answer	answer is ministerial correction date of answer 09/04/2019 answer text <p>Animal experiments at the Defence Science and Technology Laboratory (Dstl) at Porton Down are conducted under the terms of the Animals (Scientific Procedures) Act (ASPA) 1986 and are licensed by the Home Office. The Ministry of Defence (MOD) does not conduct animal experiments for the development or testing of offensive weapons, and the Home Office does not grant licences for these purposes. Dstl fully complies with the ASPA.</p><p>Animals are used in experiments for the development of new vaccines, treatments or medical procedures - results of the research using animals at Dstl Porton Down will not only save the lives of UK service personnel but can also benefit civilians. It is MOD policy that all medical products for use by service personnel are licensed in the same way as any other pharmaceutical drug. Dstl's remit to provide safe and effective countermeasures requires some testing in animals in order to meet regulatory requirements.</p><p>Dstl Porton Down currently uses less than half of one per cent of the total number of animals used in experimentation in the UK, and works to the animal welfare standards set out in the Guidance on the Operation of the ASPA, and the Code of Practice for the housing and care of animals bred, supplied or used for scientific purposes. Some patients may also be seen in more local services, commissioned by clinical commissioning groups, including rheumatology, physiotherapy, and dermatology. NHS England also commissions a Complex EDS service through two expert centres that ensures accurate diagnosis for patients where this has been difficult. The Complex EDS service provides management plans for local care providers and communicates which allows the local health care professionals to implement the recommendations and monitor the patient’s progress.</p><p> </p><p>We currently do not hold figures on the number of EDS diagnosis made in each of the last five years. answer	answer is ministerial correction date of answer 28/03/2019 answer text <p>The Government recognises that climate change is one of the most urgent and pressing challenges we face today, which is why we have set out ambitious plans in our Clean Growth Strategy to reduce emissions through the 2020s.</p><p> </p><p>The Strategy builds on the UK’s impressive progress to date; between 1990 and 2017, the UK reduced its emissions by over 40 per cent while growing the economy by more than two thirds – the best performance in the G7 on a per person basis.</p><p> </p><p>In addition to our ambitious policies and proposals in the Clean Growth Strategy, we have commissioned the Committee on Climate Change to provide advice on the implications of the Paris Agreement for the UK’s long-term emissions reduction targets, including on setting a net zero target. The UK regularly raises our concerns with the Nicaraguan Government. Service users who have a complaint are encouraged to inform their providers who will work directly with them to resolve it. Each provider holds their own complaints data. We have already introduced the Severe Conditions Criteria for Employment and Support Allowance (ESA)/Universal Credit (UC) claimants who have the most severe and lifelong health conditions. As well as providing ongoing awards with light touch review at ten years for Personal Independence Payment (PIP) claimants with the highest needs, where those needs will not improve.</p><p> </p><p>I do consider there are potential merits, and the Department recently announced our intention to create an integrated service for PIP and Work Capability Assessments to join up processes around the assessments. This will streamline the customer journey, enabling more user-friendly and joined-up benefit systems. Going further we will also test the feasibility of using a single assessment to determine eligibility for PIP or capability for work within UC/ESA where claims are initially made for both benefits. answer	answer is ministerial correction date of answer 19/02/2019 answer text <p>Since 16 January 2019 claimants who are in receipt of the Severe Disability Premium or who have been entitled to an award of an existing benefit that included SDP in the previous month, and who have continued to meet the SDP eligibility conditions, have been prevented from moving onto Universal Credit if they experience a change in circumstances. Instead, these claimants will continue to claim legacy benefits until DWP move them onto UC where transitional protection will be available, thereby safeguarding their existing benefit entitlement.</p><p> </p><p>We will begin to pilot the processes for moving claimants on to Universal credit in July 2019 on a small scale.
