answer	answer is ministerial correction date of answer 25/02/2015 answer text <p>When buying products and services we always seek best value for taxpayers' money and find savings were possible.</p><p> </p><p>Please refer to Annex A for the answer.</p><p> </p><p>I can confirm that 24 contracts worth more then 5 million have been signed since 1 September 2014.</p><p> </p><p>The Transforming Rehabilitation Programme successfully signed 21 contracts to run probation services for low and medium risk offenders across the whole of England and Wales in December 2014. These services replace the previous delivery of these services to low and medium risk offenders from probation trusts and will now also provide &quot;through the gate&quot; support and services to offenders serving sentences of less than 1 year. The contracts include a payment by results element to reward providers who are successful at reducing reoffending rates.</p><p> </p><p> </p><p>The contracts are for 7 years with a further 3 year extension option and an exit period available at the discretion of the Authority. The values stated for the Transforming Rehabilitation contracts are estimates based on a 7 year contract term. A range of values is provided indicating the value of the contract with no Payment by Results payable and with all available Payment by Results payable to the suppliers. Immediate changes have already been ordered to tighten up the system as a matter of urgency. Prisoners will no longer be transferred to open conditions or allowed out on temporary release if they have previously absconded, escaped, or attempted to do either.</p><p> </p><p>My officials are currently working to provide the information requested. Fewer young people have entered the criminal justice system, and as a result fewer young people have ended up in custody. This has allowed excess capacity in the youth secure estate to be decommissioned.</p><p> </p><p>The Table below shows the (a) capacity and (b) population of each Secure Children's Home, Secure Training Centre and under-18 Young Offender Institution at the end of February in 2010, 2011, 2012, and 2013 and at the end of January in 2014 (this is the latest available published data for 2014). This relates to either the last Friday of the month in question, or the first Friday of the following month, depending on which is closest to final day of the month. Data for the end of February therefore offers the closest available published data to 1 March.</p><p> </p><p>The “capacity” figure relates to the number of beds available, allowing for any “out of commission” beds due to for example, damage to rooms or contractual changes.</p><p> </p><p>This information comes from the Youth Justice Board's Secure Accommodation Clearing House System (SACHS) database and eAsset database. The January 2014 database is provisional.
