	answer	answer is ministerial correction date of answer 01/09/2014 answer text <p> </p><p>11 convictions were secured in 2013/14 and 16 prosecutions were completed in 2013/14 (including those with convictions).</p><p> </p><p> </p><p> </p><p>The Serious Fraud Office (SFO) investigates and, where appropriate, prosecutes cases of serious or complex fraud (including cases of domestic or overseas bribery and corruption) which, in the opinion of the Director of the SFO, call for the multi-disciplinary approach and legislative powers available to the SFO. Since April 2012, the SFO’s caseload has been recalibrated so that it is taking on fewer and more complex cases, as envisaged by the Roskill model.</p><p> </p><p> </p><p> </p><p>The SFO’s Intelligence Unit will assess all matters referred to the SFO whether by the public, the police or other agencies or organisations and refer those considered suitable for acceptance to a Case Evaluation Board before submission to the Director for his decision to open a criminal investigation under the Criminal Justice Act 1987.</p><p> </p><p> </p><p> </p><p>SFO investigations are complex, and this can sometimes lead to investigations merging or splitting into different parts. One of the tools available is the 'Finance and Support Finder;' a searchable database of publicly-backed sources of finance and business support. The website www.greatbusiness.gov.uk also provides support and advice for anyone trying to start or grow a business.</p><p>In addition to on-line support, the Business Support Helpline is available to provide a quick response on queries about starting a business, or a personalised and in-depth advice service for more complex needs.</p><p>North Yorkshire has benefitted from a number of support schemes. The Start-Up Loan Scheme has provided business advice and 629 loans with a value of £3.3 million to people starting a business. The OIA can review complaints made by students against Higher Education Institutions if they remain unresolved, once a student has completed the institution's own complaints procedures. This may include, for example, complaints from students about unfair treatment by university staff. The service is free of charge to students.</p><p> </p><p>Separate arrangements are in place in Scotland and Northern Ireland.There are, however, some complaints that OIA cannot consider. These relate to concerns about admission to a university and to academic judgement. Any advisory committee that is classified as a Non-Departmental Public Body (NDPB) is also subject to <em>formal Cabinet Office procedures including a full triennial review. </em></p><p><em> </em></p><p> </p><p>CoPSAC is underpinned by The Principles of Scientific Advice to Government', published in 2010 (Annex A to CoPSAC), and the ‘Nolan' principles for public life (the “Seven Principles of Public Life” (Annex C).</p><p> </p><p> </p><p>The principles “provide a foundation on which independent scientific advisers and government departments should base their operations and interactions”. Members are also expected to abide by the Nolan Principles, which include the principles of objectivity and accountability.</p><p> </p><p> </p><p>Any “issues of concern over the application of the Principles, or other guidance” should be raised to the Chief Scientific Adviser. “If the matter of concern cannot be effectively resolved or is especially serious CSAs should approach the Government Chief Scientific Adviser (GCSA) and Ministers should approach the GCSA and the Minister for Science.
