Jobseekers claiming Jobseekers Allowance are not required to apply for zero-hours contract vacancies, they will not be sanctioned as a result of not applying. UC claimants who refuse to accept a zero hours contract job offer, without good reason, can be subject to a sanction. However a UC claimant will not be sanctioned for refusing to take a zero hours contract with an exclusivity clause.</p><p> </p><p>Universal Credit automatically adjusts benefit payments depending on the number of hours a person works – whatever the type of contract. Where Universal Credit claimants refuse to apply for a role, including a Zero Hours Contract role when mandated to do so or refuse to accept a job offer, they can be sanctioned. As of 30 September 2014 the Scheme had received 173 applications. During the first year of operation we had forecasted around 900 applications to the Scheme.</p><p> </p><p>The DMPS is funded by a levy on the insurance industry. The levy is intended to cover the cost of the Scheme in any one year, and we are not expecting to generate any under spend. answer	answer is ministerial correction date of answer 21/10/2014 answer text <p /> <p>In Universal Credit a claimant is gainfully self-employed where:</p><p>· They are carrying on a trade, profession or vocation as their main form of employment;</p><p>· Their earnings from the trade, profession or vocation are self-employed earnings;</p><p>· The trade, profession or vocation is organised, developed, regular and carried on in expectation of profit.</p><p> </p><p>The freelance status of performers would not affect their eligibility for Universal Credit, or whether they meet the definition of gainful self-employment .</p><p> </p><p>Whilst the self-employment must be regular, neither the work patterns nor the claimant’s earnings need to be so.
