	answer	answer answer text <p>The larger energy suppliers have provided yearly smart and advanced meter installation forecasts to DECC, which were published in the ‘Second Annual Report on the Roll-out of Smart Meters’ in December 2013:</p><p><a href="https://www.gov.uk/government/publications/second-annual-progress-report-on-the-roll-out-of-smart-meters" target="_blank">https://www.gov.uk/government/publications/second-annual-progress-report-on-the-roll-out-of-smart-meters</a></p><p>These figures will be updated in the next annual report based on the most recent projections by suppliers. It should be noted that these figures do not include any of the smaller suppliers’ estimates, nor take into account any growth in customer numbers.</p><p>DECC does not project bill impacts on a quarter by quarter basis and DECC’s latest prices and bills report from March 2013 contained projected bill impacts from smart metering for 2013, 2020 and 2030:</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/172923/130326_-_Price_and_Bill_Impacts_Report_Final.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/172923/130326_-_Price_and_Bill_Impacts_Report_Final.pdf</a> .</p><p>The smart meter Impact Assessment published in January 2014, estimates that even at their peak in 2015 the costs to the average consumer will be £6, or less than 0.5% of the average bill:</p><p><a href="https://www.gov.uk/government/publications/smart-meter-roll-out-for-the-domestic-and-small-and-medium-non-domestic-sectors-gb-impact-assessment" target="_blank">https://www.gov.uk/government/publications/smart-meter-roll-out-for-the-domestic-and-small-and-medium-non-domestic-sectors-gb-impact-assessment</a></p><p>Taking into account all costs and savings, by 2017 the average consumer will start saving money, leading to an annual net saving of £26 in 2020, increasing to £43 a year in 2030 in comparison to a situation without smart meters.</p>

This price benefits from upfront reduction of £3/MWh built in on assumption that EdF will be able to share first of a kind costs of EPR reactors across Hinkley Point C and Sizewell C sites. If the final investment decision is not taken on Sizewell C, the Strike Price for Hinkley Point C will be £92.50/MWh in 2012 prices. The Department has not restated the strike price in October 2014 prices.</p>

The consideration of applications made in the licensing round is yet to take place and the number of applications relevant staff will need to consider will not be known until the passing of the application deadline on the 28th October 2014.</p><p>Up to four members of staff have had substantial involvement in preparations for the round to date, and up to six more may be involved in the assessment of applications once received and in the issue of licences in accordance with Ministers’ decisions. In addition, the Department is conducting environmental assessments related to the round, with assistance from external consultants.</p>

This year the priority subject area was special educational needs.</p><p>In round two, the National Scholarship Fund was expanded to include a scholarship for special educational needs (SEN) support staff to undertake a SEN related course or activity. There were 493 applications from SEN support staff and in round three of the National Scholarship Fund there were 225 applications from SEN support staff and in this year’s round (round 4) there were 215 applications from SEN Support Staff.</p><p>Of the £1 million made available for teachers and SEN Support staff in the National Scholarship Fund 2014-15, £792,652.63 was offered to applicants as awards.</p><p>Scholarships will only be awarded where applications are judged to be of sufficient merit. This will determine the number of scholarships awarded. We sought the assistance of colleagues from the sector to form an expert panel to judge the applications. The panel interrogated and ratified the internal assessment process. As impartial educational professionals they brought particular and relevant expertise to the process. They acted as independent external verifiers to ensure the rigour and consistency of the assessment process, and to endorse the scholarly nature of funded development activity.</p><p> </p>

A further 705 Ministry of Defence UK-based and locally employed civilian personnel provide support services to Defence operations, including 95 serving in the Gibraltar Defence Police. Additionally, the Royal Gibraltar Regiment comprises 226 full-time and 166 reserve personnel. The role of these assets collectively is to provide for the security and territorial integrity of Gibraltar and British Gibraltar Territorial Waters, and to enable the maintenance of Gibraltar as a forward mounting base for UK military operations. In addition, personnel from the Royal Gibraltar Regiment deploy on UK military operations.</p></td></tr></tbody></table>

