<p>The Office of Rail and Road (ORR) is responsible for determining the efficient
cost of Network Rail’s CP5 enhancement schemes, not the Department for Transport.</p><p>
</p><p>As explained in my previous response to the Honourable Member for Nottingham
South, the ORR publishes quarterly updates on the enhancements cost adjustment mechanism
(ECAM) process. This includes information about efficiencies identified on specific
schemes through the ECAM process. For example, the ORR recently published ECAM findings
on Reading Station area redevelopment, Great Western electrification and Midland Main
