answer	answer is ministerial correction date of answer 31/01/2018 answer text <p>The National Institute for Health and Care Excellence (NICE) is the independent body responsible for providing guidance on the prevention and treatment of ill health and the promotion of good health and social care. NICE has published clinical guidelines on the diagnosis and management of autism in adults and children and young people (under the age of 19) and on the diagnosis and management of attention deficit hyperactivity disorder (ADHD) in children over three years, young people and adults. These guidelines aim to improve the diagnosis of people with these conditions as well as improving the quality of care and support they receive.</p><p> </p><p>We expect clinical commissioning groups to take account of clinical guidelines published by NICE when commissioning services for their local populations. Whilst clinical guidelines are not mandatory, adherence to them will support improvements in the quality of care and services.</p><p> </p><p>NHS England is developing new mental health pathways for adults, children and young people with mental health diagnoses and co-morbid neurodevelopmental disorders. The Fund is working closely with DFID policy and Transparency teams, benefiting from their experience and expertise and the International Aid Transparency Initiative to ensure it meets standards for transparency.</p><p>The Fund has already begun working towards this target, publishing its first Annual Review in 2017, alongside a data release on spend for 2016/17. The Fund was announced in the 2015 Strategic Defence and Security Review; no further allocations have been made beyond the initial £1.2bn allocated over the Fund’s six year lifetime. The Fund is managed and led by the National Security Secretariat in Cabinet Office. The review concluded that reducing the affordability of alcohol is the most effective way of reducing alcohol harm, including hospital admissions and deaths, and targeted pricing measures are particularly effective at reducing harm in those groups most at risk.</p><p> </p><p>The review also found that targeting price increases at the cheapest alcohol is very effective and cost-effective and is able to substantially reduce harm in heavy drinkers without affecting moderate drinkers or the price of alcohol sold in pubs and bars. Modelling studies by the University of Sheffield on the impact of minimum unit price was shown to have a positive impact in closing the health inequalities gap between those in the highest and those in the lowest socioeconomic groups.