However, for those in which the condition causes a long-term problem, the Department in its mandate to NHS England sets out plans to enhance the quality of life for all patients with a long-term condition, including those affected by scoliosis.</p><p> </p><p> </p><p> </p><p>In addition, the National Institute for Health and Care Excellence published guidance in June 2014 which states that the ‘Magnetic Expansion Control System should be considered for children aged 2 and over with scoliosis, who need surgery to correct their curved spine’.</p><p> </p><p> </p><p> </p><p>Information concerning the number of finished consultant episodes for patients with a primary diagnosis of scoliosis in the last five years is attached. It should be noted that these figures do not represent the number of different patients, as a person may have more than one episode of care within the same stay in hospital or in different stays in the same year. Data also capture a small number of no-surgical interventions, such as drug treatments.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The cost of treating a patient aged 19 years and over with scoliosis or other spinal deformity in one episode of care under a consultant is £1,368. This is the national average unit cost reported by NHS trusts and foundation trusts in 2012-13 reference costs submitted to the Department. This national average unit cost varies from £924 for patients with the lowest level of complications and comorbidities to £2,412 for patients with the highest level of complications and comorbidities.</p><p> </p><p> </p><p> </p>

	answer	answer answer text <p>It is difficult to draw causality between the Licensing Act 2003 and changing behaviours. The Licensing Act 2003 came into force in November 2005. Data on offences which are ‘alcohol related’ are drawn from the Crime Survey of England and Wales, which asks victims of violent incidents whether they perceived the offender to be under the influence of alcohol at the time of the offence. By this measure, the number of violent incidents considered to be‘alcohol related’ has fallen from around 1.02 million incidents in 2005/06, to around 0.88 million incidents in 2012/13 (a fall of 14%). <br><br>The definition of binge drinking used by the NHS is drinking more than double the lower risk guidelines for alcohol in one session – more than 8 units for men and 6 units for women. The Opinions and Lifestyle survey, published by the Office of National Statistics provides our best measure for this. The data shows that in 2005, 23% of men and 15% of women drank over twice the lower risk guidelines on at least one day in the week before interview. This fell to 19 % of men and 11 % of women in 2012.</p><p> </p><p> </p><p> </p>

	answer	answer answer text <p>Recent research shows that young carers have significantly lower educational attainment at GCSE level than their peers, equivalent to nine grades lower overall. That’s the difference between nine Bs and nine Cs.</p><p> </p><p>That shows why it is so important that schools are able to identify and support pupils who are young carers. However a legislative approach compelling them to do so is not in keeping with our drive to reduce burdens on schools. It is important that headteachers and governors have the freedoms they need to meet their responsibilities for the welfare of their pupils in the way they consider is most appropriate.</p><p> </p><p>I am very grateful for the support of the National Governors’ Association in raising awareness about the needs of young carers and sharing resources with governing bodies. Whilst there is a lot of good practice in schools, there remains much to do to make this more widely available.</p><p> </p><p>That is why I welcome two exciting new developments led by the voluntary sector. The Big Lottery Fund are financing The Children’s Society’s “Young Carers in Focus” programme to launch a national award scheme that allows schools to be recognised for the quality of support for their young carers. The Queen’s Trust too are funding Carers Trust to develop and test best practice on young carer support in schools. Both of these initiatives will build on the work my Department has been doing with The Children’s Society and Carers Trust since 2011 to share existing tools and good practice. This includes development of an e-learning module for school staff to increase awareness in schools of young carers’ needs. We are planning to update this soon to reflect the new legislation but the current version is available on The Children’s Society’s website: <a href="http://www.childrenssociety.org.uk/sites/default/files/Young-Carers-Web-Pub-v13/player.html" target="_blank">http://www.childrenssociety.org.uk/sites/default/files/Young-Carers-Web-Pub-v13/player.html</a></p><p> </p><p>The Department of Health are also training school nurses to be champions for young carers. They will speak up on their behalf and help headteachers and governors decide how best to support them at school.</p><p> </p><p>At present we do not plan to extend the pupil premium eligibility criteria to cover young carers (or any other group). Our policy is to allocate pupil premium funding to those pupils who have experienced financial disadvantage but there is a significant cross-over between young carers and the current pupil premium target population. Research indicates that as many as 60 per cent of young carers could be eligible for free school meals, so already attract the pupil premium.</p><p> </p><p>We will continue to encourage schools to use the resources that are already freely available to them and to make links to their local young carers support group.</p><p> </p>

