answer	answer is ministerial correction date of answer 10/12/2020 answer text <p>The UK has been at the forefront, liaising closely with the United Nations (UN) and partners, in calling for immediate, free and unfettered humanitarian access across Tigray, in line with the guiding principles laid down by UN Office for the Coordination of Humanitarian Affairs (OCHA). The UK worked with the UN to develop these guidelines and they have been shared with the Government of Ethiopia. We are extremely concerned that humanitarian agencies, including the United Nations High Commissioner for Refugees (UNHCR), do not have access to refugee camps in Tigray. This means we lack an understanding of the humanitarian and protection context in camps and refugee hosting areas.</p><p>We are encouraged that a UN assessment mission was able to access Tigray on 7 December. The mission must be able to work without hindrance and in turn it must facilitate the timely supply of humanitarian support to those who need it including to civilians in contested areas. We will work with the UN to monitor access and humanitarian delivery and the degree to which the UN's guiding principles are adhered to. The UK has, alongside international partners, called on all sides to ensure the protection of civilians and for respect for human rights. We oppose discrimination against minorities because of caste, religion or belief. I speak regularly to my opposite number in the Ministry of External Affairs in New Delhi and the Indian High Commissioner in the UK, and raise concerns where we have them.</p><p>The British High Commission in New Delhi regularly meets minority representatives and runs projects promoting minority rights. In 2016-18, we funded a project in Uttar Pradesh empowering 400 Dalit human rights defenders to challenge discrimination and violence against Dalit women. We are gravely concerned over allegations of atrocities and violations; we call for transparency and accountability to be delivered for such incidents. We have repeatedly called for civilians to be protected, including in conversations with both parties to the conflict. The UK's longstanding position is that determining whether a situation amounts to genocide is an issue for competent national and international courts, not governments: our focus is on seeing an end to violence. answer	answer is ministerial correction date of answer 14/12/2020 answer text <p>The Government condemns the appalling terrorist attack on Nigerian civilians in Borno State on 28 November in which many were killed and others wounded or abducted. Our thoughts are with the victims and the families of those affected. On 30 November, the Foreign Secretary publicly expressed his condolences, and the Minister for Africa called for the immediate release of all those abducted. The UK led international condemnation at the UN following this attack, and was penholder of a UN Security Council press statement.</p><p>We are aware that Boko Haram has claimed responsibility for the attack. We call on the Nigerian authorities to investigate and hold those responsible to account. In line with international law, states retain the primary responsibility to prosecute crimes within their national jurisdiction. The International Criminal Court is a court of last resort. Terrorist groups, including Boko Haram, have caused immense suffering to communities in North East Nigeria.
