	answer	answer is ministerial correction date of answer 12/05/2014 answer text <p> </p><p>‘Hope Not Hate' has not received any financial support from the Department for Communities and Local Government.</p><p>This Department provided Searchlight Educational Trust, a registered charity, with a grant of £66,000 in the financial year 2012-13 to establish community partnerships to foster integration in four neighbourhoods.</p><p>Following completion of the project, Searchlight Educational Trust changed their name to Hope Not Hate Educational Ltd. We monitored progress with the project closely and are satisfied that the funding for Searchlight Educational Trust was used for purposes outlined in the funding agreement and that no funding was used for party political campaigning. Conditions in the funding agreement prevent funds being spent on political campaigning. Furthermore, an organisation that exists for political purposes would not meet the criteria for charitable status - so we would be unable to award them grant under the Charities Act 2006.</p><p>I am aware that it has been claimed that the Department has funded campaigning by Hope not Hate against a certain political party. These were Fire Brigades Union proposals which the Government had not taken a view on.</p><p>My letter to the General Secretary of the Fire Brigades Union of 23 April said “we are now considering this proposal across Government. While we are not yet in a position to respond positively to your suggested changes, I will inform you of the outcome of those deliberations as soon as possible”. I had also been clear with the Fire Brigades Union leadership that it was only possible to consider such proposals during a period when strike action was in abeyance. These new homes are helping to address the country's housing need regardless of tenure. Developers seeking to convert an office to a residential property are required to seek prior approval from the local planning authority. A survey by Estates Gazette has found that there were more than 2,250 applications for change of use from office to residential in the first six months since the change was introduced. Some of these developments are, in themselves, each set to deliver more than 100 homes. Statutory guidance on how that can be achieved is contained in <em>Approved Document M (Access to and use of buildings)</em>. The building control body is responsible for ensuring that relevant building work complies with this requirement.</p><p> </p><p>Provisions in the Equality Act 2010 require employers and those providing a service to the public or carrying out a public function to make a “reasonable adjustment”, so that disabled people are not placed at a “substantial disadvantage” compared to non-disabled people. Ultimately, only a court can decide what is “reasonable” in any particular case. However, Part 4 of the Equality Act 2010 (Disability) Regulations 2010, prescribes circumstances in which it is not reasonable for such a body to remove or alter a physical feature which was provided in or in connection with a building to assist with access to the building or the use of facilities and which satisfy the relevant design standard. PHE's response to the article was published on-line on 30 April 2014 and can be found here:</p><p> </p><p>www.bmj.com/content/348/bmj.g2728?tab=responses</p><p> </p><p>PHE's response to the BMJ article states that the conclusion of the report that risks from the process of shale gas extraction will be low if operations are properly run and regulated was a considered judgement. PHE has identified those aspects of operations that are considered to pose the greatest risks. PHE has made a number of recommendations for the control of risks, as have others. If shale gas extraction does take place, PHE will work with regulators to help ensure that environmental monitoring and health surveillance programmes are implemented appropriately. PHE agrees with Kovats <em>et al</em><sup> </sup>(Lancet 383, 757-8; 2014) on the potential for Health Impact Assessments (HIA) to play a role in informing policy and local planning processes, considering all issues associated with shale gas extraction which may affect health, including Green House Gas emissions and climate change. This review, published in October 2013, took account of available information published up to 2012. It is being updated to take account of new information.</p><p> </p><p>The review was conducted in response to requests to provide specialist advice to those responsible for public health protection, including local authorities and regulators. The review concluded that the risks to public health from exposure to emissions from shale gas extraction are low if operations are properly run and regulated. The Department for Education is continually refining the academy conversion process. This information is published in the ‘Schools, Pupils and their Characteristics, January 2013' Statistical First Release[1]. Identifying pupils who are eligible for but not claiming free school meals is more difficult.</p><p> </p><p>The Department has published a research paper – ‘Pupils not claiming free school meals: 2013'[2] – which presents estimates of the numbers and proportions of pupils who are entitled to receive free school meals but are not claiming. The paper compares registration rates for children aged between four and 15 and highlights regions and local authorities where under-registration rates are high. A table showing under registration rates by local authority can be found in the annex.</p><p> </p><p>The Department has developed a free school meals Eligibility Checking System (ECS). The ECS enables local authorities to check very quickly and determine whether a parent can claim free school meals by linking benefits information from DWP, HMRC and the Home Office. It represents a significant achievement in reducing bureaucracy and cost for local authorities and encouraging more parents to sign up their children for a free school lunch. The ECS has been extended to allow parents to check their own eligibility, and to apply online, for free school meals. The study helpfully considers ways and strategies to assist teachers identify reading problems and dyslexia for deaf children. It is for schools and professionals working with deaf children to consider the significance of the findings and how it informs their practice in identifying and supporting children with hearing loss.</p><p>Through the Children and Families Act 2014, the Government aims to improve support for children with special educational needs and disability (SEND) including deaf children. Attendance levels for many of these pupils are unacceptably low. In 2012/13, the overall absence rate for Gypsy / Roma pupils (15.3%) was around three times the national rate for all pupils (5.3%) and for Traveller of Irish Heritage pupils, was around four times the national rate (21.4%). Poor attendance at school is a real barrier to improving attainment for this group of pupils and there is an urgent need for improvement. GRT families, stakeholder groups, schools and local authorities – working in partnership – have an important role to play in fostering the highest expectations when it comes to attendance so that all GRT children can benefit from their full educational entitlement.</p><p>The Government is investing £2.5 billion in the pupil premium this year to improve the attainment of pupils from low-income families and so improve their future life chances. Most GRT pupils are benefiting from the pupil premium on the basis of their economic circumstances. In 2013, three quarters of Traveller of Irish Heritage and 60% of Gypsy / Roma pupils attracted pupil premium funding.
