DWP will be working with 30 local authorities to help build our understanding of how to do this well, through providing face-to-face support for disadvantaged (including low income and workless) families experiencing conflict. Local authorities will be responsible for identifying families experiencing damaging parental conflict and referring them to appropriate interventions, making sure that the parents who need help are offered support.</p><p> </p><p>To help local areas do this, we will make training and guidance for frontline practitioners and relationship support professionals available in all local areas in England. Under the Welfare Reform Act 2012, in order to ensure that the younger partner is subject to the same labour-market conditions as other people of the same age, couples needing benefit support where one member of the couple has yet to reach Pension Credit qualifying age will need to claim Universal Credit rather than Pension Credit. This will apply to new claims only. Existing claims to Pension Credit from such couples will be protected.</p><p>A number of Impact Assessments were published to support the passage of the Welfare Reform Act 2012 through Parliament; including the Universal Credit Impact Assessment on 10 December 2012. answer	answer is ministerial correction date of answer 23/04/2018 answer text <p>We are aware that for many self-employed, particularly those with seasonal businesses, their earnings often fluctuate from month to month, and they need to budget and plan for this. Self-employed Universal Credit claimants are no different in this regard.</p><p> </p><p>Universal Credit supports people in self-employment, where self-employment is the best route for them to become financially self-sufficient. As part of that, for those claimants expected to seek work, who are gainfully self-employed and not within a year of starting their self-employment, we apply a Minimum Income Floor (MIF). This is an assumed level of monthly earnings, based on what they could expect to earn each month at the National Minimum Wage.</p><p> </p><p>The MIF is designed to encourage those reporting very low self-employed income to increase their monthly earnings. This means that, where a self-employed claimant’s monthly earnings are below their MIF level, the MIF level is taken into account in assessing the claimant’s monthly Universal Credit payment.
