p>

star this property answer text <p /> <p>The number of self-inflicted deaths in prison in 2003 and 2013 is published in the Safety in Custody statistical bulletin which is available at <a href="http://www.gov.uk/government/collections/safety-in-custody-statistics" target="_blank">http://www.gov.uk/government/collections/safety-in-custody-statistics</a>.</p><p> </p><p>Reducing the number of self-inflicted deaths in prisons is a key priority for the Government. We are working hard to understand any trends, but, as is the case in society at large, there is no simple explanation with complex and individual reasons behind any suicide.</p><p> </p><p>We have dedicated resources providing support every day in prisons and have created a specialist team to help share good practice as part of our strenuous efforts to learn from each death.</p><p> </p><p>Young adults are a particularly challenging and vulnerable group, and that is why we have commissioned an independent review into the deaths of 18 to 24-year-olds in prison custody.</p>

star this property answer text <p /> <p>Since March 2014, the Minimum Earnings Threshold has helped Jobcentre Plus and HMRC determine whether an EEA national undertaking work activity can be treated as a ‘worker’ or ‘self-employed’ person for the purposes of certain means-tested benefits and tax credits (including Jobseekers Allowance, Housing Benefit, Child Tax Credit and Child Benefit). The Minimum Earnings Threshold helps determine whether an individual’s work is (or has been) ‘genuine and effective’. In general the claimant has to show that they have been earning £153 per week (point at which employed earners have to start paying National Insurance Contributions) for 3 consecutive months. Where this threshold has not been met then decision-makers will consider the specific details of the case.</p><p> </p><p>We do not collect specific information on the number of EEA national claimants who have been assessed against the Minimum Earnings Threshold, nor on the number of EEA nationals whose work has been found to not be ‘genuine and effective’ under that test.</p>

The table above shows the number of adverse sanction decisions made for the referral reason: Refusal or failure to comply with a sector-based work academy placement without good reason (SBWAP).</p><p>4. An adverse decision is a decision to apply a sanction i.e. a decision found against the claimant so a sanction is applied.</p><p>5. Sector based work academies are made up of three components: pre-employment training; a work experience placement; and a guaranteed job interview. Claimants voluntarily choose to participate. Once they start a placement, jobseekers are required to complete the pre-employment training and guaranteed job interview.</p><p>6. star this property answer text <p>The M1 Junction 19 to 16 Central Reserve Barrier scheme commenced on site in August 2014 and is due to be completed July 2015.</p><p> </p><p>The M1 Junction 19 to 16 Central Reserve Barrier scheme is replacing the existing steel barrier with new Rigid Concrete Barrier that is essential maintenance.  In addition to this maintenance the following work will also be carried out: -</p><p> </p><ul><li>removal of the life expired lighting along the M1 J19 to 16</li></ul><p> </p><ul><li>replacement verge lighting will be installed around Watford Gap Motorway Service Area</li></ul><p> </p><ul><li>drainage work and installation of traffic management tools i.e. CCTV cameras. The programme was developed during contract negotiations and is being rigorously adhered to by the Contractor.</li></ul><p> </p><p> </p><p>The Contractor employed to undertake the M1 Junction 19 to 16 Central Reserve Barrier scheme is BMJV, a joint venture between BAM Nuttall and Morgen Sindall.</p><p> </p><p>The M1 Junction 19 to 16 Central Reserve Barrier scheme construction cost is £35M. There is also a Smart Motorway Scheme under development for this stretch of the motorway.</p><p> </p><p>Regarding why there was nobody working on the road works on the M1 approach to and after the Watford Gap on 7 November 2014 at and around noon, it is impossible to know the exact numbers physically on site as operatives have breaks at staggered times. We can confirm the following for numbers of operatives and activities undertaken on that day: -</p><p> </p><ul><li>27 operatives working along with length of works demolishing bridge piers, installing ducts and chambers including inserting a sub-duct to existing ready for reusing.</li></ul><p> </p><ul><li>9 operatives working plant such as excavators along the length of works.</li></ul><p> </p><ul><li>4 operatives conducting testing on ground conditions along with other tests along with length of the works.</li></ul><p> </p><ul><li>2 operatives plus 2 engineers inside launch pit situated in the centre of carriageway (not visible from road level) installing new drainage duct.</li></ul><p> </p><ul><li>6 operatives working on Traffic Management, going the length of the works ensuring the traffic management is maintained.</li></ul><p> </p><ul><li>1 operative removing material from site using vacuum excavator.</li></ul><p> </p><ul><li>7 operatives using planning plant, planning material off the surface down to a required level.  Activity also requires a number of wagons to haul the material away.</li></ul><p> </p><ul><li>BMJV also had 4 supervisors out on site along with 6 engineers inspecting and surveying along with length of the works.</li></ul><p> </p><p> </p><p> </p><p>We are undertaking renewal works to the central reserve barrier on the M1 between junctions 16 and 19. We shall also be looking to replace the life expired barrier between J15 and 16 as part of this works.</p><p> </p><p> </p><p> </p><p>From environmental and safety studies we are removing the life expired lighting along the M1 between Junctions 19 and 16. Replacement verge lighting will be installed around Watford Gap Motorway Service Area as part of the smart motorways design and upgrade.</p><p> </p><p> </p><p> </p><p>This work will support the delivery of a future smart motorway scheme between junctions 16 and 19. This scheme is presently in development and will be subject to completion of statutory processes (including environmental assessments), deliverability and value for money.</p><p> </p><p> </p><p> </p><p>Replacement of the old central reserve steel barrier is required as part of our ongoing maintenance programme and will help with the delivery of the proposed smart motorway works on this stretch. The estimated construction cost of these works is £35 million.</p><p> </p>
