answer	answer is ministerial correction date of answer 20/07/2016 answer text <p>The Government has fundamentally reformed regulation of the consumer credit market, which includes the credit card sector. Consumer credit regulation transferred from the Office of Fair Trading (OFT) to the Financial Conduct Authority (FCA) on 1 April 2014.</p><p> </p><p>The FCA is currently undertaking a thorough review of the credit card market through its ‘credit card market study’. The market study is investigating three areas, one of which is the extent of unaffordable credit card debt. On 3 November 2015 the FCA published its interim report which found that the market was working reasonably well for most customers. However, the FCA expressed concern about the scale of potentially problematic debt in this sector, and the incentives for firms to manage this.</p><p> </p><p>The interim report also included the FCA’s early thinking on potential remedies which include measures to give consumers more control over their credit limits, measures to encourage customers to pay off debt quicker when they can afford to, and proposals that firms do more to identify earlier those consumers who may be struggling to repay and take action to help them manage their repayments. The Government currently has no plans to make an assessment of the potential merits of a programme to introduce more oysters to the waters around England.</p><p> </p><p>Oyster restoration schemes currently underway in the UK include the Chichester Harbour Oyster Partnership Initiative, the Essex Native Oyster Regeneration Initiative, and an initiative in the Solent led by the Blue Marine Foundation.</p><p> </p><p>In 2005, Defra and Seafish commissioned Cefas to produce a feasibility study of native oyster (<em>Ostrea edulis</em>) stock regeneration in the UK. The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) welcomed the International Criminal Court’s action in the case against LRA Commander, Dominic Ongwen and encourage the international community to work together to bring all perpetrators to justice.</p><p><br>The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) was alarmed at the LRA’s increase in activities across eastern Central African Republic this year. Those attacks have involved looting, violence against civilians, destruction of property and abductions. <br> <br>The African Union’s Regional Task Force remains the best tool the international community has to defeat the LRA and the former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) welcomed the extension of the operation to May 2017. The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) discussed these issues with Zimbabwean Finance Minister Patrick Chinamasa on 5 July. He also raised the economic situation and land reform policy, which have a direct impact on Zimbabwe’s agricultural capabilities. The UK’s Livelihoods and Food Security Programme is providing over 130,000 farmers with training in the application of new agricultural technologies and management practices in crop and livestock production, including promoting the production of bio-fortified food crops.
