It is the role of the Department for International Development to work with such bodies. The airline that had proposed operating direct services, Gambia Bird Airlines, were invited to make representations to the Department for Transport and these are currently under consideration. I recently met the Sierra Leone Minister of Transport and Aviation, Hon.
