star this property answer text <p>I receive regular representations on many issues including the role of women in public life.</p><p>We are removing barriers that prevent women from progressing in public life. For example, the Government has established the Centre for Public Appointments (CPA) in the Cabinet Office to ensure best practice is followed. As a result, the proportion of new female appointees to public boards has increased to 39%. We have also supported political parties to increase women’s representation thorough a combination of legislative and voluntary measures.</p><p> </p> more like this

star this property answer text <p /> <p>Every death in custody is a tragedy, and the Government is committed to reducing the number of self-inflicted deaths in prisons. All prisons are required to have procedures in place to identify, manage and support people who are at risk of harm to themselves. These procedures include the Assessment, Care in Custody and Teamwork (ACCT) process, which is a prisoner-centred, flexible care planning system for prisoners identified as at risk of suicide or self-harm. Prisons are also required to ensure that they have procedures in place to learn from deaths in custody to prevent future occurrences.</p><p> </p><p>We are working hard to understand the reasons for the recent rise in the number of self-inflicted deaths, but there is no simple explanation. Additional resources and support are being provided for safer custody work in prisons, and in particular to improve the consistency of the ACCT system. The National Offender Management Service has also put in place additional staff at regional level to support staff in prisons and to share good practice, and created a dedicated learning and knowledge management team at headquarters which is providing further support for safer custody work.</p><p> </p><p>Data on deaths in custody is published quarterly in the Safety in Custody Statistics Bulletin, available at <a href="http://www.gov.uk/government/publications/safety-in-custody-statistics" target="_blank">www.gov.uk/government/publications/safety-in-custody-statistics</a>.</p>

star this property answer text <p /> <p>Section 15A of the Social Security Act 1998 requires the Senior President of Tribunals, annually, to make a written report on the standards achieved by the Secretary of State for Work &amp; Pensions in the making of decisions against which an appeal is made to the First-tier Tribunal (Social Entitlement Chamber – Social Security and Child Support). That report must be published by the Lord Chancellor.</p><p> </p><p>The duty to report was discharged by the President of the Appeals Tribunal prior to the implementation of the Tribunals, Courts and Enforcement Act 2007. The Senior President of Tribunals has delegated this responsibility to the President of the Social Entitlement Chamber since the implementation of the Tribunals, Courts and Enforcement Act 2007.</p><p> </p><p>Preparation of the report costs approximately £20,000 in judicial time each year; however, this is within their salaried hours, so there is no additional cost beyond their salary. There are some associated printing costs but records of these are not held centrally.</p>

star this property answer text <p>HM Courts &amp; Tribunals Service keeps the use of its estate under review in order to make the best use of its resources for users and taxpayers alike.</p><p> </p><p>The decision to close Rhyl County Court and move its work to Prestatyn Magistrates’ Court was announced by the Lord Chancellor in December 2010. The closure required enabling work at Prestatyn Magistrates' Court to accommodate the additional work, which has not yet been finalised. The court will not close until this work has been concluded. The effects on staff and levels of service were considered in response to the consultation and will form part of any closure implementation plan.</p><p> </p> more like this

I have therefore interpreted the reference to ‘local authority area’ in the question to mean local justice area.</p><p> </p><p>Table 1 provides the number of magistrates in each local justice area along with their gender and ethnic breakdown.</p><p> </p><p>The number of magistrates recruited in each local justice area is dictated by the business needs of the magistrates’ courts. Due in part to falling crime levels, the workload of the magistrates’ court has reduced in recent years. star this property answer text <p>RFA ARGUS is deployed to support the Government's efforts in Sierra Leone. Her primary role is to act as a logistics lift capability and aviation platform, with three embarked Merlin helicopters. RFA ARGUS does, however, have a limited medical capability on board to treat disease and non-battle injury. Treatment of those suffering from Ebola is carried out at separate facilities ashore, the first of which opened in Kerry Town on 5 November and will have the capacity to treat 80 local patients. Also at Kerry Town the UK military is currently manning a 12 bed treatment unit for national and international healthcare workers.</p> more like this

Service complaints data is captured by all three Services on the Joint Personnel Administration (JPA) system. The system and the supporting guidance for users have been refined following internal audits of JPA's effectiveness and extent of its use in 2008 and 2012.</p><p>A third audit is being carried out to review the adequacy and effectiveness of actions taken in response to the audit in 2012. The Service Complaints Commissioner is fully involved in the audit.</p> more like this