	answer	answer answer text <p>We are supporting and encouraging the Metals Sector, through the Metals Forum (an umbrella group of Trade Associations), on the development of a Metals Strategy; this will bring Metals into line with other important Foundation Industries such as Electronics and Chemicals which have already published strategies. This is expected to be published by the Metals Sector next spring.</p><p> </p><p> </p><p> </p><p>The Steel industry is strong in the UK, having achieved 23% growth in output since 2010[1], and has a sustainable long term future. High technology industries such as aerospace, automotive and construction all require high value, continually improving steel products in order to remain competitive.</p><p> </p><p> </p><p> </p><p>The Government works closely with the steel industry on a range of issues related to maintaining an internationally competitive steel sector in the UK. 	answer	answer answer text <p>The Secretary of State for Business, Innovation and Skills met the global head of Tata in India on 14th October, who re-affirmed his company's commitment to the British steel industry and to investing substantially in Port Talbot and strip steel.</p><p> </p><p> </p><p> </p><p>Working within EU rules, we are implementing a £7billion package of measures to address energy costs including £3billion to compensate energy intensive businesses for the impact of policy costs in their electricity bills.</p><p> </p><p> </p><p> </p><p>The Government has offered just over £12.7 million in funding through the Advanced Manufacturing Supply Chain Initiative (AMSCI) for the £22 million Proving Factory, which specialises in the industrialisation and low-volume production of advanced propulsion systems to automotive standards. Tata Steel is a key partner in this project, which is already producing commercial products.</p><p> </p><p> </p><p> </p><p>Rounds 1 to 5 of the RGF have supported 430 projects and programmes across England – allocating £2.9 billion of government support. We project this to deliver 573,000 jobs and £16 billion of private investment between now and the mid-2020s.</p><p> </p><p> </p><p> </p><p>The 2014 Budget doubled the annual investment allowance to £500,000 until the end of 2015. Government has also cut corporation tax from 28% to 21% - it will fall to 20% next year, the joint lowest rate in the G20, making Britain one of the most attractive places to invest and do business.</p><p> </p>

	answer	answer answer text <p>The Government remains committed to a healthy and growing steel industry in the UK and as part of this we are supporting the development of skills in the sector.</p><p> </p><p> </p><p> </p><p>We are funding over 100 postgraduate research students working on Tata projects, over 250 apprentices and directly offering over £2 million for direct training of staff.</p><p> </p><p> </p><p> </p><p>To boost the pool of potential engineers, Government is making a series of interventions, including £30 million in funding for employers to bid for to address engineering skills shortages in sectors with specific needs and an £18 million investment in a new National College at the Manufacturing Technology Centre in Coventry.</p><p> </p><p> </p><p> </p><p>Total numbers of apprentices starting apprenticeships in the Engineering and Manufacturing Sector stood at 42,520 in 2009/10 which grew to 66,410 in 2012/13.</p><p> </p><p> </p><p> </p>

