answer	answer is ministerial correction date of answer 22/07/2014 answer text <p>In general, firms which are established outside the UK and which carry on a regulated activity in the UK require permission from the Financial Conduct Authority (FCA) and come under FCA supervision.</p><p> </p><p>Consumer credit firms and peer-to-peer platforms which are established outside the UK but within the European Economic Area (EEA) may only provide services in the UK without permission from the FCA if they do so as an ‘information society services’ (ISS) under the Electronic Commerce Directive. This followed an earlier review of barriers to entry published in March 2013.</p><p> </p><p> </p><p>The PRA published its Annual Report and Accounts 2014 in June, which included details of the number of banks and insurance firms authorised between 1 April 2013 and 28 February 2014.
