Within agreed budgets, the review has sought to ensure funding is redirected in support of qualifications which are high quality, demanded by learners and valued by employers. The Agency has removed these low quality qualifications from the scope of public funding to ensure we only fund those vocational qualifications which are recognised by employers and enable someone to be employable in a particular occupation or sector. The goal is to promote both the skills development and employability of participants.</p> more like this

Those identified as having a skill need will be referred on a mandatory basis to Maths or English training.</p><p> </p><p>It is projected 10,000 JSA claimants will be referred to learning. star this property answer text <p> </p><p> </p><p>The department does not publish information on the number of people claiming Jobseeker's Allowance who lack basic skills in English, Mathematics and IT.</p><p> </p><p>Where a claimant's lack of skills is a barrier to them finding work, Work Coaches will make a referral either for an in-depth skills assessment with a training provider or direct to the most appropriate training.</p><p> </p><p>Table 1 below shows the highest level of learning undertaken by JSA benefit claimants in the first half of the 2012/13 academic year (August 2012 to January 2013) for claimants studying at Level 2 or below.</p><p> </p><p>Figures are estimated based on learning data held by BIS taken from the Individualised Learner Records (LIR) dataset matched to benefits administrative data held by the DWP. Claimants studying English and Maths have been grouped together, while claimants studying ICT are part of the ‘Other' category.</p><p> </p><p>DWP does not currently have equivalent data for the academic years prior to 2012/13. star this property answer text <p> </p><p>(a) There are a number of schemes where borough councils can apply for funding towards their own costs in dealing with flooding and these are listed below.</p><p> </p><p>The Bellwin Scheme of emergency financial assistance (funding to help Local Authorities in the emergency phase of the flooding to protect lives or property) – through the Department for Communities and Local Government.</p><p> </p><p> </p><p> </p><p>Funding for repair of damages to roads (hit by weather damage) – through the Department for Transport</p><p> </p><p> </p><p> </p><p>The business support scheme (hardship funding for SME businesses in areas affected by the floods) – through the Department for Business, Innovation and Skills</p><p> </p><p> </p><p> </p><p>(b) Borough councils can also apply for funding towards the cost of flood protection schemes from Flood Defence Grant in Aid through the Environment Agency. Second tier local authorities including Borough Councils can apply for capital grants towards flood and coastal erosion risk management projects. Where there are two tiers of local government, local authorities should work together to decide which authority is best placed to lead in different circumstances.</p><p> </p>