	answer	answer answer text <p>The National Offender Management Service (NOMS) does not hold records of employees charged with all types of criminal activity.</p><p>Whilst the vast majority of its staff are honest and hard working, NOMS is committed to detecting, deterring and disrupting all corrupt behaviour by individuals working in prisons. A dedicated NOMS Corruption Prevention Unit was set up to ensure staff corruption is identified and tackled. As part of this work NOMS has compiled a central record of staff convicted of criminal offences which meet the NOMS definition of corruption.</p><p> </p><p>The NOMS definition is: Corruption occurs when a person in a position of authority or trust abuses their position for their or another person’s benefit or gain. This would include the misuse of their role in order to plan or commit a criminal act, or a deliberate failure to act to prevent criminal behaviour.</p><p> </p><p>The central record does not therefore include all types of criminality as not all offences meet the definition.</p><p> </p><p>There were 23 convictions for corruption-related offences during 2013. 	answer	answer answer text <p>Parties with no legal representation are not a new phenomenon in our courts. Judges are used to helping persons with no legal representation, including explaining procedures and what is expected of them. We have taken steps to help people who either want or have to represent themselves in court, particularly in the family court. On 23 October we announced further support for separating parents and court users in civil and family courts.</p><p>The new support will include:</p><p>· Improving online information so that it is accurate, engaging and easy to find.</p><p>· A new strategy, funded by the Ministry of Justice, and agreed with the legal and advice sectors which will help to increase legal and practical support for litigants in person in the civil and family courts.</p><p>· A new <em>‘Supporting separating parents in dispute helpline’</em> pilot run by the Children and Family Court Advisory and Support Service (Cafcass) to test a more joined-up and tailored out-of-court service.</p><p>This package of support will help provide separating couples and court users with the information, advice and guidance they need to help settle disputes in the most appropriate and proportionate way.</p><p> </p><p>However, it has not been possible to answer the question within the timeframe as the information is being assembled from a variety of sources, but I will write to the Honourable Member as soon as it is available. A copy of the letter will be placed in the House Library.</p><p> </p>

The outstanding number of cases in magistrates’ courts is published broken down by indictable only trial cases, either way trial cases, summary motoring cases and summary non-motoring cases from the quarter ending June 2012. This data set was created in April 2012 so data is not available prior to that date. Prior to this, completed proceedings were published for magistrates’ courts. The data does not distinguish between trial cases still awaiting their trial and those who have either pleaded guilty or been convicted and are awaiting sentence. 	answer	answer answer text <p /> <p>The number of investigations into prison imams completed between 1 January 2010 and 30 June 2014 was 13, 9 of which resulted in disciplinary action. Figures have not been provided for individual years as the numbers in each year, other than 2013, are five or fewer. The detail cannot be provided to prevent identification or disclosure relating to individual cases. Similarly, information on the alleged breach of conduct and discipline is not being provided for the same reasons.</p><p> </p><p>There are 100 directly employed and also 120 sessional Muslim Chaplains. All employed Chaplains go through a robust recruitment process. Following a competency based application and panel sift there is a three part board consisting of sermon, role play and panel interview. A Chaplain also requires endorsement by their faith community - for Muslim Chaplains this would be the NOMS Muslim Adviser. Sessional Muslim Chaplains are required to have the appropriate Islamic credentials checked by our Muslim Adviser. A disciplinary investigation for an employed Chaplain follows the same process as that for any other NOMS employee.</p>

	answer	answer answer text <p>The Care Quality Commission (CQC) is the regulator of the Mental Health Act 1983. In their annual report for 2012-13 <em>Monitoring the Mental Health Act in 2012/13</em>, published in January 2014, the CQC noted concerns raised by the House of Commons Health Committee over whether the Act’s powers of detention were being used improperly to access services. They said they found no direct evidence of unlawful practice.</p><p> </p><p> </p><p> </p><p>On 22 August 2014, the CQC published a series of reports relating to its inspection in May 2014 of services provided by Camden and Islington NHS Foundation Trust. The CQC found that that bed occupancy at the Trust averaged 96.4% between October and December last year, compared to the average of 85.9% across England. CQC inspectors were told that the pressures on beds meant that most new admissions to inpatient beds were people detained under the Act.</p><p> </p><p> </p><p> </p><p>The CQC’s annual report on the Act for 2013-14 is expected to be published early in 2015.</p><p> </p><p> </p><p> </p>