I should clarify that this was, in fact, the year in which we first recognised the implications of the changes, which came into effect in December 2008. My answer to your question on 28 April 2014 (Official Report, columns 443-444W) explained that, since the implications of the changes were recognised, no administrative action has been taken against service personnel who received a police caution that is immediately spent. I am pleased to report that the scheme has proved very popular. As at 28 October 2014, it had received close to 5,000 applications. It has already helped over 1,500 Service personnel get on, or stay on, the property ladder.</p> more like this

star this property answer text <p>Net migration statistics are produced by the independent Office for National Statistics (ONS). In line with the internationally agreed UN definition, these statistics define a migrant as someone changing their normal place of residence for more than a year. This includes students in net migration in the same way as other migrants. Other countries, including the United States, Canada, Australia and New Zealand also include students in their net migration figures. <br><br>Net migration measures the difference between the number of peoplecoming the UK and the number leaving, so if students return home after<br>their studies, their impact on long-term net migration will be minimal. The ONS has recently improved its methodology so that it is possible to<br>better identify students in the emigration flows to give a more accurate measure of the contribution of students to overall net migration.In the last year, 124,000 non-EU students came to Britain to stay for more than 12 months, and the ONS estimates that only 50,000 left the country. <br><br>All migrants who are in the UK for 12 months or more have an impact on our communities, infrastructure and public services. Changing the way we measure migration would not make any difference to our student migration policy. There is no cap on the number of students who can come to the UK, and the county remains open to the brightest and the best.</p><p> </p><p> </p><p> </p>

star this property answer text <p>Border Force is responsible for enforcing anti-smuggling controls at points of entry into Great Britain to detect imports of illegal meat and other products of animal origin arriving from outside the European Union. The Department of Agriculture and Rural Development is responsible for these controls at points of entry into Northern Ireland. <br><br>Border Force seizes animal products that are imported outside the veterinary checks regime under the Trade in Animals and Related Products Regulations 2011 in England and equivalent regulations covering Scotland and Wales. <br><br>Border Force liaises with local authorities when meat is detected arriving from another country within the European Union.<br><br>Border Force operates intelligence led anti-smuggling controls on meat to detect illegal imports carried by arriving passengers, in freight and in postal traffic. Border Force works closely with the Department of Environment, Food and Rural Affairs (Defra) to ensure its targeting is responsive to the latest animal disease risk assessments and changing threats at the border. Most recently Border Force has been involved in the cross government response to the current outbreak of Ebola and has adjusted its targeting of illegal meat to take account of this risk. Border Force also deploys a pool of detector dogs specifically trained to detect illegal meat.<br><br>Border Force treats all meat as potentially hazardous and infected and all seized meat is secured and incinerated strictly in accordance with animal health regulations.<br><br>Meat seized by Border Force will include bushmeat, for which there is no precise definition but is accepted to be the meat of wild animals hunted for food. <br><br>In addition to the enforcement activity carried out at the border, Border Force works closely with the National Crime Agency who can investigate and prosecute serious offenders. Border Force and Defra actively deter the illegal importation of Products of Animal Origin by communicating clearly what the legal requirements are for bringing meat into the UK and why the controls are needed.</p><p> </p><p> </p><p> </p>

star this property answer text <p>Departmental spend on commissioning the Child Abuse Image Database (CAID) for the first year is £1,473,179, which is being recharged to police forces. It is estimated that CAID will save the police £7.474 million by March 2017 by speeding up police processes.<br><br>The project has been developed using data from Interpol and, where appropriate, this information will be included in the initial database load for CAID.<br><br>The CAID system will be available to all police forces in the UK and National Crime Agency – Child Exploitation and Online Protection (NCA-CEOP) Command via the police secure network. All forces will be accredited to access this data supported by the Home Office project team and security advisers. The CAID system allows the use of forces’ existing image grading and hashing software. <br><br>Any additional software needed to access CAID and to upload new material from the forces/NCA-CEOP Command to the database is provided as part of the central project at no cost to the forces. <br><br>Each force is responsible for its own set-up costs to establish the connectivity of their force High Tech Crime Unit or Grading Unit in an <br>enhanced, secure way to the police secure network that already exists in their forces.<br><br>It is expected that the CAID will cost forces approximately £20,000 per year in service costs (which are used to maintain and improve the database). This cost has been agreed with the National Policing lead for Child Protection and Abuse Investigation.</p><p> </p><p> </p><p> </p>

The economy is growing, the deficit has fallen by a third and there are record levels of people in work. The IMF project the UK economy to be the fastest growing G7 economy in 2014, at 3.2 per cent and 2.7 per cent in 2015.
