answer text <p>As the independent inspectorate of constabulary has made clear, there is no simple link between resource levels - including the number of officers - and crime levels. What matters is how officers are deployed, not how many of them there are.</p><p> </p><p>Ultimately, decisions on the size and composition of a police force’s workforce are for individual chief officers and Police and Crime Commissioners (PCCs). The independent inspectorate of constabulary’s latest Valuing the Police report (from July 2014) highlights that forces are balancing their books while protecting the frontline and delivering reductions in crime.<br><br>The Government is conducting a fundamental review of the Police Allocation Formula (PAF). The first phase of this work, an internal analytical review, is already underway. A precise timescale for implementation of revised funding arrangements has yet to be determined. However, this will not be until 2016/17 at the earliest. We will consult with the full range of partners at an appropriate point in the development of this work.</p><p> </p>

Data for students under the age of 19 is compiled by the Department for Education (DfE); data for students aged 19 or over is compiled by the Department for Business, Innovation and Skills (BIS). To provide a more detailed breakdown of class sizes would incur disproportionate costs.</p><p>The latest published data on class sizes can be accessed at: <a href="http://3dcpri-papp09/new_parliamentaryquestion/209816-%20Michael%20Dugher/Draft/www.gov.uk/government/statistics/schools-pupils-and-their-characteristics-january-2014" target="_blank">www.gov.uk/government/statistics/schools-pupils-and-their-characteristics-january-2014</a></p><p>Legislation imposes a limit of 30 pupils per school teacher on infant classes. Regulations permit this limit to be exceeded in certain limited circumstances, for example, to admit the child of UK service personnel, or a looked after or previously looked after child, outside the normal admissions round. There is no statutory limit on class sizes for the junior and secondary phases of education. It is probable that some of the large class sizes reported above relate to times of day such as assembly when children were legitimately in groups of more than 30 and the Department for Education is working with schools and local authorities to better understand this.</p><p> </p>
