answer	answer is ministerial correction date of answer 11/11/2014 answer text <p>The National Planning Policy Framework is clear that the purpose of the planning system is to contribute to the achievement of sustainable development, which includes the health, social and cultural well-being of local communities. It:</p><p> </p><p>- sets out that good design is indivisible from good planning and should contribute to making places better for people;</p><p> </p><p>- asks planners to work to create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, and give priority to pedestrian and cycle movements;</p><p> </p><p>- enables local communities, through the preparation of local and neighbourhood plans, to identify for special protection green or open areas of particular importance to them as Local Green Space; and</p><p> </p><p>- seeks to conserve and enhance the natural environment and reduce pollution.</p><p> </p><p>My Department has this year published planning guidance which:</p><p> </p><ul><li>Sets a strong focus on design and includes tools which local authorities may use;</li><li>Sets out how local strategies to improve health and wellbeing and the provision of the required health infrastructure can be taken into account in local and neighbourhood plan making and when determining planning applications;</li><li>Seeks to promote walking and cycling, whilst avoiding unfairly penalising drivers;</li><li>Asks that councils’ Local Plans consider how to support walking and cycling facilities, and assess cycle safety;</li><li>Promotes the provision of bike storage space in new developments;</li><li>Recommends removing street clutter, to make pavements clearer and more spacious for pedestrians;</li><li>Sets out how the impact on air quality and noise can be mitigated, including using green infrastructure, promoting infrastructure to promote modes of transport with low impact on air quality and incorporating good design to minimise noise transmission through the use of screening.</li></ul><p> </p><p> </p><p>Furthermore, through the Housing Standards Review, the Government has developed a nationally described space standard to offer a consistent set of requirements with regard to the size of new homes. Local authorities will not be required to adopt a space standard, but where they choose to do so, it should be the nationally described space standard.</p><p> </p><p>I also refer the hon. answer	answer is ministerial correction date of answer 06/11/2014 answer text <p>To date in 2014, the Ministry of Defence (MOD) has undertaken the following military assistance to units in Iraq: airstrikes, and accompanying surveillance, which have been critical to supporting the Iraqi security forces, including Kurdish Peshmerga; donated military equipment (such as rations and sleeping bags); and gifted 40 heavy machine guns and almost half a million rounds of ammunition. In addition, the UK has delivered weapons and ammunition from other coalition countries to Northern Iraq. Finally, UK personnel have been conducting training on the UK-gifted heavy machine guns near Erbil. Afghanistan is no longer a safe haven for international terrorists. We have helped to develop the Afghan National Security Forces (ANSF), totalling around 330,000 almost from scratch. The ANSF now have responsibility for security across the country, leading 99% of all security operations and carrying out 90% of their own training. answer	answer is ministerial correction date of answer 13/11/2014 answer text <p>The Government acknowledge that where children are found to be trafficked, their safety and welfare needs must be addressed as a priority and that child victims require tailored support which addresses their specific needs and vulnerabilities. <br><br>All local agencies have statutory duties to safeguard children as part of their local responsibilities regardless of nationality or immigration status. A <br>child’s welfare is always the overriding consideration. <br><br>Responsibility for the care, protection and accommodation of all child trafficking victims rests with local authorities that have well-established <br>child support arrangements and a statutory duty under the Children Act 2004 to safeguard and promote the welfare of all children in need of protection, including trafficked children regardless of their nationality or immigration status. Under these arrangements, looked after children are provided with access to services to meet all their needs be they in relation to education, accommodation, psychological or health.<br><br>Information as to the location of victims of trafficking, including children, is not held centrally once their status as a victim has been confirmed. <br>This is because the National Crime Agency's UK Human Trafficking Centre has no further role in the process and support is provided by other partners, most notably local authorities in relation to children. The Review of the National Referral Mechanism recommendsthat the Government introduces improved arrangements for tracking victims following an NRM decision and the Government is currently considering its response to the review.<br><br>In January 2014 the Government announced proposals to trial specialist independent advocates for trafficked children. The trial, which began on 8 September 2014, will last for a period of 12 months across 23 local authorities in England. <br><br>The Modern Slavery Bill gives these advocates a statutory basis and the status they need to effectively support and represent the child. The Bill commits the Government to lay a report before Parliament setting out the steps the Government will take in relation to advocates for victims of child trafficking under these powers.
