An action plan to address the recommendations in the report will be agreed by 11 August. Plans to make changes to the configuration of the healthcare unit to address the provision of appropriate accommodation for those with mental health or behavioural problems are under discussion with the new healthcare provider at Harmondsworth. This is in advance of the transfer of healthcare commissioning to NHS England on 1 September. Individuals who claim to be under the age of 18 following their detention are managed in accordance with Detention Services Order 14/2012 for the care and management of age dispute cases. This sets out the policy and procedures to follow in individual cases where there is a lack of physical or definitive documentary evidence to prove the person is under the age of 18. Robust powers are alreadyavailable under existing drugs legislation to disrupt the sale of new psychoactivesubstances, including over the internet. So far, the Government has banned over 350 new psychoactive substances under the Misuse of Drugs Act 1971. In addition so-called ‘legal highs’ are often found to contain substances already banned in the UK. We have published guidance for local authorities and Trading Standards on a range of legislative tools available to tackle the visible trade including in ‘head-shops’. This includes information on the Intoxicating Substances (Supply) Act 1985 which makes it an offence for a person to supply a substance that is not already controlled under the Misuse of Drugs Act 1971, to a person under the age of 18 if they know or have reasonable cause to believe that the substance is likely to be inhaled by that person, for the purpose of causing intoxication. Last year two ‘legal-high’ sellers were successfully prosecuted using this legislation. The Minister for Crime Prevention is currently leading an expert review to look at how the UK’s response to new psychoactive substances can be enhanced to ensure that law enforcement agencies have the best available powers and send out clearest possible message that the trade in these substances is reckless. question text	To ask the Secretary of State for the Home Department, what steps her Department is taking to deter and punish the perpetrators of cyber-crime attacks on UK businesses.

answer	answer is ministerial correction date of answer 21/07/2014 answer text <p> </p><p> </p><p>Combating cyber crime is a core part of the National Cyber Security Strategy, <br>which is underpinned by the National Cyber Security Programme (NCSP) and £860 <br>million of investment over five years. The Government has so far committed £70 <br>million of NCSP funding to build law enforcement capabilities to tackle cyber <br>crime. This includes the establishment of the National Cyber Crime Unit in the <br>National Crime Agency (NCA), and cyber teams within each of the Regional <br>Organised Crime Units across England and Wales. We are also developing the <br>capability and awareness of local police forces. The NCA has led efforts to <br>arrest and disrupt cyber criminals, including warning individuals who may have <br>access to malicious software that they are known to the agency and that any <br>movement into criminality will result in action. NCSP also funds the Action <br>Fraud, the national reporting service for fraud and financially motivated cyber <br>crime, and the National Fraud Intellligence Bureau. Both of these are run by <br>the City of London Police, the country’s national lead force for fraud <br>investigations. My Rt. Hon. Friend, the Home Secretary, visited the City of <br>London Police earlier this month with the Member for Hove and Portslade in <br>order to see the good work that the force is doing. <br><br>In addition, the Government has introduced a new offence as part of the Serious <br>Crime Bill to capture cyber attacks which cause, or create a significant risk <br>of, serious damage. This will ensure that serious cyber attacks carry <br>sentences that reflect the impact they can have. Where cyber attacks result in <br>loss of life or serious damage to national security, the maximum sentence will <br>be life imprisonment.
