Rights of way are the primary means by which people access the countryside and engage in outdoor recreation, which is good for health and well-being and good for the economy.</p><p> </p><p> </p><p> </p><p>Maintenance of rights of way is the statutory responsibility of local authorities. The North York Moors National Park Authority is an independent body and its agreements with local authorities are for it to decide.
