We have translated the Protocol into French, Spanish, Bosnian and Arabic to ensure it is as widely used as possible. We are developing a set of training materials to support its use, regional training modules on how to implement the Protocol in different local contexts, and a series of bespoke training packages. This includes developing long-term training, mentoring and support programmes on documentation and investigation in the Democratic Republic of the Congo; providing financial support to the Non-Governmental Organisation (NGO) Casa de La Mujer to implement the Protocol in Colombia; planning a year-long training project for local human rights NGOs and lawyers in Nepal and hosting launch events in Bosnia to raise the profile of the Protocol amongst government, judicial and NGO partners. answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>Our new fuel poverty target will focus on improving the energy efficiency of all fuel poor households, including children in poor households. We will be starting with the most inefficient and coldest homes first.</p><p>We have a strong package of policies already delivering assistance and making steps to help those in need. Under our current plans from April 2018, domestic and non-domestic privately rented property will need to meet a minimum standard, which we have proposed to be an E EPC rating.</p><p>Meanwhile, we continue to provide help to the most vulnerable by supporting over 2 million households a year with the Warm Home Discount as well as providing Winter Fuel Payments of up to £300.</p><p>We also have in place the Big Energy Saving Network which is providing outreach to consumers, helping them understand tariffs and switching options as well as how they could benefit from energy efficiency programmes available to them.</p><p>Our Energy Company Obligation (ECO) funds efficient boilers and insulation measures to low income and vulnerable households is now guaranteed until at least 2017. Those discussions included how we could help to foster growth in the agricultural sector in ways that will benefit poor farmers. I visited sites where DFID is supporting initiatives to do this.</p><p> </p><p> </p><p> </p><p>In Ghana, DFID has three projects whose primary aim is to enable poor farmers to earn more income. One is centred on two irrigation schemes that will benefit thousands of small-scale farmers. Another is an investment fund to help agricultural businesses. The third provides support to improve the way that markets work for poor people, concentrating on six agricultural products.
