Ministerial guidance has been provided for Electoral Registration Officers (EROs) which sets out the framework for administering this process.</p><p>The Commission is currently producing a guide to support anyone interested in promoting electoral registration. This guide will make clear that any individual who does not have a National Insurance Number should be directed to their ERO for advice on what they need to do to register.</p> more like this

I have asked IPSA to reply.</p><p><em>Letter from Marcial Boo, October 2014:</em></p><p>As Chief Executive of the Independent Parliamentary Standards Authority, I have been asked to reply to your Parliamentary Question asking about IPSA's consultation on the staffing expenditure budget.</p><p>IPSA last consulted the public and MPs on the composition of the staffing expenditure budget in November 2011. We asked on what basis we should calculate the staffing expenditure budget and whether we should take into account factors such as the relative deprivation of the constituency. The relevant consultation question received 45 responses, four of which mentioned interns. All of our public consultations and the responses are available on our website <a href="http://www.parliamentarystandards.org.uk/" target="_blank">www.parliamentarystandards.org.uk</a></p><p>Following the consultation, for 2012-13 we increased MPs’ staffing expenditure budgets by 19% for non-London Area MPs and 25 per cent for London Area MPs.</p><p>We have reviewed the level of the staffing expenditure budget as part of subsequent annual reviews and further increased the budget by 1 per cent this year. For 2014-15 the budget is £138,600 for non-London Area MPs and £145,500 for London Area MPs.</p><p> </p>

star this property answer text <p>The Modern Slavery Operational Leads meeting is held monthly and is chaired by myself. <br>The purpose of the meeting is to engage with law enforcement agencies to ensurethat effective investigations are carried out which can lead to successful prosecutionsand it is an opportunity for law enforcement agencies to update the Home Office on recent operations to tackle modern slavery.<br><br>The following organisations are invited to attend the meeting:<br>• Home Office officials including from the Modern Slavery Unit, UK Border <br>Force, Immigration Enforcement, and Strategy &amp; Delivery Unit;<br>• Cabinet Office officials;<br>• College of Policing;<br>• Crown Prosecution Service;<br>• Gangmasters Licensing Authority;<br>• GCHQ;<br>• HMRC officials;<br>• Metropolitan Police Service – Human Trafficking and Kidnap Unit;<br>• National Crime Agency;<br>• National Policing Lead for Modern Slavery.<br><br>The most recent meeting took place on 16 October, and the previous meeting was on 8 September. Due to the sensitive nature of the discussions, copies of the minutes will not be published.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The Home Office is responsible for the legislative framework for the sex offender notification requirements, and the list of qualifying offences is kept under review.<br><br>Convicted stalkers are already captured on the Police National Computer. The Home Secretary has established a National Oversight Group to ensure recommendations from HMIC’s Review into domestic abuse are acted upon. This includes work to improve data collection and data sharing on serial abusers. In addition, the Home Office consultation on strengthening the law on domestic abuse closed on 15 October. We are currently considering the responses and we will consider all of the issues raised in order to determine next steps to offer the best possible protection for victims.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>Convicted stalkers are already captured on the Police National Computer. We need to make better use of existing databases and improve connectivity and information sharing rather than creating new databases or registers for each and every offence. We are working with the police and Crown Prosecution Service to raise awareness and improve professional knowledge. Since October 2012 the College of Policing training package on investigating stalking effectively has been completed over 56,000 times by police. Over 1,500 Crown Prosecution Service (CPS) staff have completed training in stalking.<br><br>In addition, the Home Secretary has established a National Oversight Group to ensure recommendations from HMIC’s Review into domestic abuse are acted upon. star this property answer text <p>Council Decision 2007/533/JHA is legislative basis for governing the second generation of the Schengen Information System (SIS II) for the purposes of police and judicial co-operation in criminal matters. <br><br>The communication of relevant data to the issuing State under Article 37(3) will take place on the basis of centralised electronic forms. In the UK that will be coordinated by the National Crime Agency and will have a minimal impact on operational resources. <br><br>The Government makes no distinction between discreet checks and specific checks under Article 37(4) because, under the Police and Criminal Evidence Act 1984, UK authorities can only treat these alerts as discreet. However, if there has been a domestic offence committed, or the person is of interest to UK national security agencies, then the person would be dealt with under national legislation. <br><br>Article 38 provides that Member States shall enter data onto SISII on objects sought for seizure or use as evidence in criminal proceedings. For the UK, SISII will be integrated into the Police National Computer (PNC) infrastructure and will allow officers easy access to create and check lost and stolen objects subject to SISII alerts. Article 39 provides that when a SISII search identifies a &quot;hit&quot; i.e. the database shows that the object has been located, the relevant authority should be contacted in order to agree on next steps. <br>This will be coordinated by the NCA.</p><p> </p><p> </p><p> </p>
