HMCTS is considering its options. answer	answer is ministerial correction date of answer 07/05/2014 answer text <p> </p><p> </p><p> </p><p> </p><p>Section 5 of the Domestic Violence, Crime and Victims Act 2004 was enacted to deal with the situation where it was clear that one of a number of members of a household was responsible for the death of a child or vulnerable adult in that household but it could not be proved which one.</p><p> </p><p>This Government is committed to protecting the rights of children and vulnerable adults. Since 2010 those who commit a serious offence are more likely to go to prison and go for longer.
