answer text <p>It is a basic principle of the social security system that only one benefit at a time can be paid for the same purpose. Both Carer’s Allowance and State Pension are designed to provide a degree of replacement for income lost or foregone; Carer’s Allowance where the duties of caring for a severely disabled person prevent the prospect of full-time work and the earnings it would yield; and State Pension to provide a replacement income in retirement.</p><p> </p><p>The overlapping benefits rules, which prevent both benefits being paid, were established to reflect the general principle that flat-rate benefits designed to help with income maintenance e.g. Carer’s Allowance and State Pension, should not be added together and paid in full, even though a person may qualify for both.</p><p> </p><p>Where Carer’s Allowance cannot be paid, the person will keep underlying entitlement to the benefit, which means if they are on a low income, they may be entitled to any advantages arising from that, e.g. the additional amount for carers in Pension Credit, worth up to £36.00 a week and, in some cases, Housing Benefit.</p>

answer text <p>The Department currently has no plans to include household food insecurity in the evaluation of the effectiveness of Universal Credit. However, we do continue to evaluate Universal Credit as it is delivered. answer text <p>The Department’s catering supplier Compass Group UK &amp; Ireland top priority is reducing single-use plastic packaging. They are working closely with their industry partners to stay abreast of the issues and address the challenges, and are working with their suppliers to provide solutions to help our sites reduce single-use plastics and maximise recycling.</p><p> </p><p>The Government’s 25 year environment plan outlined a range of measures on how we will reduce the amount of plastic waste in circulation through reducing demand for single use plastic. This included a commitment to removing all single use plastics from the central government estate offices.</p> more like this

answer text <p>The Government is committed to supporting people aged 50 and over to remain in or return to the labour market and recognises that people who are made redundant over the age of 50 face additional barriers.</p><p> </p><p>In Feb 2017, Government published a new strategy ‘Fuller Working Lives: A Partnership Approach. The Strategy is led by employers, but also sets out the case for action by individuals, and the role of Government in supporting older workers to remain in and return to work. The team actively promote the benefits of older workers to employers across England – influencing them both strategically and in terms of practical advice.</p><p><strong> </strong></p><p>DWP has expanded the Older Claimant Champion network in all 34 Jobcentre Plus districts. The Older Claimant Champions work collaboratively with over 11,000 work coaches and employer facing staff to raise the profile of older workers, highlight the benefits of employing older jobseekers and share best practice.</p><p> </p><p>Everyone that claims Universal Credit will get targeted, personalised and work focussed support. The Department aims to support claimants with the same Work Coach throughout the duration of their Universal Credit claim, meaning claimants can build a relationship with their Work Coach.</p>

answer text <p>A person is entitled to a Winter Fuel Payment based on their circumstances in the week beginning on the third Monday in September (known as the qualifying week). This ensures that entitlement relies, among other things, on their age during that week, and it means that most people receive their payment before Christmas. If the qualifying week were moved to the start of the financial year, then those reaching the age of 80 after that week would not receive the higher rate of £300 until the winter after their 81st birthday.</p> more like this
